00SENATE JOINT RESOLUTION NO. 23 01 Proposing an amendment to the Constitution of the State of Alaska relating to 02 subsistence use of renewable natural resources by residents; and providing for 03 an effective date. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. Article VIII, Constitution of the State of Alaska, is amended by adding a new 06 section to read: 07  Section 19. Subsistence Priority. The legislature may, consistent with the 08 sustained yield principle, provide a priority to and among rural residents for the taking 09 of fish and wildlife and other renewable natural resources for subsistence. 10 * Sec. 2. PURPOSE. The purpose of the amendment proposed by this resolution is to 11 provide for a priority for subsistence uses of fish, wildlife, and other renewable natural 12 resources; to ensure state management of fish and wildlife throughout Alaska; and to bring 13 the state into compliance with Title VIII of the Alaska National Interest Lands Conservation 14 Act (P.L. 96-487).

01 * Sec. 3. The amendment proposed by this resolution shall be placed before the voters of 02 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 03 State of Alaska, and the election laws of the state. 04 * Sec. 4. If adopted by the voters at the next general election, the amendment proposed by 05 this resolution takes effect immediately upon certification of the election returns by the 06 lieutenant governor.
