CSHCR 1(CRA): Relating to establishing a Task Force on a Statewide Comprehensive Energy Plan.

00 CS FOR HOUSE CONCURRENT RESOLUTION NO. 1(CRA) 01 Relating to establishing a Task Force on a Statewide Comprehensive Energy Plan. 02 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 WHEREAS the people of Alaska deserve access to reliable, affordable energy; and 04 WHEREAS the cost and availability of energy affects economic development and 05 public health and safety; 06 BE IT RESOLVED by the Alaska State Legislature that the Task Force on a 07 Statewide Comprehensive Energy Plan is established 08 (1) to study the current state of energy resources in the state, including 09 development, generation, transmission, and delivery of reliable, affordable energy; to examine 10 the roles of the federal, state, municipal, and tribal governments in providing reliable, 11 affordable energy; and to determine whether changes ought to be made in the roles of the 12 federal, state, municipal, and tribal governments; 13 (2) to recommend any legislation needed to accomplish the changes the task 14 force determines necessary; 15 (3) to recommend financing options, including federal, state, or municipal 16 grants, bonds, or other means; and

01 (4) to prepare a statewide comprehensive energy plan addressing short-term 02 and long-term energy needs and goals for the state; and be it 03 FURTHER RESOLVED that the task force shall be composed of 15 members, 04 appointed as follows: 05 (1) two members of the senate appointed by the president of the senate; one of 06 these members shall be a member of the majority caucus and one shall be a member of the 07 minority caucus; 08 (2) two members of the house of representatives appointed by the speaker of 09 the house of representatives; one of these members shall be a member of the majority caucus 10 and one shall be a member of the minority caucus; 11 (3) one member appointed by the Alaska Municipal League; 12 (4) one member appointed by the Alaska Federation of Natives; 13 (5) one member appointed by the Alaska Rural Electric Cooperative 14 Association; 15 (6) one member appointed by the Alaska Oil and Gas Association; 16 (7) one member appointed by the executive director of the Alaska Science and 17 Technology Foundation; 18 (8) one member appointed by the president of the University of Alaska; 19 (9) one member appointed by the Alaska Trucking Association; 20 (10) one member appointed by the Alaska State AFL-CIO; 21 (11) one member appointed by the chair of the Regulatory Commission of 22 Alaska; 23 (12) one member appointed by the executive director of the Denali 24 Commission; 25 (13) one member appointed by the executive director of the Alaska Industrial 26 Development and Export Authority; and be it 27 FURTHER RESOLVED that the task force may not pay for or reimburse task force 28 members for travel expenses or per diem; and be it 29 FURTHER RESOLVED that the task force shall report its findings and 30 recommendations and present the statewide comprehensive energy plan to the governor, the 31 speaker of the house of representatives, and the president of the senate no later than

01 January 19, 2002; and be it 02 FURTHER RESOLVED that the task force 03 (1) may begin work immediately upon the appointment of its full membership 04 or by June 15, 2001, whichever date is earlier; 05 (2) may conduct its work during the legislative session and in the interim 06 between legislative sessions; 07 (3) may use the teleconference network, meet by teleconference, and hold 08 public hearings; and 09 (4) is terminated at 11:59 p.m. on March 1, 2002.
