HCR 6: Establishing the Task Force on the Impacts of Transfers of Governmental Functions to Local Governments.

00HOUSE CONCURRENT RESOLUTION NO. 6 01 Establishing the Task Force on the Impacts of Transfers of Governmental 02 Functions to Local Governments. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 WHEREAS the legislature is considering how best to allocate functions of state 05 government given the fall in the price of oil and the resulting decrease in revenue to the state; 06 and 07 WHEREAS the delegation of state functions to local governments has repercussions 08 for the local governments and individual taxpayers; and 09 WHEREAS some governmental functions are best performed by the state because the 10 state is in the best position to realize economies of scale; 11 BE IT RESOLVED by the Alaska State Legislature that the Task Force on the 12 Impacts of Transfers of Governmental Functions to Local Governments is established for the 13 purpose of studying the effect on local governments of the transfer of functions now 14 performed by the state; and be it

01 FURTHER RESOLVED that the task force shall be composed of six members, as 02 follows: 03 (1) three members of the Senate appointed by the President of the Senate; two 04 members shall be members of the majority and one member shall be a member of the 05 minority; and 06 (2) three members of the House of Representatives appointed by the Speaker 07 of the House of Representatives; two members shall be members of the majority and one 08 member shall be a member of the minority; and be it 09 FURTHER RESOLVED that the task force may conduct its work during the 10 legislative session and during the interim between sessions, may use the teleconference 11 network and meet by teleconference, and may conduct public hearings; and be it 12 FURTHER RESOLVED that the task force shall report its findings and 13 recommendations to the Speaker of the House of Representatives and the President of the 14 Senate no later than January 19, 2000; and be it 15 FURTHER RESOLVED that the task force is terminated at 11:59 p.m. on March 1, 16 2000.
