00 HOUSE JOINT RESOLUTION NO. 29 01 Proposing an amendment to the Constitution of the State of Alaska relating to 02 subsistence uses of fish and wildlife. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. Article VIII, Constitution of the State of Alaska, is amended by adding a new 05 section to read: 06 Section 19. Subsistence Uses of Fish and Wildlife. (a) When the 07 harvestable surplus of a fish or wildlife population in a fish or wildlife management 08 area is not sufficient to provide for all beneficial uses of the population, subsistence 09 use for food, fuel, clothing, shelter, tools, or transportation is the preferred beneficial 10 use of the population in the area where the insufficiency exists. 11 (b) Each resident of the State shall receive a priority for subsistence use of a 12 fish or wildlife population in a fish or wildlife management area where subsistence use 13 is the preferred beneficial use of the population in accordance with the resident's direct 14 dependence on the population as a mainstay of livelihood, the resident's proximity to 15 the population, and the availability of alternative food resources to the resident. 16 * Sec. 2. The amendment proposed by this resolution shall be placed before the voters of

01 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 02 State of Alaska, and the election laws of the state.
