00SENATE BILL NO. 192 01 "An Act making and amending capital appropriations and reappropriations and 02 capitalizing funds; and providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. ALASKA CLEAN WATER FUND. The sum of $9,650,400 is appropriated 05 to the Alaska clean water fund (AS 46.03.032) for the Alaska clean water loan program from 06 the following sources: 07 Alaska clean water fund revenue bond receipts $1,608,400 08 Federal receipts 8,042,000 09 * Sec. 2. ALASKA DRINKING WATER FUND. The sum of $9,308,400 is appropriated 10 to the Alaska drinking water fund (AS 46.03.036) for the Alaska drinking water loan program 11 from the following sources: 12 General fund match $1,551,400 13 Federal receipts 7,757,000 14 * Sec. 3. ALASKA INDUSTRIAL DEVELOPMENT AND EXPORT AUTHORITY

01 DIVIDEND. The sum of $18,500,000 that was declared available by the Alaska Industrial 02 Development and Export Authority Board of Directors for appropriation as the fiscal year 03 2001 dividend from the unrestricted balance in the Alaska Industrial Development and Export 04 Authority revolving fund (AS 44.88.060), is appropriated in secs. 4 and 10 of this Act. 05 * Sec. 4. CAPITAL PROJECT MATCHING GRANT PROGRAMS. (a) The sum of 06 $15,000,000 is appropriated from the Alaska Industrial Development and Export Authority 07 revolving fund (AS 44.88.060) to the following funds in the Department of Community and 08 Economic Development, in the amounts stated, to provide capital project matching grants: 09 Municipal capital project matching grant 10 fund (AS 37.06.010(b)) $13,175,000 11 Unincorporated community capital project 12 matching grant fund (AS 37.06.020(b)) 1,825,000 13 (b) An amount equal to the interest earned on money in the individual grant accounts 14 in the municipal capital project matching grant fund (AS 37.06.010(b)) and the unincorporated 15 community capital project matching grant fund (AS 37.06.020(b)) is appropriated from the 16 general fund to the respective funds. The interest is calculated using the average percentage 17 interest rate received by other accounts in the state's general investment fund that received 18 interest during fiscal year 2000. The appropriations made by this subsection are allocated pro 19 rata to each individual grant account based on the balance of the account on the close of 20 business on June 30, 2000. 21 * Sec. 5. DEPARTMENT OF PUBLIC SAFETY. (a) An amount equal to the proceeds 22 from the sale of seven patrol vessels, including parts inventory, by the Department of Public 23 Safety is appropriated from the general fund to the Department of Public Safety for the 24 purchase of replacement vessels. 25 (b) An amount equal to the proceeds from the sale of three aircraft, including parts 26 inventory, by the Department of Public Safety is appropriated from the general fund to the 27 Department of Public Safety for the purchase of replacement aircraft. 28 * Sec. 6. FEDERAL AND OTHER PROGRAM RECEIPTS. (a) Federal or other program 29 receipts as defined in AS 37.05.146 that exceed the amounts appropriated by this Act are 30 appropriated conditioned upon compliance with the program review provisions of 31 AS 37.07.080(h).

01 (b) If federal or other program receipts as defined in AS 37.05.146 exceed the 02 estimates appropriated by this Act, the appropriations from state funds for the affected 03 program may be reduced by the excess if the reductions are consistent with applicable federal 04 statutes. 05 (c) If federal or other program receipts as defined in AS 37.05.146 fall short of the 06 estimates appropriated by this Act, the affected appropriation is reduced by the amount of the 07 shortfall in receipts. 08 * Sec. 7. RURAL ELECTRIFICATION REVOLVING LOAN FUND. Notwithstanding 09 AS 42.45.020(g), the balance of the rural electrification revolving loan fund (AS 42.45.020) 10 on June 30, 2000, is appropriated to the Department of Community and Economic 11 Development for the electrical emergencies program. 12 * Sec. 8. LAPSE PROVISIONS. (a) The appropriations made by secs. 1, 2, and 4 of this 13 Act are for capitalization of funds and do not lapse. 14 (b) The appropriations made by secs. 5 and 7 of this Act are for capital projects and 15 lapse under AS 37.25.020. 16 * Sec. 9.
