00 HOUSE BILL NO. 15 01 "An Act relating to licensure of advanced manicurists; and providing for an effective 02 date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 08.13.080(c) is amended to read: 05 (c) The board shall add an endorsement to a license to practice manicuring or 06 hairdressing indicating that the person is an advanced manicurist if the person 07 (1) holds, or has been approved for, a current license issued under this 08 chapter for manicuring or hairdressing; 09 (2) requests the endorsement; 10 (3) [SUBMITS DOCUMENTATION FROM A LICENSED SCHOOL 11 OF MANICURING OR HAIRDRESSING CERTIFYING COMPLETION OF 250 12 HOURS OF INSTRUCTION IN MANICURING THAT MEET THE 13 REQUIREMENTS OF AS 08.13.110(c); 14 (4)] passes an examination given by the board for advanced

01 manicurists; the board shall require as part of the examination a practical 02 demonstration of competent manicuring techniques; and 03 (4) [(5)] pays the appropriate fee. 04 * Sec. 2. The uncodified law of the State of Alaska is amended by adding a new section to 05 read: 06 TRANSITIONAL PROVISION. A person who, on August 31, 2001, holds an 07 endorsement issued under AS 08.13.080(c) indicating that the person is an advanced 08 manicurist may renew the endorsement on or after September 1, 2001, without meeting the 09 new practical demonstration requirement of AS 08.13.080(c)(3), amended by sec. 1 of this 10 Act. 11 * Sec. 3. The uncodified law of the State of Alaska is amended by adding a new section to 12 read: 13 REGULATIONS. The Board of Barbers and Hairdressers shall begin the process of 14 developing regulations to implement this Act. A regulation developed under this section 15 takes effect under AS 44.62 (Administrative Procedure Act), but not before September 1, 16 2001. 17 * Sec. 4. Sections 2 and 3 of this Act take effect immediately under AS 01.10.070(c). 18 * Sec. 5. Section 1 of this Act takes effect September 1, 2001.
