PURPOSE. In accordance with AS 37.14.003 and 37.14.005, the appropriations 23 made by this Act are for the state's integrated comprehensive mental health program. 24 * Sec. 9. NONGENERAL FUND RECEIPTS. (a) Alaska Mental Health Trust Authority 25 authorized receipts or administration receipts that exceed the amounts appropriated by this 26 Act are appropriated conditioned upon compliance with the program review provisions of 27 AS 37.07.080(h). 28 (b) If Alaska Mental Health Trust Authority authorized receipts or administration 29 receipts fall short of the estimates appropriated in this Act, the affected appropriation is 30 reduced by the amount of shortfall in receipts. 31 * Sec. 10. CONSTITUTIONAL BUDGET RESERVE FUND. The appropriations made in

01 secs. 5 and 7 of this Act from the budget reserve fund (art. IX, sec. 17, Constitution of the 02 State of Alaska) are made under art. IX, sec. 17(c), Constitution of the State of Alaska. 03 * Sec. 11. NONSEVERABILITY. Notwithstanding AS 01.10.030, the provisions of secs. 04 5, 6, and 7 of this Act are not severable. If any provision of secs. 5, 6, or 7 of this Act, or the 05 application thereof to any person or circumstance is held invalid, the remainder of secs. 5, 6, 06 and 7 of this Act shall also fail. 07 * Sec. 12. REPEAL. If the purpose of the appropriations in secs. 5 or 7 of this Act, relating 08 to payment for an abortion, as set out at the beginning of secs. 5 and 7 of this Act is vetoed, 09 ruled unconstitutional for any purpose, ruled to be nonbinding or ineffective, or in any manner 10 becomes inoperable, secs. 5, 6, and 7 of this Act are repealed. 11 * Sec. 13. This Act takes effect July 1, 2001.
