HCR 22: Establishing the Joint Special Committee on Ways and Means as a joint committee of the legislature.

00HOUSE CONCURRENT RESOLUTION NO. 22 01 Establishing the Joint Special Committee on Ways and Means as a joint 02 committee of the legislature. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 WHEREAS the state is facing important questions regarding the role of the state in 05 providing services to its residents and how those services should be financed; and 06 WHEREAS fiscal and other public policy decisions made in the next few years will 07 profoundly influence the choices that are available to the next generation of Alaskans; and 08 WHEREAS the legislature must continue to evaluate the value received for public 09 dollars spent, while also making fiscal and other public policy decisions that will support an 10 appropriate level of state services and foster a growing and diversified state economy; and 11 WHEREAS a new legislative committee that focuses on current and potential revenues 12 and their economic effect will complement the work of the Finance Committees and the 13 Legislative Budget and Audit Committee; 14 BE IT RESOLVED by the Alaska State Legislature that a Joint Special Committee

01 on Ways and Means is established to study fiscal and other public policy issues relating to 02 state revenue, including 03 (1) investment goals and standards for the state's financial assets, and current 04 management policies; 05 (2) the return on investment by all of the state's financial assets; 06 (3) analysis of potential revenue-generating options and the effect of 07 implementing those options on the private sector economy; 08 (4) policies regarding distribution of state revenue, especially distribution to 09 local governments; and be it 10 FURTHER RESOLVED that the Joint Special Committee on Ways and Means shall 11 provide a report to the legislature by January 5, 2001, containing its findings and 12 recommendations; and be it 13 FURTHER RESOLVED that the President of the Senate and the Speaker of the 14 House of Representatives shall each appoint from their respective bodies four members to 15 serve on the Joint Special Committee on Ways and Means and shall designate the manner in 16 which co-chairs shall be chosen as provided in Rule 21(b), Uniform Rules of the Alaska State 17 Legislature; and be it 18 FURTHER RESOLVED that the Joint Special Committee on Ways and Means may 19 meet during and between sessions of the Twenty-First Alaska State Legislature, and is 20 terminated on the convening of the First Regular Session of the Twenty-Second Alaska State 21 Legislature.
