IX, sec. 17(c), Constitution of the State of 03 Alaska, from the constitutional budget reserve fund; and providing for an 04 effective date." 05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. ALASKA CLEAN WATER FUND. The sum of $9,649,500 is appropriated 07 to the Alaska clean water fund (AS 46.03.032) for the Alaska clean water loan program from 08 the following sources: 09 General fund match $ 1,608,300 10 Federal receipts 8,041,200 11 * Sec. 2. ALASKA DRINKING WATER FUND. The sum of $8,956,600 is appropriated 12 to the Alaska drinking water fund (AS 46.03.036) for the Alaska drinking water loan program 13 from the following sources: 14 General fund match $ 1,492,800

01 Federal receipts 7,463,800 02 * Sec. 3. ALASKA INDUSTRIAL DEVELOPMENT AND EXPORT AUTHORITY. The 03 sum of $18,000,000 that was declared available, for appropriation by the board of directors 04 of the Alaska Industrial Development and Export Authority, as the fiscal year 2000 dividend 05 from the unrestricted balance in the Alaska Industrial Development and Export Authority 06 revolving fund (AS 44.88.060) is appropriated in secs. 4 and 98 of this Act. 07 * Sec. 4. CAPITAL PROJECT MATCHING GRANT PROGRAMS. (a) The sum of 08 $13,150,000 is appropriated from the Alaska Industrial Development and Export Authority 09 revolving fund (AS 44.88.060) to the municipal capital project matching grant fund 10 (AS 37.06.010(b)) in the Department of Administration to provide grants to municipalities 11 under the municipal capital project matching grant program. 12 (b) The sum of $1,850,000 is appropriated from the Alaska Industrial Development 13 and Export Authority revolving fund (AS 44.88.060) to the unincorporated community capital 14 project matching grant fund (AS 37.06.020(b)) in the Department of Community and Regional 15 Affairs to provide grants to unincorporated communities under the unincorporated community 16 capital project matching grant program. 17 (c) An amount equal to the interest earned on money in the individual grant accounts 18 in the municipal capital project matching grant fund (AS 37.06.010(b)) and the unincorporated 19 community capital project matching grant fund (AS 37.06.020(b)) is appropriated from the 20 general fund to the respective funds. The interest is calculated using the average percentage 21 interest rate received by other accounts in the state's general investment fund that received 22 interest during fiscal year 1999. The appropriations made by this subsection are allocated pro 23 rata to each individual grant account based on the balance of the account on the close of 24 business on June 30, 1999. 25 * Sec. 5. CAPITAL PROJECT MATCHING GRANTS FOR MUNICIPALITIES. FEDERAL AND OTHER PROGRAM RECEIPTS. (a) Federal receipts, 08 designated program receipts as defined under AS 37.05.146(b)(3), and receipts of commercial 09 fisheries test fishing operations under AS 37.05.146(b)(4)(U) that exceed the amounts 10 appropriated by this Act are appropriated conditioned on compliance with the program review 11 provisions of AS 37.07.080(h). 12 (b) If federal or other program receipts as defined in AS 37.05.146 exceed the 13 estimates appropriated by this Act, the appropriations from state funds for the affected 14 program may be reduced by the excess if the reductions are consistent with applicable federal 15 statutes. 16 (c) If federal or other program receipts as defined in AS 37.05.146 fall short of the 17 estimates appropriated by this Act, the affected appropriation is reduced by the amount of the 18 shortfall in receipts. 19 * Sec. 8. RURAL ELECTRIFICATION REVOLVING LOAN FUND. Notwithstanding 20 AS 42.45.020(g), the balance of the rural electrification revolving loan fund (AS 42.45.020) 21 on June 30, 1999, is appropriated to the Department of Community and Regional Affairs for 22 the electrical emergencies program. 23 * Sec. 9. KODIAK LAUNCH COMPLEX. (a) Subject to (b) of this section, the balance 24 of the earnings reserve of the Alaska science and technology endowment (AS 37.17.020(a)), 25 not to exceed $6,000,000, is appropriated from the earnings reserve to the Alaska Science and 26 Technology Foundation for payment as a grant under AS 37.17.090(k)(1) to the Alaska 27 Aerospace Development Corporation for completion of construction and the initial startup 28 costs of the Kodiak Launch Complex and for the commercialization of the facility. 29 (b) The appropriation made by (a) of this section is contingent on 30 (1) enactment in 1999 of an amendment of AS 37.17.090(k) to permit a grant 31 of $6,000,000; and

01 (2) approval of the board of directors of the Alaska Science and Technology 02 Foundation. 03 * Sec. 10. FISH AND GAME FUND. That portion of the revenue derived from the sale 04 of crewmember fishing licenses during the fiscal year ending June 30, 2000, that is not 05 appropriated for payment of compensation to agents under AS 16.05.470 and that is not 06 deposited into the fishermen's fund under AS 23.35.060 is appropriated to the fish and game 07 fund (AS 16.05.100). 08 * Sec. 11. FISH AND GAME FUNDING SOURCE. The source of the "other funds" 09 funding for the appropriation made by sec. 31, ch. 137, SLA 1998, page 32, line 20 10 (Administration and Support - $6,088,500) is amended to delete $60,000 from Interagency 11 receipts and to add $60,000 from federal receipts. 12 * Sec. 12. DEPARTMENT OF NATURAL RESOURCES. The unexpended and 13 unobligated balance of the appropriation made in sec. 9, ch. 139, SLA 1998 (DNR appraisal 14 of public school lands - $432,525) is reappropriated for the fiscal year ending June 30, 2000, 15 to the Department of Natural Resources for an appraisal of public school lands to determine 16 the fair market value of the public school trust land where the land was redesignated as 17 general grant land in 1978. 18 * Sec. 13. GRANT TO ARCTIC POWER. The sum of $250,000 is appropriated from 19 the general fund to the Department of Community and Regional Affairs for payment as a grant 20 under AS 37.05.316 to Arctic Power for education efforts to open the coastal plain of the 21 Arctic National Wildlife Refuge for oil and gas exploration and development. 22 * Sec. 14. KETCHIKAN TREATMENT FACILITY. The sum of $200,000 is appropriated 23 from statutory designated program receipts to the Department of Health and Social Services 24 for construction of a regional youth/residential diagnostic treatment facility in Ketchikan. 25 * Sec. 15. PIONEERS' HOMES AND DEPARTMENT OF COMMUNITY AND 26 REGIONAL AFFAIRS. (a) Section 6(f), ch. 2, SLA 1999, is amended to read: 27  (f) The unexpended and unobligated corporate receipts balances of the 28 appropriations made in sec. 10, ch. 4, FSSLA 1994, page 7, lines 30 - 31 (federal 29 competitive grants/public housing - $7,076,000) and sec. 10, ch. 4, FSSLA 1994, 30 page 7, line 32 (federal competitive grants - $4,953,000) are reappropriated to the 31 Department of Administration for boiler system replacement at the Fairbanks

01 Pioneers' Home. The [, AND THE] unexpended and unobligated corporate receipts 02 balance, not to exceed $588,664 [$676,834], of the appropriation made in sec. 10, 03 ch. 4, FSSLA 1994, page 7, line 34 (other competitive grants - $1,300,000) is [ARE] 04 reappropriated to the Department of Administration for boiler system replacement at 05 the Fairbanks Pioneers' Home. The unexpended and unobligated corporate receipts 06 balance, after the reappropriation of up to $588,664 for boiler system replacement 07 made by this section, of the appropriation made in sec. 10, ch. 4, FSSLA 1994, 08 page 7, line 34 (other competitive grants - $1,300,000) is reappropriated to the 09 Department of Community and Regional Affairs for state match of federal funds 10 from the United States Department of Commerce. 11 (b) Section 11, ch. 4, FSSLA 1994, page 48, lines 29 - 31, is amended to read: 12 State Corporation Receipts 24,341,500 13 [23,341,500] 14 Permanent Fund Dividend Fund 359,300 15 [GIFTS/GRANTS/BEQUESTS 1,000,000] 16 (c) The amendment made by (b) of this section changes a portion of the funding 17 source of the appropriation to the Alaska Housing Finance corporation made in sec. 10, ch. 4, 18 FSSLA 1994, page 7, line 34 (other competitive grants - $1,300,000) from gifts/ 19 grants/bequests to state corporation receipts. 20 * Sec. 16. The sum of $566,000 is appropriated from interagency receipts of the 21 Department of Environmental Conservation from federal nonpoint source pollution funds to 22 the following departments for operating costs for the fiscal year ending June 30, 2000, in the 23 amounts and for the purposes stated: 24 DEPARTMENT AND PURPOSE APPROPRIATION AMOUNT 25 Department of Natural Resources, $121,000 26 division of forestry, for monitoring 27 the Forest Practices Act 28 Department of Fish and Game, habitat 284,000 29 division, for monitoring Best Management 30 Practices in cooperation with the division 31 of forestry in the Department of Natural

HOPE COMMUNITY RESOURCES. The sum of $25,000 is appropriated from 13 the general fund to the Department of Health and Social Services for payment as a grant under 14 AS 37.05.316 to Hope Community Resources for a fire suppression sprinkler system. 15 * Sec. 18. ALASKA CENTER FOR THE BLIND. The sum of $34,500 is appropriated 16 from the general fund to the Department of Health and Social Services for payment as a grant 17 under AS 37.05.316 to the Alaska Center for the Blind for a fire suppression sprinkler system. 18 * Sec. 19. EXXON VALDEZ OIL SPILL RESTORATION FUND. (a) The legislature 19 finds that 20 (1) as a result of the judgment entered by the United States District Court in 21 the criminal case United States of America v. Exxon Shipping Company and Exxon 22 Corporation, No. A90-015 CR, the state received $50,000,000 in restitution "to be used by the 23 State of Alaska . . . exclusively for restoration projects, within the State of Alaska, relating 24 to the 'Exxon Valdez' oil spill"; 25 (2) the money received by the state in restitution is held in the "Exxon Valdez 26 oil spill restoration fund," established by the Department of Revenue, to implement the 27 judgment; and 28 (3) the appropriation in (b) of this section is made in order to achieve the 29 purposes in the court's restitution order. 30 (b) The sum of $215,000 is appropriated from the income accrued during the fiscal 31 year ending June 30, 2000, on the Exxon Valdez oil spill restoration fund described in (a) of

01 this section to the Department of Environmental Conservation for the Cordova Mile 17 landfill 02 construction. 03 * Sec. 20. DEPARTMENT OF ADMINISTRATION. The sum of $288,000 is appropriated 04 from the general fund to the Department of Administration in the following amounts and for 05 the following programs for increased operating costs for the fiscal year ending June 30, 1999: 06 PROGRAM APPROPRIATION AMOUNT 07 Alaska Oil and Gas Conservation $ 188,000 08 Commission 09 Longevity bonus grant program 100,000 10 * Sec. 21. CONSTITUTIONAL BUDGET RESERVE FUND. (a) Section 42(b), ch. 139, 11 SLA 1998, as amended by sec. 22, ch. 2, SLA 1999, is amended to read: 12  (b) If the unrestricted state revenue available for appropriation in fiscal year 13 1999 is insufficient to cover the general fund appropriations made for fiscal year 1999, 14 the amount necessary to balance revenue and general fund appropriations, not to 15 exceed $1,100,000,000 [$900,000,001], is appropriated to the general fund from the 16 budget reserve fund (art. IX, sec. 17, Constitution of the State of Alaska). 17 (b) If the unrestricted state revenue available for appropriation in fiscal year 2000 is 18 insufficient to cover the general fund appropriations made for fiscal year 2000, the amount 19 necessary to balance revenue and general fund appropriations, not to exceed $1,007,000,000, 20 is appropriated to the general fund from the budget reserve fund (art. IX, sec. 17, Constitution 21 of the State of Alaska). 22 * Sec. 22. (a) Section 53, ch. 100, SLA 1997, as amended by sec. 7, ch. 139, SLA 1998, 23 is amended to read: 24  Sec. 53. AMERICAN RED CROSS GRANT LAPSE EXTENSION. That 25 portion of the appropriation made in sec. 30, ch. 117, SLA 1996, page 39, line 8 26 (Department of Military and Veterans' Affairs for disaster planning and control - 27 $3,161,000) that was awarded by the department as a grant to the American Red Cross 28 lapses into the funds from which appropriated on June 30, 2000 [1999]. 29 (b) Section 8, ch. 139, SLA 1998, is amended to read: 30  Sec. 8. LAPSE EXTENSION OF FY 1998 AMERICAN RED CROSS 31 GRANT. That portion of the appropriation made in sec. 39, ch. 98, SLA 1997, page

01 41, line 17 (Department of Military and Veterans' Affairs for disaster planning and 02 control - $3,341,600) that was awarded by the department as a grant to the American 03 Red Cross lapses into the funds from which appropriated on June 30, 2000 [1999]. 04 * Sec. 23. MISCELLANEOUS CLAIMS. The following amounts are appropriated from 05 the general fund to the following departments to pay miscellaneous claims and stale-dated 06 warrants for the fiscal year ending June 30, 1999: 07 DEPARTMENT APPROPRIATION 08 Administration $ 2,423.29 09 Fish and Game 1,952.90 10 Law 1,189.20 11 * Sec. 24. EXPENSES RELATED TO THE BP AMOCO-ARCO MERGER. (a) The sum 12 of $750,000 is appropriated from the general fund to the Department of Law for costs 13 associated with the proposed BP Amoco - ARCO merger for the fiscal years ending June 30, 14 1999, and June 30, 2000. 15 (b) The sum of $500,000 is appropriated from the general fund to the Alaska 16 Legislative Council for costs associated with the proposed BP Amoco - ARCO merger for the 17 fiscal years ending June 30, 1999, and June 30, 2000. 18 * Sec. 25. DEPARTMENT OF LAW SUBMERGED LANDS LITIGATION. The sum of 19 $30,000 is appropriated from the general fund to the Department of Law for the costs of the 20 Glacier Bay/Tongass submerged lands quiet title litigation for the fiscal year ending June 30, 21 1999. 22 * Sec. 26. FEDERAL AND OTHER PROGRAM RECEIPTS FOR FISCAL YEAR 1999 23 CAPITAL BUDGET. (a) Federal receipts, designated program receipts as defined under 24 AS 37.05.146(b)(3), and receipts of commercial fisheries test fishing operations under 25 AS 37.05.146(b)(4)(U) that exceed the amounts appropriated by ch. 139, SLA 1998, are 26 appropriated conditioned on compliance with the program review provisions of 27 AS 37.07.080(h). 28 (b) If federal or other program receipts as defined in AS 37.05.146 exceed the 29 estimates appropriated by ch. 139, SLA 1998, the appropriations from state funds for the 30 affected program made by ch. 139, SLA 1998, may be reduced by the excess if the reductions 31 are consistent with applicable federal statutes.

01 (c) If federal or other program receipts as defined in AS 37.05.146 fall short of the 02 estimates appropriated by ch. 139, SLA 1998, the affected appropriation made in ch. 139, SLA 03 1998, is reduced by the amount of the shortfall in receipts. 04 * Sec. 27. DEPARTMENT OF LAW GLACIER BAY LITIGATION. The sum of 05 $380,000 is appropriated from the general fund to the Department of Law for the expenses 06 of litigation related to title to submerged land and jurisdiction over marine waters within 07 Glacier Bay and Southeast Alaska. 08 * Sec. 28. TOURISM. (a) Contingent on (c) of this section, the sum of $2,077,900 is 09 appropriated to the Department of Commerce and Economic Development for tourism 10 development for the fiscal year ending June 30, 2000, from the following sources: 11 General fund $1,827,700 12 General fund program receipts 155,300 13 Interagency receipts 94,900 14 (b) Contingent on (c) of this section, the sum of $4,635,500 is appropriated to the 15 Department of Commerce and Economic Development for the Alaska Tourism Marketing 16 Council for operating costs for the fiscal year ending June 30, 2000, from the following 17 sources: 18 General fund $3,335,400 19 General fund program receipts 200 20 State designated program receipts 1,299,900 21 (c) The appropriations made by (a) and (b) of this section are contingent on the 22 enactment into law of CSSB 107(FIN) before June 30, 1999. 23 * Sec. 29. ELECTION DISTRICT 1. That portion of the appropriation made in sec. 14, 24 ch. 79, SLA 1993, and allocated under sec. 4(b), ch. 80, SLA 1993, to the account in the 25 municipal capital project matching grant fund that the Department of Administration holds in 26 custody for the City of Saxman under AS 37.06.010(b), which was awarded as grant number 27 94/664-8-001 by the Department of Administration for the Saxman seaport transfer bridge 28 emergency repairs, is reappropriated from the city's individual grant account to the 29 Department of Administration for payment as a grant under AS 37.06.010 to the City of 30 Saxman for Saxman seaport warehouse upgrades. 31 * Sec. 30. ELECTION DISTRICT 3. The unexpended and unobligated balance of the

01 appropriation made in sec. 10, ch. 4, FSSLA 1994, page 33, lines 19 - 21, (Juneau School 02 District fire rated corridors - $224,000) is reappropriated to the Department of Administration 03 for payment as a grant under AS 37.06.010 to the City and Borough of Juneau for upgrades 04 to the corridors at Marie Drake Middle School for compliance with the fire code and ADA 05 requirements. 06 * Sec. 31. ELECTION DISTRICT 4. The purpose of that portion of the appropriation 07 made in sec. 14, ch. 79, SLA 1993, and allocated under sec. 4(b), ch. 80, SLA 1993, to the 08 account in the municipal capital project matching grant fund that the Department of 09 Administration holds in custody for the City and Borough of Juneau under AS 37.06.010(b), 10 which was awarded as grant number 94/578-1-002 by the Department of Administration for 11 fire rated corridors at the Auke Bay elementary school, is amended to include upgrades to the 12 corridors at the Marie Drake Middle School for compliance with the fire code and ADA 13 requirements. 14 * Sec. 32. ELECTION DISTRICT 5. (a) 16 Subject to (b) of this section, the sum of $250,000 is appropriated from the general fund to 17 the Department of Transportation and Public Facilities for the upgrade of Rockridge Road 18 leading to O'Malley Elementary School. 19 (b) The appropriation made by (a) of this section is conditioned on the execution of 20 a memorandum of agreement by the Municipality of Anchorage, the Anchorage School 21 District, or a local road service area, or by more than one of them, that the entity entering into 22 the agreement will be responsible for maintaining Rockridge Road leading to O'Malley 23 Elementary School. 24 (c) The sum of $235,000 is appropriated from the general fund to the Department of 25 Transportation and Public Facilities for maintenance of the Harborview facility. 26 (d) Subject to (e) of this section, the sum of $200,000 is appropriated to the 27 Department of Transportation and Public Facilities for installation of a sound barrier along the 28 Muldoon Road curve from the following sources: 29 General fund $175,000 30 Designated program receipts 25,000 31 (e) The appropriation made by (d) of this section is conditioned on the Municipality

01 of Anchorage providing $25,000 for the project described in (d) of this section. 02 * Sec. 59. REGULATORY COMMISSION OF ALASKA MANAGEMENT 03 INFORMATION SYSTEM. The unexpended and unobligated balance on June 30, 1999, of 04 the Alaska Public Utilities Commission receipts account for regulatory cost charges under 05 AS 42.05.254 and AS 42.06.286 for the fiscal year ending June 30, 1999, not to exceed 06 $500,000, is appropriated to the Regulatory Commission of Alaska for the management 07 information system required by the version of SB 133 that is enacted into law. 08 * Sec. 60. AMENDMENT OF OPERATING CARRY FORWARD. Section 3 of the 09 version of HB 50 that is enacted into law in 1999, is amended to read: 10  Sec. 3. ALASKA PUBLIC UTILITIES COMMISSION. The unexpended and 11 unobligated balance on June 30, 1999, of the Alaska Public Utilities Commission 12 receipts account for regulatory cost charges under AS 42.05.254 and AS 42.06.286 for 13 fiscal year 1999 after the appropriation to the Regulatory Commission of Alaska 14 for a management information system made by sec. 59 of the version of SB 32 15 that is enacted into law in 1999 is included in the amount appropriated in sec. 43 of 16 this Act to the Alaska Public Utilities Commission for fiscal year 2000 expenditures. 17 * Sec. 61. ALASKA OIL AND GAS CONSERVATION COMMISSION. The sum of 18 $321,900 is appropriated from statutory designated program receipts to the Alaska Oil and Gas 19 Conservation Commission for relocation of offices. 20 * Sec. 62. MUNICIPAL GRANT. The sum of $36,655 is appropriated from the oil and 21 hazardous substance release response account (AS 46.08.010(a)(2)) to the Department of 22 Administration for payment as a grant under AS 37.05.315 to the City of Whittier for cleanup 23 of oily material. 24 * Sec. 63. NATIONAL PETROLEUM RESERVE - ALASKA IMPACT GRANT 25 PROGRAM; POWER COST EQUALIZATION GRANT PROGRAM. (a) Subject to (b) of 26 this section, the amount received by the National Petroleum Reserve - Alaska special revenue 27 fund (AS 37.05.530) under 42 U.S.C. 6508 during the fiscal year ending June 30, 2000, is 28 appropriated to the Department of Community and Regional Affairs for the fiscal year ending 29 June 30, 2000, for grants under the National Petroleum Reserve - Alaska impact program. 30 (b) That portion of the amount appropriated by (a) of this section that is not subject 31 to a signed grant agreement between the Department of Community and Regional Affairs and

01 an impacted municipality by April 30, 2000, lapses into the National Petroleum Reserve - 02 Alaska special revenue fund on May 1, 2000. 03 (c) Subject to (d) of this section, that portion, not to exceed $12,100,000, of the 04 appropriation made by (a) of this section that lapses under (b) of this section and that is not 05 deposited into the Alaska permanent fund and the public school trust fund under 06 AS 37.05.530(g) is reappropriated to the power cost equalization and rural electric 07 capitalization fund (AS 42.45.100). 08 (d) The appropriation made by (c) of this section is contingent upon the passage by 09 the Twenty-First Alaska State Legislature during 1999 and enactment into law of legislation 10 amending the National Petroleum Reserve - Alaska special revenue fund (AS 37.05.530) to 11 provide for the appropriation of the unappropriated and undeposited balance of money 12 received under 42 U.S.C. 6508 to the power cost equalization and rural electric capitalization 13 fund (AS 42.45.100). 14 * Sec. 64. LAPSE EXTENSION. (a) The unexpended and unobligated balances, after the 15 reappropriations made by (b) - (f) of this section, of the appropriations made in sec. 31, ch. 16 137, SLA 1998, page 65, line 31 (Budget and Audit Committee - $6,147,100), page 66, line 17 6 (Legislative Council - $19,583,400), and page 66, line 13 (Legislative operating budget - 18 $5,672,600) are reappropriated to the Legislative Council for special session expenses and 19 other operating expenses for the fiscal year ending June 30, 2000. 20 (b) The unexpended and unobligated balances of the appropriation made in sec. 31, 21 ch. 137, SLA 1998, page 65, line 31, and allocated on page 65, line 32 (Legislative Audit - 22 $2,577,700) and on page 66, line 5 (Committee expenses - $142,100) are reappropriated to the 23 Legislative Budget and Audit Committee for operating costs for the Legislative Budget and 24 Audit Committee for the fiscal year ending June 30, 2000. 25 (c) The unexpended and unobligated balance of the appropriation made in sec. 31, ch. 26 137, SLA 1998, page 65, line 31, and allocated on line 33 (Legislative Finance - $2,928,700) 27 that was directed by the Legislative Budget and Audit Committee to the accounts in the 28 Legislative Affairs Agency for the House Finance Committee and for the Senate Finance 29 Committee is reappropriated to the Legislative Budget and Audit Committee for those 30 accounts, respectively, for operating costs for the fiscal year ending June 30, 2000. 31 (d) The unexpended and unobligated balance of the appropriation made in sec. 31, ch.

01 137, SLA 1998, page 66, line 6, and allocated on line 10 (Council and subcommittees - 02 $347,800) that was directed by the Legislative Council to the account in the Legislative 03 Affairs Agency for the Legislative Council is reappropriated to the Legislative Council for 04 operating costs for the fiscal year ending June 30, 2000. 05 (e) The unexpended and unobligated balance of the appropriation made in sec. 90, ch. 06 139, SLA 1998, (House Special Committee on World Trade and State/Federal Relations, 07 Legislative Council, Council on State Governments) is reappropriated to the Legislative 08 Council for the Council of State Governments annual meeting, for the House Special 09 Committee on World Trade and State/Federal Relations, and for the Legislative Council for 10 the fiscal year ending June 30, 2000. 11 (f) Contingent upon the passage of a concurrent resolution by the First Regular 12 Session of the Twenty-First Alaska State Legislature establishing a long-term care task force, 13 the unexpended and unobligated balance of the appropriation made by sec. 32, ch. 137, SLA 14 1998, page 71, lines 19 - 20 (SCR 11 - Long-Term Care Task Force - $20,700) is 15 reappropriated to the Legislative Council for the operation of a long-term care task force for 16 the fiscal year ending June 30, 2000. 17 * Sec. 65. BASE CLOSURE-RELATED STUDY. The sum of $60,000 is appropriated 18 from the general fund to the Department of Administration for payment as a grant under 19 AS 37.05.315 to the City of Delta Junction, Delta Greely School District, for preliminary 20 design and cost estimate study, related to the closure of Fort Greely, for a middle school to 21 replace the current school facility located on Fort Greely. 22 * Sec. 66. KENAI AREAWIDE. The sum of $250,000 is appropriated from the general 23 fund to the Department of Administration for payment as a grant under AS 37.05.315 to the 24 City of Kenai for Kenai Municipal Airport maintenance, facility design, and engineering. 25 * Sec. 67. The sum of $250,000 is appropriated from the power project fund 26 (AS 42.45.010) to the Department of Community and Regional Affairs for payment as a grant 27 under AS 37.05.316 to Nuvista Light and Power for a comprehensive energy study for 28 Southwest Alaska. 29 * Sec. 68. The sum of $50,000 is appropriated from the general fund to the Department 30 of Administration for payment as a grant under AS 37.05.316 to the Homer Chamber of 31 Commerce for construction of the Kachemak Bay Visitor and Business Resource Center.

In addition to the amount required to be paid by the state for principal and 02 interest on all issued and outstanding state-guaranteed bonds, the sum of $2,450,000 is 03 appropriated from the general fund to the state bond committee for payment of additional 04 principal and interest on those bonds. 05 * Sec. 70. (a) Subject to (b) of this section, the sum of $839,000 is appropriated from the 06 general fund to the Office of the Governor, division of elections, for costs associated with the 07 election required under HB 231 for the fiscal years ending June 30, 1999, and June 30, 2000. 08 (b) The appropriation made by (a) of this section is conditioned on enactment into law 09 in 1999 of a version of HB 231. 10 * Sec. 71. DEPARTMENT OF ADMINISTRATION. The sum of $165,000 is appropriated 11 from the general fund to the Department of Administration, public defender agency, for 12 operating costs for the fiscal year ending June 30, 1999. 13 * Sec. 72. ALASKA CHILDREN'S TRUST. The amount received from the issuance of 14 heirloom birth certificates during the fiscal years ending June 30, 1999, and June 30, 2000, 15 is appropriated from designated program receipts (AS 37.05.146(b)(3)) to the Alaska children's 16 trust (AS 37.14.200) in accordance with AS 18.50.225(d). 17 * Sec. 73. DEPARTMENT OF LAW. 01 sec. 9(b), ch. 2, SLA 1999 (K-12 support - $726,760,700), is reappropriated to the Department 02 of Transportation and Public Facilities for operating expenses for the fiscal year ending 03 June 30, 2000. 04 * Sec. 86. The unexpended and unobligated balance of the appropriation made in sec. 19, 05 ch. 79, SLA 1993, page 11, lines 6 - 7 (Community/Regional inpatient facilities - $1,000,000) 06 is reappropriated to the Department of Health and Social Services for construction of a 07 juvenile detention center in Ketchikan. 08 * Sec. 87. (a) Subject to (b) of this section, the sum of $385,000 is appropriated to the 09 Department of Environmental Conservation for costs associated with implementing SB 128 10 from the following sources: 11 Oil and hazardous substance release prevention 12 and response fund (AS 46.08.010(a)) $185,000 13 Storage tank assistance fund (AS 46.03.410(a)) 200,000 14 (b) The appropriation made by (a) of this section is conditioned on the enactment into 15 law in 1999 of a version of SB 128, relating to the storage tank assistance fund. 16 * Sec. 88. (a) Subject to (b) of this section, the sum of $55,699 is appropriated from the 17 general fund to the Alaska Court System for costs associated with implementing the 18 geographic cost-of-living provisions contained in HB 199. 19 (b) The appropriation made by (a) of this section is conditioned on the enactment into 20 law in 1999 of a version of HB 199, relating to the compensation of certain state employees. 21 * Sec. 89. After the appropriation for $517,500 from general fund program receipts 22 collected under AS 43.70.030 made to the Department of Commerce and Economic 23 Development, division of occupational licensing, under a section of CCS HB 50, an amount 24 not to exceed $150,000 is appropriated from the general fund program receipts collected under 25 AS 43.70.030 to the Department of Commerce and Economic Development, division of trade 26 and development, for programs for the development of international trade for the fiscal year 27 ending June 30, 2000. 28 * Sec. 90. The sum of $3,600,000 is appropriated from the power cost equalization and 29 rural electric capitalization fund (AS 42.45.100) to the Department of Community and 30 Regional Affairs for additional expenses of operating the power cost equalization program for 31 the fiscal year ending June 30, 2000.

LAPSE PROVISIONS. (a) The appropriations made by secs. 1, 2, 4, 10, and 22 74 of this Act are for capitalization of funds and do not lapse under AS 37.25.010. 23 (b) The appropriations made by secs. 8, 9, 13 - 15, 17 - 19, 37(b), 38, 39, 45(d), 24 45(e), 48(g), 51 - 53, 58(a), 58(c), 58(d), 59, 61, 67, 68, 70, 77(f), 79(b), 83, 85(a), and 86 - 25 88 of this Act are for capital projects and lapse under AS 37.25.020. 26 * Sec. 94. CONSTITUTIONAL BUDGET RESERVE VOTING NOTICE. The 27 appropriations made and amended by sec. 21 of this Act are made under art. IX, sec. 17(c), 28 Constitution of the State of Alaska. 29 * Sec. 95. RETROACTIVITY. (a) Sections 26, 32(c), 57, and 72 of this Act are 30 retroactive to July 1, 1998. 31 (b) Section 15(b) of this Act is retroactive to July 1, 1994.

01 (c) Section 75 of this Act is retroactive to May 31, 1999. 02 * Sec. 96. EFFECTIVE DATE. Sections 11, 12, 15, 20, 21(a), 22 - 26, 28 - 57, 59 - 61, 03 64, 70 - 86, 91, and 92 of this Act take effect immediately under AS 01.10.070(c). 04 * Sec. 97.
