01 "An Act establishing a passenger surcharge on persons transported by the Alaska                                         
02 Railroad; and providing for an effective date."                                                                         
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
04    * Section 1.  AS 42.40 is amended by adding a new section to read:                                                 
05  Sec. 42.40.915.  Passenger surcharge.  For each passenger transported by the                                        
06 Alaska Railroad, including passengers traveling in a privately owned, leased, or                                        
07 operated railroad coach, the corporation shall collect a $5 passenger surcharge.  Each                                  
08 month, the corporation shall transmit the amount of the passenger surcharge collected                                   
09 under this section to the Department of Revenue for deposit into the general fund.  The                                 
10 amount of the passenger surcharge collected under this section is not revenue generated                                 
11 by or appropriated to the corporation.  The Department of Revenue and the legislative                                   
12 auditor may review the accounts and records of the corporation as necessary to                                          
13 determine compliance with this section.                                                                                 
14    * Sec. 2.  This Act takes effect January 1, 2000.
