00CS FOR SENATE BILL NO. 281(FIN) am 01 "An Act relating to missions and measures to be applied to certain expenditures 02 by the executive branch of state government and the University of Alaska from 03 the state operating budget for the fiscal year ending June 30, 2001; and providing 04 for an effective date." 05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. Addition to the uncodified law of the state. The uncodified law of the State 07 of Alaska is amended by adding the new sections set out in secs. 1 - 154 of this Act. 08 * Sec. 2. Legislative purpose and preamble. (a) The purpose of this Act is to state the 09 missions, when expending money appropriated by the operating budget for the fiscal year 10 2001, for the departments of state government and for those divisions within departments that 11 the legislature reviewed in 2000 and, in some cases, to set out performance measures for 12 divisions or programs within divisions. 13 (b) All departments of state government shall be held accountable for their actions, 14 including compliance with the recommendations of legislative audits as directed by the

01 legislature. 02 Article 1. Department of Administration. 03 * Sec. 3. Department of Administration. The mission of the Department of 04 Administration is to 05 (1) provide centralized management and technology services to state agencies; 06 (2) provide legal and advocacy services for indigent Alaskans; 07 (3) provide programs that promote the independence of Alaska's seniors; 08 (4) provide vehicle licensing and registration. 09 * Sec. 4. Admin - Office of the Commissioner. (a) The mission of the Office of the 10 Commissioner is to provide support and policy direction to divisions within the department. 11 (b) The legislature intends to measure the success of the office in achieving its 12 mission by considering the percentage of divisions within the department that reach the 13 assigned performance measures. 14 * Sec. 5. Admin - Division of Administrative Services. (a) The mission of the Division 15 of Administrative Services is to provide support services to departmental programs. 16 (b) The legislature intends to measure the success of the division in achieving its 17 mission by considering 18 (1) the cost of administrative services divided by the total personnel costs for 19 the department; 20 (2) the number of departmental employee grievances divided by all state 21 department grievances; 22 (3) the number of late payments for total payroll and vendor payments per 23 year; 24 (4) the response time for desktop support. 25 * Sec. 6. Admin - Information Technology Group. (a) The mission of the Information 26 Technology Group is to provide technology support for data processing and 27 telecommunications infrastructure. 28 (b) The legislature intends to measure the success of the Information Technology 29 Group in achieving its mission by considering 30 (1) down time for the mainframe computer; 31 (2) down time for telecommunications systems;

01 (3) the number of on-line services. 02 * Sec. 7. Admin - Division of Public Communications Services. (a) The mission of the 03 Division of Public Communications Services is to ensure infrastructure for the dissemination 04 of information statewide. 05 (b) The legislature intends to measure the success of the division in achieving its 06 mission by considering the number of communities 07 (1) without public radio service; 08 (2) without public television service; 09 (3) served by public radio with access to commercial radio; 10 (4) served by public television with access to commercial television; 11 * Sec. 8. Admin - Division of Personnel. (a) The mission of the Division of Personnel 12 is to assist state agencies to hire and retain a qualified workforce. 13 (b) The legislature intends to measure the success of the division in achieving its 14 mission by considering 15 (1) the percentage of grievance arbitrations won; 16 (2) the number of complaints from state employees received by the State 17 Commission for Human Rights; 18 (3) the down time in the availability of Workplace Alaska; 19 (4) the average length of time taken to settle disputed classification actions. 20 * Sec. 9. Admin - Division of Finance. (a) The mission of the Division of Finance is 21 to provide accountability of the state's financial resources. 22 (b) The legislature intends to measure the success of the division in achieving its 23 mission by considering 24 (1) the amount of penalty pay for the state's central payroll; 25 (2) the number of audit exceptions; 26 (3) the date the Comprehensive Annual Financial Report is completed; 27 (4) the down time for the Alaska Statewide Accounting System and the Alaska 28 Statewide Payroll System. 29 * Sec. 10. Admin - Division of General Services. (a) The mission of the Division of 30 General Services is to provide centralized support services. 31 (b) The legislature intends to measure the success of the division in achieving its

01 mission by considering 02 (1) the number of violations of procurement codes; 03 (2) the cost per square foot of leased space; 04 (3) the money saved through the use of master contracts; 05 (4) the length of time taken to procure leased space. 06 * Sec. 11. Admin - Division of Longevity Programs. (a) The mission of the Division 07 of Longevity Programs is to issue longevity bonus payments to eligible individuals and 08 manage the Alaska Pioneers' Homes. 09 (b) The legislature intends to measure the success of the division in achieving its 10 mission by considering 11 (1) the number of vacancies in the Alaska Pioneers' Homes; 12 (2) the number of incidents in Alaska Pioneers' Homes resulting in resident 13 injury as compared to the national average for similar facilities; 14 (3) the medication error rate in Alaska Pioneers' Homes as compared to the 15 national average for similar facilities; 16 (4) the percentage of longevity bonus payments issued as scheduled. 17 * Sec. 12. Admin - Division of Retirement and Benefits. (a) The mission of the 18 Division of Retirement and Benefits is to assure benefits for public employees and retirees. 19 (b) The legislature intends to measure the success of the division in achieving its 20 mission by considering 21 (1) the length of time taken to process appointments to retirement; 22 (2) the number of health insurance reimbursement complaints; 23 (3) the average length of time taken to process health care claims. 24 * Sec. 13. Admin - Division of Risk Management. (a) The mission of the Division of 25 Risk Management is to manage the state's financial exposure due to loss. 26 (b) The legislature intends to measure the success of the division in achieving its 27 mission by considering 28 (1) the average cost of workers' compensation claims; 29 (2) the number of recurring claims; 30 (3) the amount paid for insurance compared to the value of property covered. 31 * Sec. 14. Admin - Division of Senior Services. (a) The mission of the Division of

01 Senior Services is to maximize the independence of older Alaskans. 02 (b) The legislature intends to measure the success of the division in achieving its 03 mission by considering 04 (1) the total number of licensed assisted living homes; 05 (2) the average length of time taken to investigate complaints received about 06 assisted living homes; 07 (3) the average length of time taken to respond to reports of harm to vulnerable 08 adults; 09 (4) the average length of time taken to qualify for Project Choice or the Adults 10 with Physical Disabilities waiver; 11 (5) the percentage of Alaskans with Alzheimer's disease and related disorders 12 who are served through home-based and community-based programs. 13 * Sec. 15. Admin - Division of Motor Vehicles. (a) The mission of the Division of 14 Motor Vehicles is to ensure driver qualification and to record vehicle ownership. 15 (b) The legislature intends to measure the success of the division in achieving its 16 mission by considering 17 (1) the number of complaints compared to the number of transactions; 18 (2) the average waiting time before a person receives service; 19 (3) the number of license revocations of uninsured drivers compared to the 20 total number of vehicles registered; 21 (4) the average cost of each transaction; 22 (5) the percentage of transactions by private partners. 23 * Sec. 16. Admin - Office of Public Advocacy. (a) The mission of the Office of Public 24 Advocacy is to provide legal representation to and serve as guardians for vulnerable Alaskans. 25 (b) The legislature intends to measure the success of the office in achieving its 26 mission by considering 27 (1) the number of children provided permanent placement; 28 (2) the number of cases successfully completed within the Alaska Court 29 System time standards; 30 (3) the number of pleadings for which extensions are requested as compared 31 to the total number filed.

01 * Sec. 17. Admin - Public Defender Agency. The mission of the Public Defender 02 Agency is to provide constitutionally mandated legal representation to indigent clients. 03 (b) The legislature intends to measure the success of the agency in achieving its 04 mission by considering 05 (1) the number of defense cases successfully completed within the Alaska 06 Court System time standards; 07 (2) the number of pleadings for which extensions are requested as compared 08 to the total number filed; 09 (3) the number of requests for continuance of hearings or trials filed by the 10 agency. 11 * Sec. 18. Admin - Office of Tax Appeals. (a) The mission of the Office of Tax 12 Appeals is to offer independent adjudication for tax and administrative appeals. 13 (b) The legislature intends to measure the success of the office in achieving its 14 mission by considering 15 (1) the average cost for each appeal; 16 (2) the average time for each appeal. 17 * Sec. 19. Admin - Alaska Public Offices Commission. (a) The mission of the Alaska 18 Public Offices Commission is to ensure the accountability to the public of candidates and 19 public officials in accordance with the Alaska Statutes. 20 (b) The legislature intends to measure the success of the commission in achieving its 21 mission by considering 22 (1) the average length of time taken for complaint resolution; 23 (2) the rate of compliance by candidates and public officials; 24 (3) the average length of time taken to disseminate reports. 25 * Sec. 20. Admin - Oil and Gas Conservation Commission. (a) The mission of the Oil 26 and Gas Conservation Commission is to protect the public interest in oil and gas resources. 27 (b) The legislature intends to measure the success of the commission in achieving its 28 mission by considering 29 (1) the average time the commission takes to process permits; 30 (2) the number of well site inspections; 31 (3) the number of independent reservoir evaluations.

01 Article 2. Department of Community and Economic Development. 02 * Sec. 21. Department of Community and Economic Development. The mission of the 03 Department of Community and Economic Development is to promote independent 04 communities and economic development in Alaska. 05 * Sec. 22. DCED - Office of the Commissioner. (a) The mission of the Office of the 06 Commissioner is to effectively manage the department and to serve as a liaison between the 07 department and private, governmental, and other institutions and agencies. 08 (b) The legislature intends to measure the success of the office in achieving its 09 mission by considering 10 (1) the percentage of divisions that meet assigned performance measures; 11 (2) the reduction in per unit cost in the departmental divisions. 12 * Sec. 23. DCED - Division of Administrative Services. (a) The mission of the Division 13 of Administrative Services is to provide support services to departmental programs. 14 (b) The legislature intends to measure the success of the division in achieving its 15 mission by considering the number of 16 (1) late penalties for payroll or vendor payments; 17 (2) audit exceptions; 18 (3) procurement protests; 19 (4) union employees in the department who file grievances compared to other 20 departments; 21 (5) grievances advanced to and sustained in arbitration; 22 (6) contested classification actions. 23 * Sec. 24. DCED - Division of Banking, Securities, and Corporations. (a) The mission 24 of the Division of Banking, Securities, and Corporations is to 25 (1) maintain a stable financial network in the state for the safe conduct of 26 financial services; 27 (2) protect securities investors; 28 (3) protect shareholders in corporations; 29 (4) provide in-state and out-of-state businesses with a legal structure enabling 30 them to transact commerce in the state. 31 (b) The legislature intends to measure the success of the division in achieving its

01 mission by considering 02 (1) the number of members of the public who use forms provided by the 03 division over the Internet for filing complaints and requests for exemptions; 04 (2) the number of uncollected fines that have not been converted to court 05 judgment; 06 (3) the time taken to respond to and resolve complaints. 07 * Sec. 25. DCED - Division of Insurance. (a) The mission of the Division of Insurance 08 is to protect and serve the state by regulating all aspects of insurance in Alaska. 09 (b) The legislature intends to measure the success of the division in achieving its 10 mission by considering 11 (1) the average time taken to respond to consumer complaints; 12 (2) the average number of days required to process applications and issue 13 licenses and renewals; 14 (3) the number of insurance-related civil and criminal investigations completed. 15 * Sec. 26. DCED - Division of Investments. (a) The mission of the Division of 16 Investments is to 17 (1) promote economic development through direct state lending within those 18 industries that are not adequately served by the private sector; 19 (2) provide interagency and interdepartmental loan servicing of other loan 20 portfolios. 21 (b) The legislature intends to measure the success of the division in achieving its 22 mission by considering 23 (1) the number of new or retained jobs in the state per $10,000 loaned from 24 the Small Business Economic Development Revolving Loan Fund; 25 (2) whether the division maintains the proportion of commercial fishing permits 26 held by Alaskans at 75 percent or higher through the Commercial Fishing Revolving Loan 27 Fund; 28 (3) whether the division provides hatchery-reared salmon to Alaska commercial 29 fisheries at a harvest value of $40,000,000 or more per year through the Fisheries 30 Enhancement Revolving Loan Fund. 31 * Sec. 27. DCED - Division of International Trade and Market Development. (a) The

01 mission of the Division of International Trade and Market Development is to increase 02 international trade and investment in Alaska. 03 (b) The legislature intends to measure the success of the division in achieving its 04 mission by considering 05 (1) the number of trade leads in international trade and development; 06 (2) the number of Alaska firms that export services and products; 07 (3) the dollar value of exports from the state. 08 * Sec. 28. DCED - Alaska Aerospace Development Corporation. (a) The mission of 09 the Alaska Aerospace Development Corporation is to promote aerospace-related economic 10 growth and to develop corresponding technologies and support services. 11 (b) The legislature intends to measure the success of the corporation in achieving its 12 mission by considering 13 (1) the excess earnings (or dividend) per launch; 14 (2) the new permanent jobs created; 15 (3) the number of launches per year; 16 (4) the new space-related technologies brought to the state; 17 (5) the economic impact of launch activities expressed in dollars. 18 * Sec. 29. DCED - Alaska Seafood Marketing Institute. (a) The mission of the Alaska 19 Seafood Marketing Institute is to increase worldwide consumption of Alaska seafood. 20 (b) The legislature intends to measure the success of the division in achieving its 21 mission by considering the increase in 22 (1) the development of new markets; 23 (2) pounds of seafood sold. 24 * Sec. 30. DCED - Alaska Science and Technology Foundation. (a) The mission of the 25 Alaska Science and Technology Foundation (ASTF) is to support the development and 26 application of science and technology. 27 (b) The legislature intends to measure the success of the foundation in achieving its 28 mission by considering 29 (1) the number of new jobs from technology projects; 30 (2) the new revenue from technology projects; 31 (3) the percentage of technology project grantees in business because of ASTF

01 grants; 02 (4) the increase in student achievement and interest in math and science as a 03 result of ASTF teacher grants. 04 * Sec. 31. DCED - Alaska Industrial Development and Export Authority. (a) The 05 mission of the Alaska Industrial Development and Export Authority is to create jobs through 06 economic development and diversification. 07 (b) The legislature intends to measure the success of the authority in achieving its 08 mission by considering 09 (1) the number of permanent jobs created; 10 (2) the loan delinquency rate; 11 (3) the earnings of the authority available to the state as a dividend. 12 * Sec. 32. DCED - Alaska Energy Authority. (a) The mission of the Alaska Energy 13 Authority is to tap Alaska's natural resources and new technology to achieve the lowest 14 reasonable consumer power costs. 15 (b) The legislature intends to measure the success of the authority in achieving its 16 mission by considering 17 (1) the number of unscheduled outages of hydroelectric projects owned by the 18 authority; 19 (2) the number of four dam pool project repairs and upgrades completed on 20 time and within budget; 21 (3) the amount of revenue created by projects owned by the authority. 22 * Sec. 33. DCED - Regulatory Commission of Alaska. (a) The mission of the 23 Regulatory Commission of Alaska is to regulate public utilities and pipelines in Alaska. 24 (b) The legislature intends to measure the success of the commission in achieving its 25 mission by considering the time required to issue public notice, provide an initial analysis, and 26 render the initial commission determination concerning 27 (1) utility and pipeline filings; 28 (2) competitive offerings. 29 * Sec. 34. DCED - Rural Energy Programs. (a) The mission of rural energy programs 30 is to lower the cost and increase the reliability of rural utility systems. 31 (b) The legislature intends to measure the success of the rural energy programs by

01 considering 02 (1) the number of bulk fuel storage and power generation projects on rural 03 energy group priority lists compared to the number completed; 04 (2) the average power cost for households receiving power cost equalization 05 compared to average statewide costs; 06 (3) the efficiencies created by using economies of scale in upgrades in similar 07 systems. 08 * Sec. 35. DCED - Municipal Revenue Sharing. The mission of the department with 09 respect to municipal revenue sharing is to provide for the basic needs of citizens by providing 10 pass-through funds to citizens through their local governments. 11 * Sec. 36. DCED - Division of Community and Business Development. (a) The 12 mission of the Division of Community Assistance and Business Development is to promote 13 independent local governments and job growth. 14 (b) The legislature intends to measure the success of the division in achieving its 15 mission by considering 16 (1) the number of communities successfully managing new sewer and water 17 systems; 18 (2) the number of Alaskans employed year-round in the visitor industry; 19 (3) the number of CDQ-related (community development quota related) jobs 20 in Western Alaska; 21 (4) the number of communities that are insolvent; 22 (5) how much, expressed as a percentage, local governments rely on revenue 23 sharing in their general operating budgets. 24 * Sec. 37. DCED - Division of Occupational Licensing. (a) The mission of the Division 25 of Occupational Licensing is to ensure that competent professional and commercial services 26 are available to Alaska consumers. 27 (b) The legislature intends to measure the success of the division in achieving its 28 mission by considering 29 (1) the time taken for investigation of licensing law complaints; 30 (2) whether the division increases the number of opportunities to take 31 occupational licensing examinations by at least 25 percent in the fiscal year ending June 30,

01 2001; 02 (3) whether the division converts the business license classification system to 03 a new, more detailed classification system in the fiscal year ending June 30, 2001. 04 Article 3. Department of Corrections. 05 * Sec. 38. Department of Corrections. The mission of the Department of Corrections is 06 to protect the public by confining, supervising, and rehabilitating offenders under the custody 07 of the department. 08 * Sec. 39. DCorrections - Office of the Commissioner. (a) The mission of the Office 09 of the Commissioner is to provide support and direction to divisions within the department. 10 (b) The legislature intends to measure the success of the office in achieving its 11 mission by considering 12 (1) the percentage of divisions that meet assigned performance measures; 13 (2) the percentage of intakes that have been in the Alaska correctional system 14 before; 15 (3) the number of days in which the department's facilities are filled at greater 16 than their emergency capacity. 17 * Sec. 40. DCorrections - Parole Board. The mission of the Parole Board is to 18 administer the release of eligible correctional inmates while providing for public safety and 19 for the successful integration of parolees into the community. 20 * Sec. 41. DCorrections - Division of Administrative Services. (a) The mission of the 21 Division of Administrative Services is to provide support services to departmental programs. 22 (b) The legislature intends to measure the success of the division in achieving its 23 mission by considering 24 (1) the cost of the division compared to personnel costs for the department; 25 (2) the number of late penalties incurred for payroll or vendor payments; 26 (3) the number of audit exceptions. 27 * Sec. 42. DCorrections - Alaska Correctional Industries. (a) The mission of the 28 Alaska Correctional Industries is to assist in the rehabilitation of inmates by providing 29 marketable work skills. 30 (b) The legislature intends to measure the success of the Alaska Correctional 31 Industries in achieving its mission by considering the percentage of

01 (1) program participants who receive jobs after release; 02 (2) sentenced inmates who participate in Alaska Correctional Industries. 03 * Sec. 43. DCorrections - Division of Institutions. The mission of the Division of 04 Institutions is to ensure that the institutions are maintaining an environment for staff and 05 prisoners that promotes positive change and at the same time fulfills the statutory obligation 06 of protecting the public. 07 * Sec. 44. DCorrections - Division of Institutions, Inmate Programs. (a) The mission 08 of inmate programs is to provide opportunities for positive change and to rehabilitate inmates. 09 (b) The legislature intends to measure the success of the inmate programs section in 10 achieving its mission by considering 11 (1) the number of inmates who complete programs successfully; 12 (2) the number of re-admits who completed their programs during previous 13 incarcerations with the department; 14 (3) the percentage of felony inmates who do not have high school diplomas 15 or GEDs who receive their GEDs during their incarceration with the department. 16 * Sec. 45. DCorrections - Division of Institutions, Inmate Health Care. (a) The 17 mission of inmate health care is to provide essential health care for offenders under the 18 custody of the department. 19 (b) The legislature intends to measure the success of the inmate health care section 20 in achieving its mission by considering 21 (1) the average medical cost per inmate; 22 (2) the number of inmates using outside services when compared to the total 23 number of inmates. 24 * Sec. 46. DCorrections - Division of Institutions, Electronic Monitoring. (a) The 25 mission of electronic monitoring is to monitor offenders in the community. 26 (b) The legislature intends to measure the success of the electronic monitoring section 27 in achieving its mission by considering 28 (1) the total cost of the program compared to the number of participants; 29 (2) the number of participants failing the program compared to the total 30 number of participants. 31 * Sec. 47. DCorrections - Division of Community Corrections. The mission of the

01 Division of Community Corrections is to 02 (1) develop and maintain public safety through supervision standards in 03 conjunction with the regional chief probation officers; and 04 (2) provide for public safety through supervision of adult felons who are placed 05 in the division's jurisdiction. 06 Article 4. Department of Education and Early Development. 07 * Sec. 48. Department of Education and Early Development. The mission of the 08 Department of Education and Early Development is to support the development of lifelong 09 learners. 10 * Sec. 49. DOEED - Office of the Commissioner. (a) The mission of the Office of the 11 Commissioner is to provide support and policy direction to the divisions within the 12 department. 13 (b) The legislature intends to measure the success of the office in achieving its 14 mission by considering 15 (1) the percentage of divisions that meet assigned performance measures; 16 (2) the reduction in per unit cost in divisions; and 17 (3) the change in the average score of uniformly administered benchmark tests 18 in grades 3, 6, and 8 per expenditure for K-12 support and teaching and learning support. 19 * Sec. 50. DOEED - Division of Education Support Services. (a) The mission of the 20 Division of Education Support Services is to provide support services to departmental 21 programs and the operation of public schools. 22 (b) The legislature intends to measure the success of the division in achieving its 23 mission by considering 24 (1) the number of late penalties for payroll or vendor payments; 25 (2) the cost of administrative services personnel compared to the total 26 personnel costs for the department; 27 (3) the number of department decisions on the annual school construction and 28 major maintenance lists upheld by the State Board of Education and Early Development 29 compared to the number of appeals; 30 (4) the number of school districts meeting the minimum expenditure for 31 instruction.

01 * Sec. 51. DOEED - Division of Teaching and Learning Support. (a) The mission of 02 the Division of Teaching and Learning Support is to improve student performance. 03 (b) The legislature intends to measure the success of the division in achieving its 04 mission by considering 05 (1) the percentage of students who meet the proficiency level in benchmark 06 assessments in grades 3, 6, and 8; 07 (2) the percentage of students performing above the national average on state- 08 adopted norm-referenced tests; 09 (3) the percentage of students who pass the state high school graduation 10 qualifying exam; and 11 (4) the cost per student in meeting the measures in (1) - (3) of this subsection. 12 * Sec. 52. DOEED - Division of Libraries, Archives, and Museums. (a) The mission 13 of the Division of Libraries, Archives, and Museums is to provide access to information and 14 to preserve the history of the state. 15 (b) The legislature intends to measure the success of the division in achieving its 16 mission for libraries by considering 17 (1) the number of contacts with the public per dollar appropriated for library 18 operations; 19 (2) the number of items catalogued per dollar appropriated for library services; 20 (3) the percentage of Alaskans who have access to the Internet; and 21 (4) the time taken for response to distance requests. 22 (c) The legislature intends to measure the success of the division in achieving its 23 mission for archives by considering 24 (1) the average time taken from the division's receipt of records and archives 25 to the time that they are made available to the public; 26 (2) the percentage of records retained that have no long-term value; and 27 (3) the percentage of record schedules that are current. 28 (d) The legislature intends to measure the success of the division in achieving its 29 mission for museums by considering 30 (1) the percentage of the collection that is available to Alaskans; 31 (2) the ratio of visitors to employees;

01 (3) the number of items added to the collection; 02 (4) the percentage of items offered to the museum that are accepted for 03 museum use; 04 (5) the percentage growth in the collection; and 05 (6) the state cost per traveling exhibit. 06 * Sec. 53. DOEED - Alyeska Central School. (a) The mission of Alyeska Central 07 School is to provide an educational program for state students through distance delivery. 08 (b) The legislature intends to measure the success of the school in achieving its 09 mission by considering 10 (1) the percentage of students who meet the proficiency level in benchmark 11 assessments in grades 3, 6, and 8; 12 (2) the percentage of students performing above the national average on the 13 state-adopted norm-referenced tests; 14 (3) the percentage of students enrolled in Alyeska Central School who pass the 15 state high school graduation qualifying exam; and 16 (4) the cost per full-time equivalent student. 17 * Sec. 54. DOEED - Mt. Edgecumbe High School. (a) The mission of Mt. Edgecumbe 18 High School is to provide a residential high school with options not otherwise available to the 19 student. 20 (b) The legislature intends to measure the success of the school in achieving its 21 mission by considering 22 (1) the percentage of applicants who are admitted to the school; 23 (2) the percentage of students enrolled at the school who pass the state high 24 school qualifying exam; 25 (3) the cost per student passing the high school qualifying exam; 26 (4) the average duration of an individual student's enrollment at the school; 27 (5) the percentage of graduates who enroll in a postsecondary education 28 institution or program; and 29 (6) the cost per student compared to the cost per student who is educated in 30 a regional educational attendance area. 31 * Sec. 55. DOEED - Alaska Vocational Technical Center. (a) The mission of the

01 Alaska Vocational Technical Center is to provide market-driven vocational and technical 02 training to state residents. 03 (b) The legislature intends to measure the success of the center in achieving its 04 mission by considering 05 (1) the percentage of graduates who are employed in their areas of training; 06 (2) the wage increase for graduates; 07 (3) the percentage of students who complete long-term training programs; 08 (4) the percentage of students living in student housing compared to student- 09 housing capacity; and 10 (5) for each long-term program, the number of students enrolled in the program 11 compared to the number applying to the program. 12 * Sec. 56. DOEED - Alaska State Council on the Arts. The mission of the Alaska State 13 Council on the Arts is to encourage lifelong participation in the state's artistic diversity. 14 * Sec. 57. DOEED - Alaska Commission on Postsecondary Education. (a) The mission 15 of the Alaska Commission on Postsecondary Education is to 16 (1) provide postsecondary educational financial assistance to Alaskans; 17 (2) authorize the operation of postsecondary institutions in the state. 18 (b) The legislature intends to measure the success of the commission in achieving its 19 mission by considering 20 (1) the completion and placement rate of students attending Alaska institutions 21 that offer job-specific training programs; 22 (2) the percentage of loans issued by the commission that are in default; and 23 (3) the defaulted loan recovery rate. 24 * Sec. 58. DOEED - WWAMI. (a) The mission of the Alaska Commission on 25 Postsecondary Education in administering the WWAMI program is to improve the general 26 health of state residents. 27 (b) The legislature intends to measure the success of the WWAMI program by 28 considering 29 (1) the number of Alaska communities with access to medical services 30 associated with WWAMI/UW; 31 (2) the percentage of WWAMI participants who return to the state to practice

01 medicine; 02 (3) the number of patient visits provided to Alaskans through programs and 03 physicians associated with the University of Washington School of Medicine WWAMI 04 program; 05 (4) the number of health-related programs developed in the state that are 06 associated with WWAMI/UW; and 07 (5) the number of research projects in or about the state associated with the 08 University of Washington School of Medicine WWAMI program. 09 * Sec. 59. DOEED - Division of Early Development. (a) The mission of the Division 10 of Early Development is to provide early child care and education programs. 11 (b) The legislature intends to measure the success of the division by considering 12 (1) the number of children served in licensed child care facilities; 13 (2) the number of eligible children served in a Head Start program; 14 (3) the number of staff in child care facilities who have received at least 15 15 hours of training in the current fiscal year; 16 (4) the number of children who receive federally funded meals. 17 Article 5. Department of Environmental Conservation. 18 * Sec. 60. Department of Environmental Conservation. The mission of the Department 19 of Environmental Conservation is to protect human health and the environment. 20 * Sec. 61. DEC - Office of the Commissioner. (a) The mission of the Office of the 21 Commissioner is to provide support and policy direction to the divisions in the department. 22 (b) The legislature intends to measure the success of the office in achieving its 23 mission by considering 24 (1) the percentage of divisions that meet assigned performance measures; 25 (2) the percentage of permittees in compliance with state law or regulation; 26 (3) the number of critical violations in inspected public or private facilities that 27 significantly affect the health or safety of the public; 28 (4) the average time taken to adjudicate decisions in permit disputes. 29 * Sec. 62. DEC - Division of Administrative Services. (a) The mission of the Division 30 of Administrative Services is to provide support services to departmental programs. 31 (b) The legislature intends to measure the success of the division in achieving its

01 mission by considering 02 (1) the percentage of employee complaints and grievances filed and resolved 03 at the departmental level as compared to all other departments; 04 (2) the percentage of employee grievances overturned by hearing officers as 05 compared to all other departments; 06 (3) the percentage of indirect costs collected for the commissioner and the 07 administrative services division and for shared overhead costs; 08 (4) the percentage of penalties for total payroll or vendor payments per year; 09 (5) the number of audit exceptions resolved. 10 * Sec. 63. DEC - Division of Spill Prevention and Response. (a) The mission of the 11 Division of Spill Prevention and Response is to reduce unlawful oil and hazardous substance 12 contamination in the environment. 13 (b) The legislature intends to measure the success of the division in achieving its 14 mission by considering 15 (1) the number of oil spills greater than one gallon per year compared to the 16 number of spills requiring a response; 17 (2) the number of hazardous substance spills compared to the number of 18 hazardous substance spills requiring response; 19 (3) the time the division takes from receiving a report of a spill to the 20 determination of "no further action"; 21 (4) the state cleanup costs per spill per year; 22 (5) the state cleanup costs per contaminated site per year; 23 (6) the average environmental hazard per contaminated site; 24 (7) the number of underground storage tank owners issued "no further action" 25 letters during the year. 26 * Sec. 64. DEC - Division of Air and Water Quality. (a) The mission of the Division 27 of Air and Water Quality is to protect air and water quality. 28 (b) The legislature intends to measure the success of the division in achieving its 29 mission by considering 30 (1) the cost per permit issued; 31 (2) whether the carbon monoxide levels in Fairbanks and Anchorage meet

01 health standards; 02 (3) the average time taken from receipt of a permit application to approval; 03 (4) the average time taken from receipt of a permittee complaint to resolution 04 of the complaint; 05 (5) the percentage of facilities inspected according to risk-based inspection 06 frequency; 07 (6) the number of activities covered by fast-track general permits as compared 08 to the total number of permits. 09 * Sec. 65. DEC - Division of Environmental Health. (a) The mission of the Division 10 of Environmental Health is to protect consumers from food- and water-borne illness. 11 (b) The legislature intends to measure the success of the division in achieving its 12 mission by considering 13 (1) the cost per permit issued; 14 (2) the number of "boil water" notices issued, the population affected, and the 15 duration for the year; 16 (3) the percentage of sanitary surveys that result in significant compliance 17 violations; 18 (4) the percentage of landfills with a permit or an alternative to a permit; 19 (5) the percentage of landfills with an inspection score of 80 or higher; 20 (6) the number of critical violations affecting food safety; 21 (7) the percentage of facilities inspected according to risk-based inspection 22 frequency. 23 * Sec. 66. DEC - Division of Facility Construction and Operation. (a) The mission 24 of the Division of Facility Construction and Operation is to assist communities in improving 25 sanitation conditions. 26 (b) The legislature intends to measure the success of the division in achieving its 27 mission by considering 28 (1) the agency operating costs per sanitation project; 29 (2) the number and cost of sanitation projects per division engineer; 30 (3) the cost per household served; 31 (4) the percentage of households with improved sanitation systems;

01 (5) the actual life cycle cost compared to the design life cycle cost per year. 02 * Sec. 67. DEC - Division of Statewide Public Service. (a) The mission of the Division 03 of Statewide Public Service is to improve compliance by communities and businesses. 04 (b) The legislature intends to measure the success of the division in achieving its 05 mission by considering 06 (1) the percentage change in compliance; 07 (2) the costs for environmental compliance per facility; 08 (3) the average cost per contact for assistance; 09 (4) the percentage of contacts that result in compliance; 10 (5) the percentage of completed environmental assessments in communities; 11 (6) the percentage of department contacts that result in a favorable experience. 12 Article 6. Department of Fish and Game. 13 * Sec. 68. Department of Fish and Game. The mission of the Department of Fish and 14 Game is to protect, maintain, and improve the fish, game, and aquatic plant resources of the 15 state, and manage their use and development in the best interest of the economy and the well- 16 being of the people of the state, consistent with the sustained yield principle. 17 * Sec. 69. DF&G - Office of the Commissioner and Division of Administrative 18 Services. (a) The missions of the Office of the Commissioner and the Division of 19 Administrative Services are to provide support and policy directions to departmental programs. 20 (b) The legislature intends to measure the success of the office and the division in 21 achieving their missions by considering 22 (1) the number and percentage of divisions that meet assigned performance 23 measures; 24 (2) the total number of vendor payments made within 30 days or less compared 25 to the total number of vendor payments; 26 (3) the number and percentage of fish and game licenses sold through an 27 automated process; 28 (4) the number of issues that the Boards of Fisheries and Game must consider 29 out of cycle. 30 * Sec. 70. DF&G - Division of Commercial Fisheries. (a) The mission of the Division 31 of Commercial Fisheries is to manage, protect, rehabilitate, enhance, and develop fisheries and

01 aquatic plant resources in the interest of the economy, consistent with the sustained yield 02 principle and subject to allocations through public regulatory processes. 03 (b) The legislature intends to measure the success of the division in achieving its 04 mission by considering 05 (1) the number of escapement objectives met compared to the total number of 06 objectives set per region; 07 (2) the number of allocation objectives met compared to the total number of 08 objectives set per region. 09 * Sec. 71. DF&G - Commercial Fisheries Entry Commission. (a) The mission of the 10 Commercial Fisheries Entry Commission is to limit entry into commercial fisheries for 11 purposes of resource conservation and to prevent economic distress among fishermen and 12 those dependent on them for a livelihood. 13 (b) The legislature intends to measure the success of the commission in achieving its 14 mission by considering whether 15 (1) the commission processes all vessel licenses, permit renewals, and requests 16 for duplicates within three days of receipt in order to minimize lost fishing time; 17 (2) the commission processes all emergency transfer requests within four days 18 of receipt in order to minimize lost fishing time; 19 (3) the commission processes all permanent transfer requests within five days 20 of receipt in order to minimize lost fishing time; 21 (4) by June 30, 2001, the commission provides fishers with the option to pay 22 fees and licenses by credit card; 23 (5) the commission maintains the number of hearing officer and paralegal 24 decisions issued during the year at 100 or more; 25 (6) the commission maintains the number of final decisions issued by the 26 commission during the year at 100 or more; 27 (7) by June 30, 2001, the commission maintains or decreases the net number 28 of cases pending before hearing officers and the commissioners from the number that are 29 pending on July 1, 2000; 30 (8) the commission maintains at 20 percent or less the number of appeals from 31 final decisions of the commission that are filed with the superior court during the year.

01 * Sec. 72. DF&G - Division of Habitat and Restoration. (a) The mission of the 02 Division of Habitat and Restoration is to protect, maintain, enhance, and restore habitat for 03 fish and wildlife consistent with sound conservation and sustained yield principles. 04 (b) The legislature intends to measure the success of the division in achieving its 05 mission by considering whether at least 06 (1) 95 percent of the Title 16 (anadromous waters) applications are approved 07 or modified to protect, minimize, or mitigate habitat damage within an average of 20 days 08 after receipt; 09 (2) 80 percent of the land use plans reviewed result in consensus on habitat- 10 related issues; 11 (3) 95 percent of the project reviews for industrial development, road 12 construction, and timber harvest are completed within an average of 25 days or less or within 13 the scheduled time frame for complex projects; 14 (4) 100 percent of the third party contracted restoration projects are completed 15 by the end of the contract period. 16 * Sec. 73. DF&G - Division of Subsistence. (a) The mission of the Division of 17 Subsistence is to 18 (1) gather, quantify, evaluate, and report data about uses, users, and methods 19 of subsistence hunting and fishing; and 20 (2) make recommendations on the impacts of federal and state laws and 21 regulations on subsistence uses and users. 22 (b) The legislature intends to measure the success of the division in achieving its 23 mission by considering the percentage of 24 (1) Alaska communities in each region for which fisheries harvest data are 25 collected and reported; 26 (2) Alaska communities in each region for which wildlife harvest data are 27 collected and reported; 28 (3) subsistence proposals at meetings of the Board of Fisheries and the Board 29 of Game for which subsistence data are assessed and recommendations are made; 30 (4) proposed statutory and regulatory changes by federal and other state entities 31 for which subsistence data are assessed and recommendations are made.

01 * Sec. 74. DF&G - Division of Sport Fish. (a) The mission of the Division of Sport Fish 02 is to protect and improve the state's recreational fisheries resources. 03 (b) The legislature intends to measure the success of the division in achieving its 04 mission by considering, for river systems that support a sport harvest of 100 or more king 05 salmon, the number and percentage 06 (1) for which an escapement goal is established; 07 (2) for which enumeration occurs annually; 08 (3) of escapement objectives achieved annually. 09 * Sec. 75. DF&G - Division of Wildlife Conservation. (a) The mission of the Division 10 of Wildlife Conservation is to conserve and enhance Alaska's wildlife and to provide for a 11 wide range of uses for people. 12 (b) The legislature intends to measure the success of the division in achieving its 13 mission by considering 14 (1) the number of big game surveys completed for populations identified by 15 the Board of Game as important for providing high levels of human consumptive use; 16 (2) the number of hunting and trapping licenses sold and the total revenue 17 generated; 18 (3) the number of drawing permits applied for each year and the total number 19 of drawing permits issued; 20 (4) the total number of visitors visiting the state's wildlife viewing areas at 21 Pack Creek, McNeil River, Potter's Marsh, and Creamer's Field. 22 Article 7. Department of Health and Social Services. 23 * Sec. 76. Department of Health and Social Services. The mission of the Department 24 of Health and Social Services is to promote and protect the health and well-being of Alaskans. 25 * Sec. 77. DHSS - Office of the Commissioner. (a) The mission of the Office of the 26 Commissioner is to provide support and policy direction to the divisions within the 27 department. 28 (b) The legislature intends to measure the success of the office in achieving its 29 mission by considering the percentage of divisions within the department that meet assigned 30 performance measures. 31 * Sec. 78. DHSS - Division of Administrative Services. (a) The mission of the Division

01 of Administrative Services is to provide quality administrative services that support the 02 department's programs. 03 (b) The legislature intends to measure the success of the division in achieving its 04 mission by considering 05 (1) the cost of administrative services personnel as compared to the cost of the 06 entire department's personnel; 07 (2) the percentage of grievances and complaints resolved without resort to 08 arbitration; 09 (3) the average number of days taken for vendor payments; 10 (4) the percentage of audit exceptions that are resolved. 11 * Sec. 79. DHSS - Division of Public Assistance. (a) The mission of the Division of 12 Public Assistance is to promote self-sufficiency and provide basic living expenses to Alaskans 13 in need. 14 (b) The legislature intends to measure the success of the division in achieving its 15 mission by considering 16 (1) the percentage of the Alaska temporary assistance program (ATAP) 17 (AS 47.27) families meeting federal work participation rates; 18 (2) the rate of job retention among adults receiving temporary assistance; 19 (3) the percentage of ATAP adults who have left assistance because they 20 become employed who are receiving day care assistance; 21 (4) the percentage of adults receiving temporary assistance who have earned 22 income; 23 (5) the rate of payment accuracy for ATAP payments and food stamps. 24 * Sec. 80. DHSS - Division of Public Health. (a) The mission of the Division of Public 25 Health is to preserve and promote the state's public health. 26 (b) The legislature intends to measure the success of the division in achieving its 27 mission by considering 28 (1) the percentage of children in the state who are fully immunized; 29 (2) the percentage of families who are qualified for the services of the infant 30 learning program who are enrolled in the program; 31 (3) the rate of tuberculosis cases by race;

01 (4) the rate of child hospitalizations and fatalities related to injury. 02 * Sec. 81. DHSS - Division of Alcoholism and Drug Abuse. (a) The mission of the 03 Division of Alcoholism and Drug Abuse is to reduce alcoholism and substance abuse. 04 (b) The legislature intends to measure the success of the division in achieving its 05 mission by considering 06 (1) the rate of binge or chronic drinking; 07 (2) the number of new and repeat convictions for driving while intoxicated; 08 (3) the number of infants and children exposed to fetal alcohol syndrome; 09 (4) the number of new admissions as a percentage of the total admissions to 10 treatment programs for alcohol and drug abuse. 11 * Sec. 82. DHSS - Division of Medical Assistance. (a) The mission of the Division of 12 Medical Assistance is to maintain access to health care and to provide health coverage for 13 Alaskans in need. 14 (b) The legislature intends to measure the success of the division in achieving its 15 mission by considering 16 (1) the average time the division takes from receiving a claim to paying it; 17 (2) the number of errors per claim processed categorized by the type of 18 provider; 19 (3) the percentage of total funds that are used to pay claims compared to the 20 percentage used for administration of the division; 21 (4) the percentage of providers who are participating in the medical assistance 22 program. 23 * Sec. 83. DHSS - Division of Family and Youth Services. (a) The mission of the 24 Division of Family and Youth Services is to protect children who are abused and neglected 25 or at risk of abuse and neglect. 26 (b) The legislature intends to measure the success of the division in achieving its 27 mission by considering 28 (1) the percentage of legitimate reports of harm that are investigated; 29 (2) the number of closed cases in which there is a reoccurrence of abuse or 30 neglect; 31 (3) the number of foster homes operating at greater than the licensed capacity;

01 (4) the average time a child spends in state custody, considered by category; 02 (5) the number of children substantiated as abused or neglected. 03 * Sec. 84. DHSS - Division of Juvenile Justice. (a) The mission of the Division of 04 Juvenile Justice is to protect and restore communities and victims while holding juvenile 05 offenders accountable for correcting their behavior. 06 (b) The legislature intends to measure the success of the division in achieving its 07 mission by considering 08 (1) the percentage of juvenile offenders that re-offend; 09 (2) the percentage of juvenile offenders in long-term treatment who improve 10 their grade point average during their time at the facility; 11 (3) the percentage of juvenile offender court-ordered restitution and community 12 service that is paid or performed; 13 (4) the number of escapes from juvenile justice institutions. 14 * Sec. 85. DHSS - Division of Mental Health and Developmental Disabilities. (a) The 15 mission of the Division of Mental Health and Developmental Disabilities is to improve and 16 enhance the quality of life for consumers impacted by mental disorders or developmental 17 disabilities. 18 (b) The legislature intends to measure the success of the division in achieving its 19 mission by considering 20 (1) the percentage of those consumers who seek services for developmental 21 disabilities who receive services from the division; 22 (2) the length of time that developmentally disabled consumers are on a 23 waiting list before receiving services; 24 (3) the percentage of mental health consumers receiving services who show 25 improved functioning as a result of the services; 26 (4) the percentage of the programs designated by the department that are 27 reviewed for consumer satisfaction; 28 (5) the total number of publicly funded psychiatric hospital days per 29 hospitalized person. 30 Article 8. Department of Labor and Workforce Development. 31 * Sec. 86. Department of Labor and Workforce Development. The mission of the

01 Department of Labor and Workforce Development is to promote safe and fair working 02 conditions and to advance opportunities for employment. 03 * Sec. 87. DOLWD - Office of the Commissioner. (a) The mission of the Office of 04 the Commissioner is to provide support and policy direction to divisions within the 05 department. 06 (b) The legislature intends to measure the success of the office in achieving its 07 mission by considering 08 (1) the percentage of divisions in the department that meet assigned 09 performance measures; 10 (2) the number of financial audit exceptions resolved. 11 * Sec. 88. DOLWD - Division of Administrative Services. (a) The mission of the 12 Division of Administrative Services is to provide support services to departmental programs. 13 (b) The legislature intends to measure the success of the division in achieving its 14 mission by considering 15 (1) the cost of the division compared to personnel costs for the department; 16 (2) the number of late penalties incurred for payroll or vendor payments. 17 * Sec. 89. DOLWD - Division of Vocational Rehabilitation. (a) The mission of the 18 Division of Vocational Rehabilitation is to assist individuals with disabilities to overcome 19 barriers to employment and to maintain suitable employment. 20 (b) The legislature intends to measure the success of the division in achieving its 21 mission by considering 22 (1) the percentage of clients who return for services under a new Individual 23 Plan for Employment within one year after receiving services from the division that resulted 24 in employment; 25 (2) the percentage of eligible Alaskans requesting services who are served by 26 the division; 27 (3) the increase in wages of clients who are served by the division. 28 * Sec. 90. DOLWD - Division of Employment Security. (a) The mission of the 29 Division of Employment Security is to assist in easing the negative effects that involuntary 30 unemployment has on Alaska's wage earners and society and to assist unemployed wage 31 earners to find employment.

01 (b) The legislature intends to measure the success of the division in achieving its 02 mission by considering 03 (1) the percentage of employers who place orders with the Alaska Job Centers; 04 (2) the timeliness of initial payments to unemployment insurance claimants; 05 (3) the number of individuals who enter and retain employment at least six 06 months after receiving training from the division. 07 * Sec. 91. DOLWD - Division of Workers' Compensation. (a) The mission of the 08 Division of Workers' Compensation is to ensure that injured Alaska workers receive fair 09 benefits. 10 (b) The legislature intends to measure the success of the division in achieving its 11 mission by considering 12 (1) the average time taken from a compensation hearing request until the date 13 on which the hearing is scheduled; 14 (2) the average time taken for completion of a Fishermen's Fund claim; 15 (3) the number of workplace injuries; 16 (4) the average time taken between filing a Second Injury Fund petition and 17 the issuance of a decision. 18 * Sec. 92. DOLWD - Division of Labor Standards and Safety. (a) The mission of the 19 Division of Labor Standards and Safety is to provide for the monitoring of safe and legal 20 working conditions. 21 (b) The legislature intends to measure the success of the division in achieving its 22 mission by considering 23 (1) the number of work-related injuries in high-hazard industries, including 24 seafood processing, logging, and construction; 25 (2) the number of on-site enforcement inspections; 26 (3) the number of wage claims settled and the amount collected; 27 (4) the number of boiler and pressure vessel inspections completed. 28 Article 9. Department of Law. 29 * Sec. 93. Department of Law. The mission of the Department of Law is to provide legal 30 services to state government and to prosecute crime. 31 * Sec. 94. DLaw - Office of the Attorney General. (a) The mission of the Office of the

01 Attorney General is to provide support and direction to divisions within the department, 02 allocate resources, and represent the state in civil and criminal actions. 03 (b) The legislature intends to measure the success of the office in achieving its 04 mission by considering 05 (1) the cost of legal services to each state agency; and 06 (2) whether the divisions and offices in the department meet the performance 07 measures set out in secs. 95 - 98 of this Act. 08 * Sec. 95. DLaw - Division of Administrative Services. (a) The mission of the Division 09 of Administrative Services is to provide support services to departmental programs. 10 (b) The legislature intends to measure the success of the division in achieving its 11 mission by considering 12 (1) the cost of the division compared to personnel costs for the department; 13 (2) the number of late penalties incurred for payroll or vendor payments; 14 (3) the number of audit exceptions. 15 * Sec. 96. DLaw - Civil Division. (a) The mission of the Civil Division is to protect the 16 human, financial, and natural resources of the state. 17 (b) The legislature intends to measure the success of the division in achieving its 18 mission by considering 19 (1) the monetary value of disputed oil and gas taxes received by the state, 20 whether obtained through court judgment or settlement; 21 (2) the monetary value of disputed oil and gas royalties received, whether 22 obtained through court judgment or settlement; 23 (3) the monetary value of the criminal and civil judgments collected, including 24 indigent defense costs, costs of incarceration for offenders convicted of driving while 25 intoxicated, and other fines and costs owed to the state; 26 (4) the number of new case files opened, categorized by type of case, for each 27 year for the past five years; 28 (5) the number of new cases opened relating to protecting children in the state 29 against abuse and neglect; 30 (6) the percentage of child abuse and neglect cases completed in the 31 permanency placement backlog;

01 (7) the percentage of other child abuse and neglect cases that are resolved 02 within the statutory deadline of no more than 21 months of out-of-home placement. 03 * Sec. 97. DLaw - Criminal Division. (a) The mission of the Criminal Division is to 04 prosecute criminal cases. 05 (b) The legislature intends to measure the success of the division in achieving its 06 mission by considering the number of 07 (1) violent felony prosecutions; 08 (2) felony drug case prosecutions; 09 (3) misdemeanor domestic violence assault prosecutions. 10 * Sec. 98. DLaw - Office of Special Prosecutions and Appeals. (a) The mission of the 11 Office of Special Prosecutions and Appeals is to prosecute complex cases and to uphold the 12 state's position on appeals. 13 (b) The legislature intends to measure the success of the office in achieving its 14 mission by considering 15 (1) the number of new criminal cases reviewed for prosecution; 16 (2) the number of criminal cases resolved; 17 (3) the number of new appeals and petitions opened; 18 (4) the number of appeals and petitions resolved; 19 (5) the average cost per criminal case reviewed; 20 (6) the average cost per appeal or petition opened. 21 Article 10. Department of Military and Veterans' Affairs. 22 * Sec. 99. Department of Military and Veterans' Affairs. The mission of the 23 Department of Military and Veterans' Affairs is to 24 (1) provide military forces capable of ready operations; 25 (2) provide for an organized response during emergencies and disasters; 26 (3) train at-risk juveniles; 27 (4) coordinate veterans' programs; and 28 (5) assist agencies in suppressing illegal drugs. 29 * Sec. 100. DMVA - Office of the Commissioner. (a) The mission of the Office of the 30 Commissioner is to provide support and policy direction to divisions within the department. 31 (b) The legislature intends to measure the success of the office in achieving its

01 mission by considering 02 (1) the percentage of divisions that meet assigned performance measures; 03 (2) the reductions in per unit costs in the department's divisions. 04 * Sec. 101. DMVA - Division of Administrative Services. (a) The mission of the 05 Division of Administrative Services is to support and provide support services to departmental 06 programs. 07 (b) The legislature intends to measure the success of the division in achieving its 08 mission by considering 09 (1) the cost of administrative services as compared to the total personnel costs 10 for the department; 11 (2) the number of late penalties for payroll payments and the average vendor 12 payment time; 13 (3) the number of audit exceptions. 14 * Sec. 102. DMVA - Division of Emergency Services. (a) The mission of the Division 15 of Emergency Services is to maintain a statewide, integrated emergency management system 16 to protect lives and property. 17 (b) The legislature intends to measure the success of the division in achieving its 18 mission by considering 19 (1) preparedness as measured by the "after action" reports; 20 (2) the average time to close out disasters; 21 (3) the number of persons assisted and lives saved; 22 (4) the number of updates to the State Emergency Plan. 23 * Sec. 103. DMVA - National Guard Facilities Management. (a) The mission of the 24 department with respect to National Guard facilities management is to operate safe and secure 25 facilities and areas for the National Guard. 26 (b) The legislature intends to measure the success of the department in achieving its 27 mission with respect to National Guard facilities management by considering 28 (1) the percentage reduction in accrued deferred maintenance projects; 29 (2) the number of days lost due to facility-related accidents; 30 (3) the expenditures and estimated cost savings related to energy efficiency 31 measures.

(a) The mission of the Alaska National 02 Guard is to provide a force that fulfills state and federal military missions and that is capable 03 of protecting life and property, preserving peace and order, and enhancing public safety. 04 (b) The legislature intends to measure the success of the Alaska National Guard in 05 achieving its mission by considering 06 (1) military efficiency and readiness ratings; 07 (2) the average response time for emergencies; 08 (3) the number of persons assisted; 09 (4) the amount and value of property protected. 10 * Sec. 105. DMVA - Alaska National Guard Youth Corps. (a) The mission of the 11 Alaska National Guard Youth Corps is to help at-risk youth to gain an education and learn 12 self-discipline. 13 (b) The legislature intends to measure the success of the youth corps in achieving its 14 mission by considering the percentage of 15 (1) graduates who receive their GEDs or reenter high school; 16 (2) students increasing English or math comprehension one grade level or 17 more; 18 (3) enrollees who graduate from the program; 19 (4) graduates who are working, in school, including continuing education, or 20 in training one year after graduation from the program. 21 * Sec. 106. DMVA - Office of Veterans' Affairs. (a) The mission of the Office of 22 Veterans' Affairs is to advocate for veterans' benefits for veterans and their families. 23 (b) The legislature intends to measure the success of the office in achieving its 24 mission by considering 25 (1) the number of contacts with persons seeking information about veterans' 26 benefits; 27 (2) the number of trips to assist rural veterans; 28 (3) the estimated monetary value of benefits obtained. 29 Article 11. Department of Natural Resources. 30 * Sec. 107. Department of Natural Resources. The mission of the Department of 31 Natural Resources is to provide for the utilization, development, and conservation of all

01 natural resources in the state for the maximum benefit of present and future Alaskans. 02 * Sec. 108. DNR - Office of the Commissioner. (a) The mission of the Office of the 03 Commissioner is to develop, conserve, and enhance natural resources for present and future 04 Alaskans. 05 (b) The legislature intends to measure the success of the office in achieving its 06 mission by considering 07 (1) the percentage of divisions that meet the assigned performance measures; 08 (2) whether the department maintains daily completion of the on-line 09 grantor/grantee and indexing process for all documents accepted in the recorders' offices; 10 (3) whether the department maintains a computer system that supports the 11 annual volume of land transactions at 320,000 and whether the department completes at least 12 80 percent of computer system deliveries on schedule and within budget; 13 (4) whether new private-sector jobs are created in the natural resource fields 14 of oil and gas, mining, forestry, and farming; 15 (5) the revenue generated by the development and sale of natural resources. 16 * Sec. 109. DNR - Administrative Services Group. (a) The mission of the 17 Administrative Services Group is to provide administrative services for all divisions in the 18 department. 19 (b) The legislature intends to measure the success of the group in achieving its 20 mission by considering 21 (1) the average time taken to pay vendors; 22 (2) the number of late penalties for payroll; 23 (3) the number of audit exceptions. 24 * Sec. 110. DNR - Division of Oil and Gas. (a) The mission of the Division of Oil and 25 Gas is to maximize responsible oil and gas exploration and development. 26 (b) The legislature intends to measure the success of the division in achieving its 27 mission by considering 28 (1) compliance with the areawide leasing plan and exploration licensing; 29 (2) the percentage of available state land acreage offered through lease or sale 30 or for exploration; 31 (3) the revenue received for total state production of oil and gas;

01 (4) the creation of private-sector jobs in the oil and gas industry in the state. 02 * Sec. 111. DNR - Division of Agriculture. (a) The mission of the Division of 03 Agriculture is to promote and encourage the development of an agricultural industry in the 04 state. 05 (b) The legislature intends to measure the success of the division in achieving its 06 mission by considering 07 (1) the loan to equity ratio in the Agricultural Revolving Loan Fund; 08 (2) the number of new crop varieties produced by the plant material center and 09 grown on farms in the state; 10 (3) the number of acres of agricultural land sold and placed in production; 11 (4) the percentage change in the monetary value of agricultural products grown 12 in the state that are sold domestically and exported. 13 * Sec. 112. DNR - Division of Mining, Land, and Water. (a) The mission of the 14 Division of Mining, Land, and Water is to encourage environmentally sound use and 15 development of Alaska's land, mineral, and water resources. 16 (b) The legislature intends to measure the success of the division in achieving its 17 mission by considering 18 (1) the number of leases and permits issued for public and private use of state 19 land; 20 (2) the number of private-sector jobs created by the issuance of new permits 21 for mining; 22 (3) the acres of land conveyed to municipalities; 23 (4) the acres of land sold and the revenue generated from land sales; 24 (5) the number of water right files applied for and processed and the number 25 of periodic dam safety inspections; 26 (6) the number of active placer, lode, and coal mines and the number of 27 mining claims staked and processed; 28 (7) the average revenue received for each land sale or lease. 29 * Sec. 113. DNR - Division of Forestry. (a) The mission of the Division of Forestry is 30 to develop, conserve, enhance, and manage the state's forests to provide a sustainable supply 31 of forest resources for Alaska and to manage the wildland fire suppression program.

01 (b) The legislature intends to measure the success of the division in achieving its 02 mission by considering 03 (1) compliance with AS 41.17 (Forest Resources and Practices Act); 04 (2) the annual volume of state timber offered for sale; 05 (3) the annual volume of state timber offered for in-state companies and 06 converted to value-added products; 07 (4) the total costs to the division per board foot sold; 08 (5) the percentage of fires that result from human actions, whether as a 09 function of population growth or other causes; 10 (6) the percentage of fires in full and critical protection categories that are held 11 to less than 10 acres. 12 * Sec. 114. DNR - Division of Geological and Geophysical Surveys. (a) The mission 13 of the Division of Geological and Geophysical Surveys is to determine 14 (1) the potential of Alaska land for production of metals, minerals, fuels, and 15 geothermal resources; 16 (2) the locations and supplies of groundwater and construction material; and 17 (3) the potential hazards to buildings, roads, bridges, and other installations and 18 structures. 19 (b) The legislature intends to measure the success of the division in achieving its 20 mission by considering 21 (1) whether the division maintains the total value of Alaska's mineral industry 22 at greater than $1.0 billion; 23 (2) the acres of ground under private-sector mineral exploration; 24 (3) the number of completed geophysical/geological mineral surveys of at least 25 1,000 square miles of land in the state at a target scale of one inch equals one mile, reported 26 by category; 27 (4) the new acres of ground explored for oil and gas resources by the private 28 sector; 29 (5) the number of users requesting information on the geology of Alaska from 30 the division's web site; 31 (6) the number of responses made by the division to requests for information

01 or assistance relating to engineering geology or hazards in the state. 02 * Sec. 115. DNR - Division of Parks and Outdoor Recreation. (a) The mission of the 03 Division of Parks and Outdoor Recreation is to 04 (1) provide outdoor recreation opportunities; 05 (2) conserve, interpret, and preserve natural, cultural, and historic resources and 06 services; and 07 (3) encourage the development of local park and recreational facilities and 08 programs. 09 (b) The legislature intends to measure the success of the division in achieving its 10 mission by considering 11 (1) the percentage of park facilities open; 12 (2) the number of visitors by site and type of visitor; 13 (3) the percentage of identified historic properties entered on the statewide 14 inventory and the percentage of sites nominated for the National Registry of Historic Places 15 that are determined eligible and listed on the national registry; 16 (4) the amount of money raised from sources other than the state government 17 that is available for trail maintenance and site development. 18 Article 12. Department of Public Safety. 19 * Sec. 116. Department of Public Safety. The mission of the Department of Public 20 Safety is to ensure public safety and enforce fish and wildlife laws. 21 * Sec. 117. Office of the Commissioner. (a) The mission of the Office of the 22 Commissioner is to provide support and policy direction to divisions within the department. 23 (b) The legislature intends to measure the success of the office in achieving its 24 mission by considering the percentage of divisions that meet assigned performance measures. 25 * Sec. 118. DPS - Division of Administrative Services. (a) The mission of the Division 26 of Administrative Services is to provide support services to departmental programs. 27 (b) The legislature intends to measure the success of the division in achieving its 28 mission by considering 29 (1) the cost of administrative services as compared to the total personnel costs 30 for the department; 31 (2) the number of department employee grievances as compared to the total

01 number of grievances for all state departments. 02 * Sec. 119. DPS - Division of Fire Prevention. (a) The mission of the Division of Fire 03 Prevention is to prevent the loss of life and property from fire and explosion. 04 (b) The legislature intends to measure the success of the division in achieving its 05 mission by considering 06 (1) the percentage of inspected buildings found in compliance with legal 07 standards; 08 (2) the number of fire prevention educational contacts made by the division; 09 (3) the average time required to conduct initial building plan reviews; 10 (4) the number of priority occupancies inspected. 11 * Sec. 120. DPS - Division of Alaska State Troopers. (a) The mission of the Division 12 of Alaska State Troopers is to preserve the public peace and to protect life and property. 13 (b) The legislature intends to measure the success of the division in achieving its 14 mission by considering the number of 15 (1) homicides per capita per year; 16 (2) rapes per capita per year; 17 (3) burglaries per capita per year. 18 * Sec. 121. DPS - Division of Fish and Wildlife Protection. (a) The mission of the 19 Division of Fish and Wildlife Protection is to protect the state's fish and wildlife resources. 20 (b) The legislature intends to measure the success of the division in achieving its 21 mission by considering the number of 22 (1) sport fishing violations; and 23 (2) hunter contacts made by the division. 24 * Sec. 122. DPS - Alaska Police Standards Council. (a) The mission of the Alaska 25 Police Standards Council is to establish professional training and hiring standards for law 26 enforcement officers in the state. 27 (b) The legislature intends to measure the success of the council in achieving its 28 mission by considering the hours of 29 (1) recruit training funded; 30 (2) advanced training funded. 31 * Sec. 123. DPS - Council on Domestic Violence and Sexual Assault. (a) The mission

01 of the Council on Domestic Violence and Sexual Assault is to reduce the causes and incidence 02 and to alleviate the effects of domestic violence and sexual assault. 03 (b) The legislature intends to measure the success of the council in achieving its 04 mission by considering 05 (1) the percentage of continuing clients; 06 (2) the percentage of the council's budget spent on prevention; 07 (3) the cost of shelter per night; 08 (4) the amount spent for and the percentage reduction in domestic violence and 09 sexual assault compared to the amount spent for that purpose last year; 10 (5) the incidence of reported domestic violence and sexual assault cases; 11 (6) the number of homicides from domestic violence and sexual assault. 12 * Sec. 124. DPS - Scientific Crime Detection Laboratory. (a) The mission of the 13 Scientific Crime Detection Laboratory is to provide forensic science services to law 14 enforcement agencies. 15 (b) The legislature intends to measure the success of the laboratory in achieving its 16 mission by considering 17 (1) the average time from receipt of a case to issuance of a report; 18 (2) the average cost per case. 19 * Sec. 125. DPS - Public Safety Academy. (a) The mission of the Public Safety 20 Academy is to train law enforcement officers. 21 (b) The legislature intends to measure the success of the academy in achieving its 22 mission by considering 23 (1) the cost per officer trained; 24 (2) the graduation rate; 25 (3) the percentage of officers who remain employed as law enforcement 26 officers one year after graduating. 27 * Sec. 126. DPS - Violent Crimes Compensation Board. (a) The mission of the Violent 28 Crimes Compensation Board is to mitigate the effects of having been victimized. 29 (b) The legislature intends to measure the success of the division in achieving its 30 mission by considering the average time from receipt of a claim to the board's final 31 determination.

01 Article 13. Department of Revenue. 02 * Sec. 127. Department of Revenue. The mission of the Department of Revenue is to 03 collect and invest funds for public purposes. 04 * Sec. 128. DRev - Office of the Commissioner. (a) The mission of the Office of the 05 Commissioner is to provide support and policy direction to the divisions in the department. 06 (b) The legislature intends to measure the success of the office in achieving its 07 mission by considering 08 (1) the percentage of divisions that meet assigned performance measures; 09 (2) the average time taken to respond to complaints and questions that have 10 been elevated to the commissioner's office; 11 (3) the average time taken to issue decisions in child support and permanent 12 fund dividend appeals; 13 (4) the number of decisions sustained as compared to all the decisions appealed 14 to the commissioner's office. 15 * Sec. 129. DRev - Division of Administrative Services. (a) The mission of the Division 16 of Administrative Services is to provide support services for departmental programs. 17 (b) The legislature intends to measure the success of the division in achieving its 18 mission by considering 19 (1) the percentage of employee grievances that are overturned by a hearing 20 officer from the Department of Administration or by an arbitrator; 21 (2) the percentage of employee complaints and grievances filed at the 22 departmental level that are resolved at that level; 23 (3) the cost of administrative services as compared to the total personnel costs 24 for the department; 25 (4) the number of late penalties assessed for payroll or vendor payment; 26 (5) the number of audit exceptions resolved for the department. 27 * Sec. 130. DRev - Tax Division. (a) The mission of the Tax Division is to collect taxes. 28 (b) The legislature intends to measure the success of the division in achieving its 29 mission by considering 30 (1) the division budget as compared to the total amount collected by the 31 division;

01 (2) the percentage of taxes collected as compared to the percentage of taxes 02 due; 03 (3) the time expended compared to the time budgeted and the average time 04 taken to complete audits; 05 (4) the amount of assessments disallowed on appeal as compared to the amount 06 of assessments claimed. 07 * Sec. 131. DRev - Permanent Fund Dividend Division. (a) The mission of the 08 Permanent Fund Dividend Division is to administer the permanent fund dividend program. 09 (b) The legislature intends to measure the success of the division in achieving its 10 mission by considering 11 (1) the percentage of dividend payments sent out on time to eligible applicants; 12 (2) the average time taken to process dividend applications; 13 (3) the average time taken to resolve informal appeals; 14 (4) the average number of applications in review at the time of the dividend 15 calculation. 16 * Sec. 132. DRev - Alaska Permanent Fund Corporation. (a) The mission of the 17 Alaska Permanent Fund Corporation is to maximize the value of the permanent fund through 18 prudent long-term investment. 19 (b) The legislature intends to measure the success of the corporation in achieving its 20 mission by considering 21 (1) the corporation's investment expenses compared to the investment expenses 22 of other large institutional funds; 23 (2) the total return by asset type compared to other institutional funds; 24 (3) the inflation-adjusted rate of return over time. 25 * Sec. 133. DRev - Treasury Division. (a) The mission of the Treasury Division is to 26 manage the state's funds. 27 (b) The legislature intends to measure the success of the division in achieving its 28 mission by measuring 29 (1) investment returns against performance benchmarks; 30 (2) administrative costs per dollar of investment. 31 * Sec. 134. DRev - Alaska Municipal Bond Bank Authority. (a) The mission of the

01 Alaska Municipal Bond Bank Authority is to provide municipalities with financing options for 02 capital projects. 03 (b) The legislature intends to measure the success of the authority in achieving its 04 mission by considering 05 (1) the number of capital projects financed or refinanced with bonds as 06 compared to the total number of projects for which funding was requested; 07 (2) the value of municipal bonds issued during the year. 08 * Sec. 135. DRev - State Pension Investment Board. (a) The mission of the State 09 Pension Investment Board is to manage state pension funds. 10 (b) The legislature intends to measure the success of the board in achieving its mission 11 by measuring 12 (1) investment returns against performance benchmarks; 13 (2) administrative costs per dollar of investment. 14 * Sec. 136. DRev - Child Support Enforcement Division. (a) The mission of the Child 15 Support Enforcement Division is to ensure that children receive the child support due them. 16 (b) The legislature intends to measure the success of the Child Support Enforcement 17 Division in achieving its mission by considering 18 (1) the total operating budget of the division as compared to the total amount 19 of collections; 20 (2) the percentage of ongoing cases receiving child support checks on time; 21 (3) the number of cases with errors and cases appealed compared to the total 22 number of cases; 23 (4) the number of cases where adjustment is overdue by 30 days or more; 24 (5) the percentage of cases in which there are child support orders; 25 (6) the number of cases with arrearages that have collections as compared to 26 the total number of cases with arrearages. 27 * Sec. 137. DRev - Alaska Mental Health Trust Authority. (a) The mission of the 28 Alaska Mental Health Trust Authority is to ensure access to comprehensive and integrated 29 mental health programs. 30 (b) The legislature intends to measure the success of the authority in achieving its 31 mission by considering

01 (1) the amount of revenue from land and cash; 02 (2) the percentage of trust income disbursed for mental health programs; 03 (3) the number of partners and the amount of money from mental health trust 04 programs received from funding partners. 05 * Sec. 138. DRev - Alaska Housing Finance Corporation. (a) The mission of the 06 Alaska Housing Finance Corporation is to provide access to housing and the Alaska dividend. 07 (b) The legislature intends to measure the success of the corporation in achieving its 08 mission by considering 09 (1) the administrative costs per dollar of investment; 10 (2) the net income of the corporation; 11 (3) the percentage of AHFC-owned housing compared to privately owned 12 housing in the marketplace; 13 (4) the public housing management assessment score. 14 * Sec. 139. DRev - Alcoholic Beverage Control Board. (a) The mission of the 15 Alcoholic Beverage Control Board is to ensure compliance with the state's liquor laws. 16 (b) The legislature intends to measure the success of the board in achieving its mission 17 by considering 18 (1) the cost of providing compliance services compared to the number of 19 licenses per year; 20 (2) the cost of certifying or providing training services compared to the number 21 of servers trained per year; 22 (3) the percentage of noncompliant licenses compared to the number of 23 licenses held per year. 24 Article 14. Department of Transportation and Public Facilities. 25 * Sec. 140. Department of Transportation and Public Facilities. The mission of the 26 Department of Transportation and Public Facilities is to develop, operate, maintain, and 27 manage facilities, vehicles, and transportation modes. 28 * Sec. 141. DOT/PF - Office of the Commissioner. (a) The mission of the Office of the 29 Commissioner is to provide support and policy direction to the divisions within the 30 department. 31 (b) The legislature intends to measure the success of the office in achieving its

01 mission by considering the percentage of 02 (1) divisions that reach assigned performance measures; 03 (2) state national highway system lane miles of road that meet standards of the 04 American Association of State Highway Transportation Officials; 05 (3) requested engineering firm audits and desk reviews completed in the 06 previous fiscal year; 07 (4) required compliance reviews for responsiveness to disadvantaged business 08 enterprise and on-the-job training contract requirements completed. 09 * Sec. 142. DOT/PF - Aviation. (a) The mission of the department with respect to 10 aviation is to improve, maintain, and operate state and international airports. 11 (b) The legislature intends to measure the success of the department in achieving its 12 mission with respect to aviation by considering 13 (1) whether the department maintains the pavement condition index (PCI) at 14 70 for runways and 60 for taxiways and aprons at every applicable airport 99 percent of the 15 time; 16 (2) whether the department completes the environmental impact statement 17 phase on the Ketchikan Airport Access by December 31, 2001; 18 (3) the percentage of cost-effective private maintenance contracts at 19 noncertified airports compared to the total number of noncertified airports; 20 (4) whether the department maintains the 100 percent pass level of annual 21 federal airport certification inspections for response and safety standards set out in federal 22 aviation regulations; 23 (5) whether the department achieves a five percent annual increase in cargo 24 landings at the international airports measured on a three-year rolling average; 25 (6) whether the department completes the Gateway Alaska Terminal 26 Redevelopment Project by September 1, 2004; 27 (7) the percentage of airport development master plans that are completed and 28 airport layout plans that are adopted by region. 29 * Sec. 143. DOT/PF - Public facilities. (a) The mission of the department with respect 30 to public facilities is to manage, operate, and maintain state public facilities. 31 (b) The legislature intends to measure the success of the department in achieving its

01 mission with respect to public facilities by considering 02 (1) whether the department maintains or reduces the net value of facilities 03 deferred maintenance projects annually with legislative appropriation support; 04 (2) the percentage of facility mechanical systems that pass safety inspections 05 each year; 06 (3) the percentage of rural airport leases that are renewed or newly leased at 07 fair market value during the fiscal year; 08 (4) the transfer of state-owned ports and harbors to local control with 09 legislative appropriation support. 10 * Sec. 144. DOT/PF - Highway maintenance and operations. (a) The mission of the 11 department with respect to highway maintenance and operations is to maintain, protect, and 12 control the state's highway system. 13 (b) The legislature intends to measure the success of the department in achieving its 14 mission with respect to highway maintenance and operations by considering 15 (1) the number of miles of gravel roads that are surfaced with chip seal, hot 16 mix, or high float asphalt for the first time, reported regionally; 17 (2) the percentage of highway and airport lane miles per full-time-equivalent 18 employee compared to the average of member states of the Western Association of State 19 Highway and Transportation Officials; 20 (3) the number of miles of road maintenance for which responsibility is 21 transferred to local governments; 22 (4) whether the department fully implements the maintenance management 23 system statewide by June 30, 2003. 24 * Sec. 145. DOT/PF - Equipment fleet. (a) The mission of the department with respect 25 to the equipment fleet is to allocate, maintain, and manage state-owned vehicles, equipment, 26 and attachments for safe and appropriate use. 27 (b) The legislature intends to measure the success of the department in achieving its 28 mission with respect to the equipment fleet by considering 29 (1) whether 80 percent of the fleet wet rentals are returned to the division as 30 scheduled for preventive maintenance on or before June 30, 2001; 31 (2) the average down time for light duty, actively used equipment in urban

01 areas; 02 (3) the number of locations of the state equipment fleet whose rates are equal 03 to or less than the rental rates published in industry guide books. 04 * Sec. 146. DOT/PF - Division of Administrative Services. (a) The mission of the 05 Division of Administrative Services is to support the department's operations with quality 06 administration and information technology. 07 (b) The legislature intends to measure the success of the division in achieving its 08 mission by considering 09 (1) whether the average time for payment to vendors is 29 days or less; 10 (2) how long it takes the division to process a purchase request before the 11 order is placed; 12 (3) the percentage of protest and claim decisions of the division overturned by 13 the courts during the fiscal year; 14 (4) the percentage reduction in payroll calculation errors. 15 * Sec. 147. DOT/PF - Division of Measurement Standards and Commercial Vehicle 16 Enforcement. (a) The mission of the Division of Measurement Standards and Commercial 17 Vehicle Enforcement is to protect the traveling public, preserve the state's transportation 18 infrastructure, and protect consumers' interests in weight and measurement transactions. 19 (b) The legislature intends to measure the success of the division in achieving its 20 mission by considering 21 (1) safety inspections per full-time-equivalent employee of the division; 22 (2) weighing and measuring device inspections conducted per full-time- 23 equivalent employee of the division. 24 * Sec. 148. DOT/PF - Division of Statewide Design and Engineering Services. (a) The 25 mission of the Division of Statewide Design and Engineering Services is to develop projects 26 that improve Alaska's transportation and public facilities infrastructure. 27 (b) The legislature intends to measure the success of the division in achieving its 28 mission by considering 29 (1) the percentage of federal highway funds obligated in the previous federal 30 fiscal year; 31 (2) the percentage of projects in the capital budget that have been designed and

01 bid in the year programmed; 02 (3) the percentage of total project costs spent on project development; 03 (4) the percentage difference between final project estimates and construction 04 bids; 05 (5) whether the department is successful in requiring private contractors 06 performing design and engineering services for the state to report on the same measures; 07 (6) the percentage of the design and engineering work of the division that was 08 performed by private contractors. 09 * Sec. 149. DOT/PF - Division of Statewide Planning. (a) The mission of the Division 10 of Statewide Planning is to optimize state and federal investment in transportation projects. 11 (b) The legislature intends to measure the success of the division in achieving its 12 mission by considering 13 (1) the number of planned projects that are implemented as a percentage of the 14 number proposed; 15 (2) the percentage of required federal planning, programming, and data 16 collection completed and accepted by the United States Department of Transportation on a 17 federal fiscal year basis. 18 * Sec. 150. DOT/PF - Highway Safety Planning Agency. (a) The mission of the 19 Highway Safety Planning Agency is to administer grant programs that promote safer 20 highways. 21 (b) The legislature intends to measure the success of the agency in achieving its 22 mission by considering the number of highway deaths per year. 23 * Sec. 151. DOT/PF - Division of Construction and CIP Support. (a) The mission of 24 the Division of Construction and CIP Support is to administer state construction projects. 25 (b) The legislature intends to measure the success of the division in achieving its 26 mission by considering the percentage of the total construction costs that were spent on 27 (1) contract administration; 28 (2) change orders. 29 * Sec. 152. DOT/PF - Marine Highway System. (a) The mission of the Alaska Marine 30 Highway System is to assist in meeting the transportation needs of the traveling public and 31 the communities served by the system.

01 (b) The legislature intends to measure the success of the system in achieving its 02 mission by considering 03 (1) the percentage of times that vessels depart on time; 04 (2) the revenue per rider mile divided by the operational costs per rider mile; 05 (3) the total ridership, including passengers and vehicles, compared to the five- 06 year ridership average; 07 (4) the average onboard revenue per passenger, including cabin occupancy, 08 food, beverage, and other sources of revenue; 09 (5) the percentage of persons served who are satisfied customers. 10 Article 15. University of Alaska. 11 * Sec. 153. University of Alaska. (a) The mission of the University of Alaska is to offer 12 education opportunities supporting the needs of Alaska's people and its economy. 13 (b) The legislature intends to measure the success of the University of Alaska in 14 achieving its mission by considering 15 (1) the number and percentage of Alaska high school graduates who 16 (A) attend the University of Alaska; 17 (B) attend the University of Alaska as Alaska Scholars; 18 (C) stay in Alaska for one year, five years, and 10 years following 19 graduation; 20 (D) are employed in Alaska for one year, five years, and 10 years 21 following graduation; 22 (2) the number and percentage of graduates who are employed in their 23 professional degree areas in-state; 24 (3) the graduation rate of full-time-equivalent students in degree programs; 25 (4) the retention rate of students enrolled in degree programs; 26 (5) the comparative scores of students who take professional examinations; 27 (6) the cost per credit hour for on-campus and distance delivery of courses; 28 (7) the comparison of pre- and post-training wages for vocational education 29 graduates; 30 (8) the number and amount of research grants in Alaska-specific areas of 31 inquiry;

01 (9) the occurrences of applied research benefiting Alaska's economy; 02 (10) the average number of hours faculty members spend on classroom 03 instruction, student advising, research, and other activities. 04 * Sec. 154. Immunity from Suit. The state and its agents and employees are immune 05 from suit that is based upon accomplishing or failing to accomplish a mission statement or 06 performance measure contained in this Act. 07 * Sec. 155. This Act takes effect July 1, 2000.
