00SENATE BILL NO. 309 01 "An Act making and amending capital, supplemental, and other appropriations and 02 reappropriations; making appropriations to capitalize funds; ratifying certain 03 expenditures; and providing for an effective date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. DEPARTMENT OF ADMINISTRATION. (a) The sum of $706,300 is 06 appropriated from the general fund to the Department of Administration for the leasing 07 program for the fiscal year ending June 30, 2000. 08 (b) The sum of $747,800 is appropriated from benefit systems receipts to the 09 Department of Administration, division of retirement and benefits, group health, for retiree and 10 long-term care plan costs for the fiscal year ending June 30, 2000. 11 (c) The sum of $100,000 is appropriated from the public employees retirement trust 12 fund (AS 39.35.020(6)) to the Department of Administration, division of retirement and 13 benefits, for costs associated with an unexpected Public Employees' Retirement Board election 14 for the fiscal year ending June 30, 2000.

01 (d) Section 85(a), ch. 2, FSSLA 1999, is amended to read: 02  (a) The unexpended and unobligated balance on June 30, 1999, not to exceed 03 $250,000, of the appropriation from the general fund made in sec. 31, ch. 137, SLA 04 1998, page 26, lines 6 - 14, as amended by sec. 9(b), ch. 2, SLA 1999 (K-12 support - 05 $726,760,700), is reappropriated to the Department of Administration for the following 06 purposes in the amounts listed: 07 Satellite interconnection project management, $150,000 08 equipment replacement , and repair 09 Pioneers' Homes health and safety repairs 100,000 10 * Sec. 2. ALASKA COURT SYSTEM. The sum of $19,000 is appropriated from the 11 general fund to the Alaska Court System, Commission on Judicial Conduct, for attorney fees 12 for the fiscal year ending June 30, 2000. 13 * Sec. 3. ALASKA PERMANENT FUND CORPORATION. The sum of $4,000,000 is 14 appropriated from Alaska Permanent Fund Corporation receipts to the Alaska Permanent Fund 15 Corporation for investment management costs, including management fees and safekeeping 16 and custody, for the fiscal year ending June 30, 2000. 17 * Sec. 4. DISASTER RELIEF FUND. The sum of $16,361,200 is appropriated to the 18 disaster relief fund (AS 26.23.200(a)) for the declared Central Gulf Coast storm systems 19 disaster from the following sources: 20 General fund $ 4,090,300 21 Federal receipts 12,270,900 22 * Sec. 5. DEPARTMENT OF HEALTH AND SOCIAL SERVICES. (a) The sum of 23 $408,900 is appropriated from federal receipts to the Department of Health and Social 24 Services to subsidize adoption and guardianship costs for the fiscal year ending June 30, 2000. 25 (b) The sum of $261,800 is appropriated from federal receipts to the Department of 26 Health and Social Services for operating costs of front-line social workers for the fiscal year 27 ending June 30, 2000. 28 * Sec. 6. JUDGMENTS AND CLAIMS. (a) The sum of $1,456,100 is appropriated to 29 the Department of Law to pay judgments and claims against the state for the fiscal year 30 ending June 30, 2000, from the following sources: 31 General fund $1,440,200

01 Permanent fund dividend fund 4,400 02 Public employees retirement trust fund (AS 39.35.020(6)) 11,500 03 (b) The sum of $1,786,100 is appropriated from the general fund to the University of 04 Alaska to pay a judgment against the university for the fiscal year ending June 30, 2000. 05 * Sec. 7. DEPARTMENT OF LAW. (a) The sum of $40,000 is appropriated from 06 designated program receipts to the Department of Law, fair business practices, for additional 07 operating costs for the fiscal year ending June 30, 2000. 08 (b) Section 73(a), ch. 2, FSSLA 1999, is amended to read: 09  (a) The sum of $575,000 is appropriated to the Department of Law, 10 governmental affairs, to investigate and prosecute the claims of state and municipal 11 agencies against the Bank of America and certain other affiliated banks for the fiscal 12 years ending June 30, 1999, [AND] June 30, 2000, and June 30, 2001, from the 13 following sources: 14 General fund $250,000 15 Statutory designated program receipts 325,000 16 * Sec. 8. DEPARTMENT OF MILITARY AND VETERANS' AFFAIRS. The sum of 17 $212,400 is appropriated from federal receipts to the Department of Military and Veterans' 18 Affairs, air guard facilities maintenance, for operating costs for the fiscal year ending June 30, 19 2000. 20 * Sec. 9. DEPARTMENT OF PUBLIC SAFETY. Section 9(b), ch. 84, SLA 1999, is 21 amended to read: 22  (b) Appropriations totaling the estimated amount of the deposits described in 23 (a) of this section and remaining unappropriated balances from prior-year 24 transfers for these purposes are made in sec. 43 of this Act to the Department of 25 Public Safety and the Department of Law for increased enforcement, investigation, and 26 prosecution of state fish and game laws. If the receipts appropriated to the fish and 27 game fund (AS 16.05.100) from the sources described in (a) of this section during 28 fiscal year 2000 and remaining unappropriated balances from prior-year transfers 29 for these purposes fall short of the estimates appropriated by this Act, each 30 department's appropriation set out in sec. 43 of this Act is reduced proportionately. 31 * Sec. 10. DEPARTMENT OF REVENUE. The sum of $150,000 is appropriated from

01 the general fund to the Department of Revenue, oil and gas audit, for a one-time challenged 02 property tax valuation for the fiscal years ending June 30, 2000, and June 30, 2001. 03 * Sec. 11. DEPARTMENT OF TRANSPORTATION AND PUBLIC FACILITIES. (a) 04 The sum of $80,000 is appropriated from designated program receipts to the Department of 05 Transportation and Public Facilities, central region design and engineering, for additional right- 06 of-way permitting activities for the fiscal year ending June 30, 2000. 07 (b) The sum of $1,377,000 is appropriated from the Alaska marine highway system 08 fund (AS 19.65.060) to the Department of Transportation and Public Facilities, marine 09 highway system, for increased fuel costs for the fiscal year ending June 30, 2000. 10 (c) The sum of $900,000 is appropriated from the international airports revenue fund 11 (AS 37.15.430) to the Department of Transportation and Public Facilities, Anchorage 12 International Airport, for additional capital costs of airport renovation. 13 * Sec. 12. MISCELLANEOUS CLAIMS. (a) The following amounts are appropriated 14 from the general fund to the following agencies to pay miscellaneous claims and stale-dated 15 warrants for the fiscal year ending June 30, 2000: 16 DEPARTMENT APPROPRIATION 17 Administration $36,528.11 18 Corrections 3,073.30 19 Education and Early Development 2,939.83 20 Environmental Conservation 5,351.13 21 Fish and Game 944.00 22 Health and Social Services 23,846.08 23 Law 7,245.65 24 Natural Resources 2,506.40 25 Public Safety 6,869.97 26 Transportation and Public Facilities 63.22 27 (b) The sum of $3,744.02 is appropriated from the Alaska marine highway system 28 fund (AS 19.65.060) to the Department of Transportation and Public Facilities to pay 29 miscellaneous claims and stale-dated warrants for the fiscal year ending June 30, 2000. 30 * Sec. 13. RATIFICATIONS. (a) The following departmental expenditures made in fiscal 31 years 1998 and 1999 are ratified to reverse the negative account balances in the Alaska state

01 accounting system in the amounts listed for each AR number. The appropriations from which 02 these expenditures were actually paid are amended by increasing them by the amount listed 03 as follows: 04 (1) Department of Administration 05 AR7688-98 RS 0270267 Personnel $ 2,379.50 06 (2) Former Department of Community and 07 Regional Affairs 08 (A) AR52902-98 AHFC/St Energy Prg-Ib 3,324.50 09 (B) AR52925-98 HSS/Admn Child Trust 24.19 10 (C) AR52926-98 JTPO/Peer Outreach 20.00 11 (D) AR52936-98 Rural Gov Commission 342.00 12 (3) Department of Health and Social Services 13 AR22520-99 Medicaid Services 3,271,600.00 14 (b) The expenditures by the Department of Natural Resources for fire suppression, in 15 the amount of $3,863,700, for the fiscal year ending June 30, 1999 (AR37931-99 Fire 16 Suppression) are ratified. 17 * Sec. 14. LAPSE PROVISIONS. (a) The appropriation made by sec. 11(c) of this Act 18 is for a capital project and lapses under AS 37.25.020. 19 (b) The appropriation made by sec. 4 of this Act is to capitalize a fund and does not 20 lapse. 21 * Sec. 15. This Act takes effect immediately under AS 01.10.070(c).
