00CS FOR HOUSE JOINT RESOLUTION NO. 25(JUD)                                                                             
01 Proposing an amendment to the Constitution of the State of Alaska prohibiting                                           
02 initiatives providing for the utilization, development, or conservation of fish or                                      
03 wildlife.                                                                                                               
04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                              
05    * Section 1.  Article XI, sec. 7, Constitution of the State of Alaska, is amended to read:                         
06  Section 7.  Restrictions.  The initiative shall not be used to dedicate revenues,                                   
07 make or repeal appropriations, create courts, define the jurisdiction of courts or                                      
08 prescribe their rules,  provide for the utilization, development, or conservation of                                   
09 fish or wildlife occurring in their natural state,  or enact local or special legislation.                             
10 The referendum shall not be applied to dedications of revenue, to appropriations, to                                    
11 local or special legislation, or to laws necessary for the immediate preservation of the                                
12 public peace, health, or safety.                                                                                        
13    * Sec. 2.  The amendment proposed by this resolution shall be placed before the voters of                          
14 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the                        

01 State of Alaska, and the election laws of the state.
