00HOUSE BILL NO. 144 01 "An Act relating to access to public buildings or public facilities by legislators 02 and to audits of public buildings or public facilities." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 24.20.201(a) is amended to read: 05  (a) The Legislative Budget and Audit Committee has the power to 06  (1) organize, adopt rules for the conduct of its business, and prescribe 07 procedures for the comprehensive fiscal analysis, budget review, and post-audit 08 functions; 09  (2) hold public hearings, administer oaths, issue subpoenas, compel the 10 attendance of witnesses and production of papers, books, accounts, documents, and 11 testimony, and have the deposition of witnesses taken in a manner prescribed by court 12 rule or law for taking depositions in civil actions; 13  (3) require all state officials and agencies of state government to give 14 full cooperation to the committee or its staff in assembling and furnishing requested

01 information; 02  (4) review revenue projections, state agency appropriation requests, the 03 expenditure of state funds, including the relationship between state agency program 04 accomplishments and legislative intent, and the fiscal policies and procedures of state 05 government; 06  (5) review and approve proposed changes to agency authorized budgets 07 as provided in AS 37.07 (Executive Budget Act); 08  (6) make recommendations concerning appropriations, their expenditure, 09 and the fiscal policies and procedures of state government to the governor when 10 appropriate, and to the legislature; 11  (7) prepare and distribute reports, memoranda, or other necessary 12 materials; 13  (8) sue in the name of the legislature during the interim between 14 sessions if authorized by majority vote of the full membership of the committee; 15  (9) hold public hearings on the confirmation of the members of the 16 Board of Trustees of the Alaska Permanent Fund Corporation; 17  (10) make recommendations to the legislature and to agencies of the 18 state that perform lending or investment functions concerning the structure and 19 operating practices of the agencies; 20  (11) enter into and enforce all contracts necessary or desirable for the 21 functions of the committee; 22  (12) provide for annual post audits of the Alaska Housing Finance 23 Corporation, the Alaska Aerospace Development Corporation, and the Alaska Industrial 24 Development and Export Authority ; 25  (13) provide for annual audits of a building or facility operated by 26 a state agency or a political subdivision of the state . 27 * Sec. 2. AS 35.95 is amended by adding a new section to read: 28  Sec. 35.95.020. Access to a public building or public facility by a legislator. 29 A legislator may not be denied reasonable access to a public building or public facility.
