00SENATE BILL NO. 298 01 "An Act relating to the compensation of certain public employees and officials 02 not covered by collective bargaining agreements; and providing for an effective 03 date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. AS 24.10.100 is amended by adding new subsections to read: 06  (b) Effective July 1, 2001, the monthly salary amount set out in (a) of this 07 section is increased by two percent. 08  (c) Effective July 1, 2002, the monthly salary amount set out in (a) of this 09 section, as increased under (b) of this section, is increased by three percent. 10 * Sec. 2. AS 39.20.010 is amended by adding new subsections to read: 11  (b) Effective July 1, 2001, the amount set out in (a) of this section is increased 12 by two percent. 13  (c) Effective July 1, 2002, the amount set out in (a) of this section, as 14 increased under (b) of this section, is increased by three percent.

AS 39.20.030 is amended by adding new subsections to read: 02  (b) Effective July 1, 2001, the amount set out in (a) of this section is increased 03 by two percent. 04  (c) Effective July 1, 2002, the amount set out in (a) of this section, as 05 increased under (b) of this section, is increased by three percent. 06 * Sec. 4. AS 39.27.011(e) is repealed and reenacted to read: 10  (e) Effective July 1, 2001, the amounts set out in the salary schedule contained 11 in (a) of this section are increased by two percent. 12 * Sec. 6. AS 39.27.011(f) is repealed and reenacted to read: 13  (f) Effective July 1, 2002, the amounts set out in the salary schedule contained 14 in (a) of this section, as increased under (e) of this section, are increased by three 15 percent. 16 * Sec. 7. The uncodified law of the State of Alaska is amended by adding a new section 17 to read: 18 LUMP SUM PAYMENT FOR EMPLOYEES OF THE LEGISLATIVE BRANCH 19 AND CERTAIN EMPLOYEES OF THE EXECUTIVE BRANCH. (a) Subject to an 20 appropriation for fiscal year 2001 for that purpose, and except as provided in (b) of this 21 section, classified and partially exempt employees in the executive branch of the state 22 government who are not members of a collective bargaining unit established under the 23 authority of the Public Employment Relations Act (AS 23.40), and employees of the 24 legislature under AS 24.10 and AS 24.20, employed and in pay status on July 1, 2000, are 25 entitled to receive a lump sum payment of up to $1,200, prorated at $50 for each pay period 26 that the employee was in pay status in fiscal year 2000. 27 (b) Notwithstanding the requirements of (a) of this section, employees of the 28 legislature who would otherwise be entitled to payment under (a) of this section but who were 29 not employed or in pay status on July 1, 2000 because their employment was limited to the 30 legislative session, are entitled to receive the prorated lump sum payment provided in (a) of 31 this section.

The uncodified law of the State of Alaska is amended by adding a new section 02 to read: 03 LUMP SUM PAYMENT FOR CERTAIN ELECTED AND APPOINTED OFFICIALS, 04 MAGISTRATES, AND JUDICIAL OFFICERS. Justices of the supreme court, judges of the 05 court of appeals and the superior and district courts, magistrates, legislators, the governor, and 06 the lieutenant governor are entitled to receive the lump sum payment provided for in sec. 7 07 of this Act, subject to the conditions set out in that section. 08 * Sec. 9. The uncodified law of the State of Alaska is amended by adding a new section 09 to read: 10 SALARY ADJUSTMENTS AND LUMP SUM PAYMENT FOR CERTAIN EXEMPT 11 EMPLOYEES OF THE EXECUTIVE BRANCH. Permanent and temporary employees in the 12 executive branch of the state government, other than the governor and lieutenant governor, 13 who are in the exempt service under AS 39.25, are not members of a collective bargaining 14 unit established under the Public Employment Relations Act (AS 23.40), and are not otherwise 15 covered by AS 39.27.011(a), are entitled to receive 16 (1) salary adjustments comparable to those received by classified and partially 17 exempt employees of the executive branch under AS 39.27.011(e) and (f), as repealed and 18 reenacted by secs. 5 and 6 of this Act; and 19 (2) the lump sum payment provided for in sec. 7 of this Act, subject to the 20 conditions set out in that section. 21 * Sec. 10. The uncodified law of the State of Alaska is amended by adding a new section 22 to read: 23 SALARY ADJUSTMENTS AND LUMP SUM PAYMENT FOR CERTAIN 24 EMPLOYEES OF THE JUDICIAL BRANCH. Permanent and temporary employees in the 25 judicial branch of the state government, other than magistrates and judicial officers, who are 26 not members of a collective bargaining unit established under the Public Employment 27 Relations Act (AS 23.40) are entitled to receive 28 (1) salary adjustments comparable to those received by classified and partially 29 exempt employees of the executive branch under AS 39.27.011(e) and (f), as repealed and 30 reenacted by secs. 5 and 6 of this Act; and 31 (2) the lump sum payment provided for in sec. 7 of this Act, subject to the

01 conditions set out in that section. 02 * Sec. 11. AS 39.27.011(g) is repealed. 03 * Sec. 12. This Act takes effect July 1, 2000.
