00SENATE CONCURRENT RESOLUTION NO. 8 01 Creating the Long-Term Care Task Force of 1999. 02 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 WHEREAS the Alaska State Legislature created a Long-Term Care Task Force in 04 1998 that, after six months of intensive study and public hearings, prepared a report for the 05 legislature containing 31 recommendations relating to long-term care; and 06 WHEREAS the Long-Term Care Task Force created in 1998 terminated upon the 07 convening of the First Regular Session of the Twenty-First Alaska State Legislature, 08 January 19, 1999; and 09 WHEREAS the work of the 1998 task force was only the first step in meeting the 10 ultimate goal of developing a suitable and equitable plan for providing access to long-term 11 care for all Alaskans, and additional work needs to be done, including further analysis of 12 current long-term care options and further exploration of new options; and 13 WHEREAS access to long-term care is an issue of major importance to all Alaskans 14 either because they or their parents are already in need of long-term care or because they or

01 their parents may face a need for long-term care in the future; and 02 WHEREAS a new task force would be in a position to provide leadership and 03 guidance to ensure careful consideration of the 1998 task force's suggestions and 04 recommendations; 05 BE IT RESOLVED that the Alaska State Legislature establishes the Long-Term Care 06 Task Force of 1999 to provide a focal point for further discussion and action concerning the 07 needs of Alaskans for equitable and affordable long-term care options; and be it 08 FURTHER RESOLVED that the task force shall consist of the following nine voting 09 members: 10 (1) three members of the House of Representatives appointed by the Speaker 11 of the House of Representatives; at least one member shall be a member of the majority and 12 at least one a member of the minority; 13 (2) three members of the Senate appointed by the President of the Senate; at 14 least one member shall be a member of the majority and at least one a member of the 15 minority; 16 (3) three members of the public, one each chosen by the Governor, the Speaker 17 of the House of Representatives, and the President of the Senate, from among people who are 18 receiving long-term care, have relatives who are receiving long-term care, or are from an 19 organization that represents the interests of people in need of long-term care; and be it 20 FURTHER RESOLVED that the following persons may serve on the task force as 21 nonvoting members: 22 (1) the commissioner of health and social services or the commissioner's 23 designee; 24 (2) the commissioner of commerce and economic development or the 25 commissioner's designee; and 26 (3) the commissioner of administration or the commissioner's designee; and 27 be it 28 FURTHER RESOLVED that the public members of the task force shall serve without 29 compensation but are entitled to per diem and travel expenses authorized for boards and 30 commissions under AS 39.20.180; and be it 31 FURTHER RESOLVED that the task force shall select a chair and vice-chair from

01 among its voting members with the two positions being comprised of one legislator and one 02 public member, shall meet as frequently as the task force determines necessary to perform its 03 work, may meet during the interim, and may meet and vote by teleconference; and be it 04 FURTHER RESOLVED that the task force shall 05 (1) review the work of the Long-Term Care Task Force that was created in 06 1998, modify its recommendations as necessary, and work towards implementing those 07 recommendations; and 08 (2) continue the efforts of the previous task force, especially the effort to 09 prepare a plan for establishment of an actuarially sound system of long-term care and 10 proposed funding options; and be it 11 FURTHER RESOLVED that the task force may begin work immediately upon the 12 appointment of its full voting membership and is terminated upon the convening of the First 13 Regular Session of the Twenty-Second Alaska State Legislature.
