01 "An Act relating to school buses."                                                                                      
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
03    * Section 1.  AS 14.09 is amended by adding a new section to read:                                                 
04  Sec. 14.09.030.  School buses.  (a)  A municipal school district or regional                                        
05 educational attendance area shall                                                                                       
06   (1)  provide instruction on safe boarding, riding, exiting, and emergency                                            
07 procedures to school children transported to or from a public school by school bus;                                     
08   (2)  provide instruction to drivers and passengers on the proper use of                                              
09 seat belts if school children in the municipal school district or regional educational                                  
10 attendance area are transported in buses equipped with seat belts; and                                                  
11   (3)  conduct at least three school bus drills each school year in safe                                               
12 boarding, exiting, and emergency procedures; one drill must be conducted during the                                     
13 first three weeks of the school term.                                                                                   
14  (b)  The department shall                                                                                             

01   (1)  establish equipment requirements for each type of school bus that                                               
02 is used to transport school children to or from a public school;                                                        
03   (2)  at least twice each calendar year, inspect each school bus for                                                  
04 compliance with requirements adopted under this subsection; and                                                         
05   (3)  maintain a record of each accident involving a school bus or other                                              
06 vehicle transporting school children that is owned by, leased by, or provided under                                     
07 contract to a municipal school district or regional educational attendance area; the                                    
08 record must include the date of the accident, a list of persons injured, whether the                                    
09 person's injury occurred within the school bus, and each type of injury.                                                
10    * Sec. 2.  AS 28.05.104 is repealed.
