00 HOUSE BILL NO. 89 01 "An Act relating to inspections of certain hot water heating, hot water supply, and coil 02 heating boilers." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 18.60.320 is amended to read: 05 Sec. 18.60.320. Inspection of boilers and unfired pressure vessels. (a) 06 Each boiler and unfired pressure vessel used or proposed to be used in the state except 07 boilers or unfired pressure vessels exempt under AS 18.60.210 shall be inspected as to 08 construction, installation, condition, and operation, as follows: 09 (1) power boilers and high pressure or high temperature water boilers 10 shall be given a certificate inspection annually; the inspector may conduct an external 11 inspection while the boiler is under pressure or an internal inspection if warranted; 12 (2) low pressure steam or vapor heating boilers shall be given a 13 certificate inspection biennially with an internal inspection every four years if its 14 construction permits an internal inspection;

01 (3) hot water heating, hot water supply, and coil heating boilers that 02 operate at 24 or fewer pounds per square inch of pressure shall be given a 03 certificate inspection when first installed and after a major repair; hot water 04 heating, hot water supply, and coil heating boilers that operate at more than 24 05 pounds per square inch of pressure shall be given a certificate inspection 06 biennially with an internal inspection at the discretion of the inspector; 07 (4) each unfired pressure vessel shall be inspected internally and 08 externally at intervals set by the Department of Labor and Workforce Development; 09 an internal inspection of an unfired pressure vessel is not required if its contents are 10 known to be noncorrosive to the material of which the shell, head, or fittings are 11 constructed, either from the chemical composition of the contents or from evidence 12 that the contents are adequately treated with a corrosion inhibitor, and if the vessel is 13 constructed in accordance with 14 (A) regulations of the Department of Labor and Workforce 15 Development, if any, in effect at the time of manufacture; 16 (B) standards set out in the American Society of Mechanical 17 Engineers Boiler and Pressure Vessel Code in effect at the time of manufacture 18 until September 6, 1981; or 19 (C) if the department adopts subsequent revisions of that code, 20 the standards set out in those revisions as adopted by the department and in 21 effect at the time of manufacture. 22 (b) A grace period of two months beyond periods specified in (a)(1), (2), and 23 (4) [(a)(1) - (4)] of this section, and (a)(3) of this section with regard to boilers that 24 operate at more than 24 pounds per square inch of pressure, may elapse between 25 certificate inspections.
