00 HOUSE CONCURRENT RESOLUTION NO. 9 01 Encouraging the Matanuska Electric Association to reverse its plan to pursue 02 deregulation. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 WHEREAS the Matanuska Electric Association has announced plans to attempt to 05 remove itself from regulation by the Regulatory Commission of Alaska; and 06 WHEREAS one of the principal purposes of electric utility regulation by the 07 Regulatory Commission of Alaska is to protect consumers; and 08 WHEREAS deregulation of the electrical industry is an extraordinarily complex 09 issue; and 10 WHEREAS the Alaska State Legislature examined the issue of deregulation of 11 electric utilities in Alaska during the Twenty-First Alaska State Legislature and concluded 12 that deregulation was premature in the state; and 13 WHEREAS no other Railbelt electric utility is considering removing itself from 14 regulation by the Regulatory Commission of Alaska; and 15 WHEREAS the deregulation of the electric industry has caused unprecedented 16 shortages of electrical power to consumers in some states; and
01 WHEREAS the deregulation of the electric industry has caused massive damage to 02 certain economies in the United States; and 03 WHEREAS the State of Alaska can learn much from the disastrous experiences of 04 electrical deregulation in other states; and 05 WHEREAS some states are now working on legislation to reregulate their electrical 06 industries; 07 BE IT RESOLVED that the Alaska State Legislature does not support the 08 deregulation plans of the Matanuska Electric Association and encourages the Matanuska 09 Electric Association to reverse its deregulation plan in the best interest of its members. 10 A COPY of this resolution shall be sent to the board of directors of the Matanuska 11 Electric Association.
