00HOUSE BILL NO. 120 01 "An Act providing education funding for the Alaska National Guard Challenge 02 Youth Corps program and relating to limited teacher certificates to allow persons 03 to teach in the program; and providing for an effective date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. AS 14.17 is amended by adding a new section to read: 06  Sec. 14.17.445. Money for National Guard Challenge Youth Corps. Money 07 for the instructional services provided in a fiscal year by the National Guard Challenge 08 Youth Corps within the Department of Military and Veterans' Affairs includes an 09 allocation from the public school account in an amount calculated by multiplying the 10 base student allocation in AS 14.17.470 by the number of students enrolled in the 11 program and multiplying that product by 65 percent. The department shall determine 12 the number of students enrolled in the program by treating the National Guard 13 Challenge Youth Corps as if it were a school district and applying the student counting 14 provisions of AS 14.17.600. The department shall transfer money required to be

01 allocated under this section to the Department of Military and Veterans' Affairs for the 02 support of the National Guard Challenge Youth Corps. 03 * Sec. 2. AS 14.20.025 is amended by adding a new subsection to read: 04  (b) Notwithstanding AS 14.20.020(b), upon application, the department shall 05 issue a limited teaching certificate to a person who is employed as a teacher in the 06 National Guard Challenge Youth Corps program and who the department determines 07 has demonstrated instructional skills and prior experience in alternative high school 08 programs. A limited teaching certificate issued under this subsection allows the person 09 to teach in the National Guard Challenge Youth Corps program. 10 * Sec. 3. This Act takes effect July 1, 1999.
