00 SENATE CS FOR CS FOR HOUSE BILL NO. 203(HES) 01 "An Act making an appropriation to the Legislative Budget and Audit Committee for a 02 study of school district cost factors; and providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. LEGISLATIVE INTENT. The Alaska State Legislature intends that the 05 Legislative Budget and Audit Committee, in consultation with the Department of Education 06 and Early Development, use the appropriation made by sec. 2 of this Act to enter into a 07 contract for a study recommending district cost factors to be used as a component of the 08 formula for determining funding of public education under AS 14.17.460 and submit the 09 study to the legislature by January 15, 2003. The study 10 (1) should be based on the cost of providing an education in each school 11 district, including the cost of classroom instruction and administrative support, the cost of a 12 school lunch program, the cost of school materials and supplies, and other costs that relate 13 directly or indirectly to the operation of a school; 14 (2) should use Anchorage as a base value for comparing costs among school
01 districts; and 02 (3) may consider information from state, federal, or private sources to 03 document cost differentials among districts. 04 * Sec. 2. LEGISLATIVE BUDGET AND AUDIT COMMITTEE. The sum of $350,000 is 05 appropriated from the general fund to the Legislative Budget and Audit Committee for a study 06 of school district cost factors. 07 * Sec. 3. LAPSE. The appropriation made by this Act lapses June 30, 2003. 08 * Sec. 4. This Act takes effect July 1, 2001.
