00HOUSE BILL NO. 388 01 "An Act relating to the Alaska Science and Technology Foundation; establishing 02 the Alaska Institute of Applied Technology; and relating to state research." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 37.17.010(b) is amended to read: 05  (b) The purposes of the foundation are to 06  (1) promote and enhance, through basic and applied research and the 07 development and commercialization of technology, 08  (A) economic development and technological innovation in 09 Alaska; 10  (B) public health; 11  (C) telecommunications; and 12  (D) sustained growth and development of Alaska [ALASKAN] 13 scientific and engineering capabilities; 14  (2) implement the BIDCO assistance program under AS 37.17.200 -

01 37.17.390; 02  (3) administer the international trade and business endowment under 03 AS 37.17.440 ; 04  (4) manage the Alaska Institute of Applied Technology . 05 * Sec. 2. AS 37.17.080 is amended to read: 06  Sec. 37.17.080. Staff. The board of directors shall employ and determine the 07 salary of an executive director for the foundation and an executive director for the 08 Alaska Institute of Applied Technology , subject to AS 37.07. Each [THE] executive 09 director serves at the pleasure of the board. Each [THE] executive director may, with 10 approval of the board, select and employ additional staff as necessary. An employee 11 of the foundation or institute , including the executive directors [DIRECTOR], may 12 not be a member of the board. The executive directors [DIRECTOR] and the other 13 employees of the foundation and the institute are in the exempt service under 14 AS 39.25.110. 15 * Sec. 3. AS 37.17 is amended by adding a new section to read: 16  Sec. 37.17.105. Alaska Institute of Applied Technology. (a) The Alaska 17 Institute of Applied Technology is established in the Alaska Science and Technology 18 Foundation. 19  (b) The purposes of the institute include 20  (1) serving as a centralized resource for applied technology producers 21 and users; 22  (2) coordinating a network of state services dealing with applied 23 technology; 24  (3) advocating for technology incubation programs, technology 25 information brokerage houses, seed capital funds, technology assistance, and 26 technology research centers; 27  (4) promoting technological innovations, industrial competitiveness, and 28 business development by effectively bringing together technology producers and users; 29 and 30  (5) facilitating technology transfer from the federal government and the 31 University of Alaska to commercial enterprises in the state.

01 * Sec. 4. AS 37.17.400 is amended to read: 02  Sec. 37.17.400. Purpose. The purpose of AS 37.17.400 - 37.17.430 is to 03 establish state research policy, priorities, and goals, and to provide a plan for basic and 04 applied scientific research for the state, including natural resources and materials, 05 physical, biological, and health sciences, telecommunications, biotechnology, 06 nanotechnology, information and knowledge technology, and social and behavioral 07 sciences. 08 * Sec. 5. AS 37.17.420(a) is amended to read: 09  (a) In addition to its duties under AS 37.17.010 - 37.17.390, the Alaska 10 Science and Technology Foundation shall 11  (1) develop and recommend an integrated state research policy; 12  (2) provide policy information to the governor and the legislature on 13 matters that have scientific and engineering significance; 14  (3) receive scientific and engineering information from the academic 15 and industrial communities; 16  (4) act in an advocacy role for scientific and engineering issues and 17 science education important to the state that might otherwise be overlooked; 18  (5) assist state agencies in assessing research needs and establishing 19 priorities among them; 20  (6) facilitate cooperation between state agencies and the University of 21 Alaska and other academic institutions and industry; 22  (7) recommend methods to improve logistical planning and support for 23 scientific and engineering research conducted in the state by state, federal, or 24 international agencies, private industry, the general public, or private research 25 organizations; 26  (8) recommend methods for improving efficient acquisition, storage, 27 transfer, and dissemination of general and applied scientific and engineering data and 28 information among interested public and private institutions and the general public; 29  (9) promote science education and training for young scientists and 30 engineers to pursue careers in the state and the Arctic; 31  (10) cooperate with the federal Arctic Research Commission in the

01 formulation of the Arctic research policy; and 02  (11) not later than September 30 of each year, present to the governor 03 recommended research priorities of the state for the next fiscal year. 04 * Sec. 6. AS 39.25.110(25) is amended to read: 05  (25) the executive director and staff of the Alaska Science and 06 Technology Foundation established under AS 37.17.010 and the executive director 07 and staff of the Alaska Institute of Applied Technology established under 08 AS 37.17.105 ;
