01 "An Act making an appropriation for the state land disposal bank program;                                               
02 making an appropriation from the constitutional budget reserve fund under art.                                          
03 IX, sec. 17(c), Constitution of the State of Alaska; and providing for an effective                                     
04 date."                                                                                                                  
05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
06    * Section 1.  STATE LAND DISPOSAL BANK PROGRAM.  (a)  The sum of $9,410,000                                        
07 is appropriated from the budget reserve fund (art. IX, sec. 17, Constitution of the State of                            
08 Alaska) to the Department of Natural Resources, division of mining, land and water, for the                             
09 operation of the land disposal bank program under AS 38.04.020.                                                         
10  (b)  The appropriation made in this section is made under art. IX, sec. 17(c),                                         
11 Constitution of the State of Alaska.                                                                                    
12    * Sec. 2.  The appropriation made by sec. 1 of this Act lapses June 30, 2005.                                      
13    * Sec. 3.  This Act takes effect on the effective date of a version of SB 6, or a substantially                    
14 similar bill relating to the state land disposal bank program and providing for a minimum                               

01 amount of state land disposals each year, that is passed by the Twenty-First Alaska State                               
02 Legislature and enacted into law.
