00HOUSE JOINT RESOLUTION NO. 1 01 Proposing an amendment to the Constitution of the State of Alaska requiring that 02 provisions of a bill that levy a state tax, increase the rate of a state tax levy, 03 or repeal or reduce an exemption from a state tax levy require the affirmative 04 vote of a majority of the qualified voters of the state who vote on the question. 05 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. Article IX, sec. 1, Constitution of the State of Alaska, is amended to read: 07  Section 1. Taxing Power. The power of taxation shall never be surrendered. 08 This power shall not be suspended or contracted away, except as provided in this 09 article. The provisions of a bill that rely on the power of taxation and that levy 10 a State tax, increase the rate of a State tax levy, or repeal or reduce an exemption 11 from a State tax levy shall not become law without ratification by a majority of 12 the qualified voters of the State who vote on the question. The method for 13 referral to the people of provisions of a bill that levy a State tax, increase the rate 14 of a State tax levy, or repeal or reduce an exemption from a State tax levy shall

01 be prescribed by law. 02 * Sec. 2. The amendment proposed by this resolution shall be placed before the voters of 03 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 04 State of Alaska, and the election laws of the state.
