01 "An Act requiring proof of motor vehicle insurance in order to register a motor vehicle;                                
02 and relating to motor vehicle liability insurance for taxicabs."                                                        
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  AS 28.10.041 is amended by adding a new subsection to read:                                          
05            (d)  The department shall refuse to register a vehicle if the applicant fails to                             
06       provide evidence satisfactory to the department that the applicant has motor vehicle                              
07       insurance as required by AS 28.22.                                                                                
08    * Sec. 2.  AS 28.20.440(b) is amended to read:                                                                     
09            (b)  The owner's policy of liability insurance must                                                          
10                 (1)  designate by description or appropriate reference all vehicles that it                             
11       covers;                                                                                                           
12                 (2)  except as required under AS 28.22.101(g), insure the person                                    
13       named and every other person using the vehicle with the express or implied                                        
14       permission of the named insured, against loss from the liability imposed by law for                               

01       damages arising out of the ownership, maintenance, or use of the vehicle within the                               
02       United States or Canada, subject to limits exclusive of interest and costs, with respect                          
03       to each vehicle, as follows: $50,000 because of bodily injury to or death of one person                           
04       in any one accident, and, subject to the same limit for one person, $100,000 because of                           
05       bodily injury to or death of two or more persons in any one accident, and $25,000                                 
06       because of injury to or destruction of property of others in any one accident;                                    
07                 (3)  contain coverage in not less than the amounts set out in (2) of this                               
08       subsection for the protection of the persons insured under the policy who are legally                             
09       entitled to recover damages from owners or operators of uninsured or underinsured                                 
10       motor vehicles because of bodily injury or death, or damage to or destruction of                                  
11       property arising out of the ownership, maintenance, or use of the uninsured or                                
12       underinsured motor vehicle; this coverage must comply with the provisions of                                      
13       AS 28.20.445.                                                                                                     
14    * Sec. 3.  AS 28.22.101(d) is amended to read:                                                                     
15            (d)  Except as provided under (g) of this section, a [A] motor vehicle                                   
16       liability policy must provide coverage in the United States or Canada, subject to limits                          
17       exclusive of interest and costs, with respect to each vehicle, as follows:                                        
18                 (1)  $50,000 because of bodily injury to or death of one person in one                                  
19       accident, and, subject to the same limit for one person, $100,000 because of bodily                               
20       injury to or death of two or more persons in one accident; and                                                    
21                 (2)  $25,000 because of injury to or destruction of property of others in                               
22       one accident.                                                                                                     
23    * Sec. 4.  AS 28.22.101 is amended by adding a new subsection to read:                                             
24            (g)  A motor vehicle liability policy that covers a taxicab must provide                                     
25       coverage in the United States or Canada, subject to limits exclusive of interest and                              
26       costs, with respect to each vehicle, as follows:                                                                  
27                 (1)  $300,000 because of bodily injury to or death of one person in one                                 
28       accident, and, subject to the same limit for one person, $500,000 because of bodily                               
29       injury to or death of two or more persons in one accident; and                                                    
30                 (2)  $100,000 because of injury to or destruction of property of others                                 
31       in one accident.                                                                                                  

01    * Sec. 5.  The uncodified law of the State of Alaska is amended by adding a new section to                         
02 read:                                                                                                                   
03       APPLICABILITY.  Section 1 of this Act applies to a motor vehicle registered on or                                 
04 after the effective date of this Act.
