00CS FOR SENATE JOINT RESOLUTION NO. 30(JUD)                                                                            
01 Proposing an amendment to the Constitution of the State of Alaska relating to                                           
02 the repeal of regulations by the legislature.                                                                           
03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                              
04    * Section 1.  Article II, Constitution of the State of Alaska, is amended by adding a new                          
05 section to read:                                                                                                        
06  Section 22.  Repeal of Regulations.  A regulation found inconsistent with its                                       
07 enabling statute is repealed by a resolution concurred in by a majority of the members                                  
08 of each house.  The repeal of the regulation is effective thirty days after the passage                                 
09 of the resolution by the legislature unless a different prospective effective date is                                   
10 specified in the resolution.                                                                                            
11    * Sec. 2.  The amendment proposed by this resolution shall be placed before the voters of                          
12 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the                        
13 State of Alaska, and the election laws of the state.
