00HOUSE JOINT RESOLUTION NO. 24 01 Proposing an amendment to the Constitution of the State of Alaska granting 02 jurisdiction to the supreme court to render advisory opinions. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. Article IV, sec. 2, Constitution of the State of Alaska, is amended by adding 05 a new subsection to read: 06  (c) The supreme court shall have jurisdiction and shall render an advisory 07 opinion in response to a question submitted to the court by the legislature, by either 08 house of the legislature, or by the governor, on the interpretation of a provision of this 09 constitution or the validity under this constitution or the Constitution of the United 10 States of a bill pending in the legislature or passed by the legislature and awaiting 11 action by the governor. The supreme court advisory opinion shall be binding as case 12 law in the State. The supreme court shall provide the advisory opinion within 90 days 13 from the receipt of the request. 14 * Sec. 2. The amendment proposed by this resolution shall be placed before the voters of

01 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 02 State of Alaska, and the election laws of the state.
