00CS FOR SENATE JOINT RESOLUTION NO. 29(FIN) 01 Proposing amendments to the Constitution of the State of Alaska relating to terms 02 of legislators, to special legislative sessions, and to the time of convening and 03 length of regular sessions of the legislature. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. Article II, sec. 3, Constitution of the State of Alaska, is amended to read: 06  Section 3. Election and Terms. Legislators shall be elected at general 07 elections. Their terms begin on the first [FOURTH] Monday of the February 08 [JANUARY] following election unless otherwise provided by law. The term of 09 representatives shall be two years, and the term of senators, four years. One-half of 10 the senators shall be elected every two years. 11 * Sec. 2. Article II, sec. 8, Constitution of the State of Alaska, is amended to read: 12  Section 8. Regular Sessions. The legislature shall convene in regular session 13 each year on the first [FOURTH] Monday in February [JANUARY], but the month 14 and day may be changed by law. A [THE LEGISLATURE SHALL ADJOURN

01 FROM] regular session may last no longer than ninety [NO LATER THAN ONE 02 HUNDRED TWENTY] consecutive calendar days [FROM THE DATE IT 03 CONVENES] except that a regular session may be extended once for up to ten 04 consecutive calendar days. An extension of the regular session requires the affirmative 05 vote of at least two-thirds of the membership of each house of the legislature. The 06 legislature shall adopt as part of the uniform rules of procedure deadlines for 07 scheduling session work not inconsistent with provisions controlling the length of the 08 session. 09 * Sec. 3. Article II, sec. 9, Constitution of the State of Alaska, is amended to read: 10  Section 9. Special Sessions. Special sessions may be called by the governor 11 or by vote of two-thirds of the legislators. The vote may be conducted by the 12 legislative council or as prescribed by law. [AT SPECIAL SESSIONS CALLED BY 13 THE GOVERNOR, LEGISLATION SHALL BE LIMITED TO SUBJECTS 14 DESIGNATED IN HIS PROCLAMATION CALLING THE SESSION, TO 15 SUBJECTS PRESENTED BY HIM, AND THE RECONSIDERATION OF BILLS 16 VETOED BY HIM AFTER ADJOURNMENT OF THE LAST REGULAR SESSION.] 17 Special sessions are held at a location determined by the legislature and are limited 18 to thirty days. 19 * Sec. 4. The amendments proposed by this resolution shall be placed before the voters of 20 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 21 State of Alaska, and the election laws of the state.
