00 CS FOR HOUSE BILL NO. 344(STA) 01 "An Act increasing fees for driver's licenses, instruction permits, and identification 02 cards; and providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. The uncodified law of the State of Alaska is amended by adding a new section 05 to read: 06 FINDINGS AND INTENT. (a) The legislature finds that 07 (1) following the terrorist attacks of September 11, 2001, there is an increased 08 demand to "harden" all driver licenses rather than create a national identification card; 09 (2) one of the national standards already in place is the digital driver license 10 and personal identification card; and 11 (3) Alaska is one of four remaining states that has yet to convert from 1950s 12 era technology to digital driver licenses and personal identification cards. 13 (b) It is the intent of this Act to provide the means by which to bring Alaska up to 14 national standards in terms of security and fraud prevention by converting to a digital
01 individual identification system. 02 * Sec. 2. AS 18.65.310(a) is amended to read: 03 (a) Upon payment of a $15 [$10] fee, the department shall issue a card 04 identical to the motor vehicle operator's license provided for in AS 28.15.111, except 05 that the card shall be of a different color and shall state in bold type letters across the 06 face of it that it is for identification purposes only. 07 * Sec. 3. AS 28.15.271(a) is amended to read: 08 (a) The fees for drivers' licenses and permits, including but not limited to 09 renewals, and all related driver skills tests are as follows: 10 (1) all noncommercial vehicles and motor-driven cycles 11 (A) each license fee .................................................$20 [$15]; 12 (B) each driver skills test ...................................................$15; 13 (2) all commercial motor vehicles 14 (A) each license fee .........................................................$100; 15 (B) each driver skills test ..................................................$25; 16 (3) instruction permit .............................................................$15 [$5]; 17 (4) duplicate of driver's license or instruction permit ..........$15 [$10]; 18 (5) temporary license and renewal of permit ...................................$5; 19 (6) school bus driver's endorsement renewal ...................................$5. 20 * Sec. 4. This Act takes effect July 1, 2002.
