00 HOUSE JOINT RESOLUTION NO. 11 01 Proposing amendments to the Constitution of the State of Alaska relating to subsistence 02 use of wild food resources and to the harvest of fish and wildlife. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. Article I, Constitution of the State of Alaska, is amended by adding a new 05 section to read: 06 Section 26. Right to Subsistence. Subject to the sustained yield principle, the 07 right of the people to use wild food resources that are needed for subsistence for 08 personal or family consumption is recognized and shall not be infringed. The 09 legislature shall implement this section. 10 * Sec. 2. Article VIII, sec. 4, Constitution of the State of Alaska, is amended to read: 11 Section 4. Sustained Yield. (a) Fish, forests, wildlife, grasslands, and all 12 other replenishable resources belonging to the State shall be utilized, developed, and 13 maintained on the sustained yield principle, subject to preferences among beneficial 14 uses. 15 * Sec. 3. Article VIII, sec. 4, Constitution of the State of Alaska, is amended by adding a 16 new subsection to read:

01 (b) The harvest of fish and wildlife has significant social, economic, 02 nutritional, and cultural value. The legislature shall provide a preference for the 03 harvest of fish and wildlife. 04 * Sec. 4. The amendments proposed by this resolution shall be placed before the voters of 05 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 06 State of Alaska, and the election laws of the state.
