00SENATE BILL NO. 76 01 "An Act authorizing an advisory vote on whether appropriations of income from 02 the permanent fund should be restricted; and providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. At a special election to be held on September 14, 1999, in substantial 05 compliance with the election laws of the state, the lieutenant governor shall place before the 06 qualified voters of the state a question advisory to the legislature and the governor on whether 07 appropriations from the income of the permanent fund (art. IX, sec. 15, Constitution of the 08 State of Alaska) should be restricted to the following uses: (1) inflation proofing the principal 09 of the permanent fund; (2) paying permanent fund dividends to state residents; and (3) funding 10 education, including primary and secondary grades and the University of Alaska. The 11 question shall appear on the ballot in the following form: 12 Q U E S T I O N 13 Shall appropriations of income from the permanent fund (art. IX, sec. 15, 14 Constitution of the State of Alaska) be restricted to the following uses: (1)
01 inflation proofing the principal of the permanent fund; (2) paying permanent 02 fund dividends to state residents; and (3) funding education, including primary 03 and secondary grades and the University of Alaska? 04 Yes [ ] No [ ] 05 * Sec. 2. This Act takes effect immediately under AS 01.10.070(c).
