01 "An Act relating to cruelty to animals."                                                                                
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
03    * Section 1.  AS 11.61.140(a) is amended to read:                                                                  
04            (a)  A person commits the crime of cruelty to animals if the person                                          
05                 (1)  knowingly inflicts severe physical pain or prolonged suffering on                                  
06       an animal;                                                                                                        
07                 (2)  with criminal negligence, fails to provide the necessary standard                              
08       of care for an animal [AND, AS A RESULT, CAUSES THE DEATH OF THE                                              
09       ANIMAL OR CAUSES SEVERE PHYSICAL PAIN OR PROLONGED                                                                
10       SUFFERING TO THE ANIMAL]; [OR]                                                                                    
11                 (3)  kills an animal by the use of a decompression chamber; or                                      
12                 (4)  observes and knowingly fails to report a violation of this section                             
13       to a law enforcement agency.                                                                                  
14    * Sec. 2.  AS 11.61.140(d) is amended to read:                                                                     
15            (d)  Cruelty to animals is a class C felony [A MISDEMEANOR].
