00HOUSE BILL NO. 118 01 "An Act relating to payment for remedial classes at the University of Alaska." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 14.03 is amended by adding a new section to read: 04  Sec. 14.03.127. Required payment for cost of remedial classes. The 05 governing body of a district shall pay to the University of Alaska the cost of remedial 06 classes for a person who enrolls at the University of Alaska if the person graduated 07 from a public high school located in that district and enrolled in the University of 08 Alaska within two years after receiving a high school diploma. For purposes of this 09 section, the cost of remedial classes shall be determined as provided under 10 AS 14.40.170(a). In this section, 11  (1) "district" has the meaning given in AS 14.17.990; 12  (2) "remedial class" means a class that is preparatory to college level 13 but is not applicable, as a matter of University of Alaska policy, to meet the 14 requirements for a degree or professional certification.

AS 14.40.170(a) is amended to read: 02  (a) The Board of Regents shall 03  (1) appoint the president of the university by a majority vote of the 04 whole board, and the president may attend meetings of the board; 05  (2) fix the compensation of the president of the university, all heads of 06 departments, professors, teachers, instructors, and other officers; 07  (3) confer such appropriate degrees as it may determine and prescribe; 08  (4) have the care, control, and management of 09  (A) all the real and personal property of the university; and 10  (B) land conveyed to the Board of Regents by the commissioner 11 of natural resources in the settlement of the claim of the University of Alaska 12 to land granted to the state in accordance with the Act of March 4, 1915 (38 13 Stat. 1214), as amended and in accordance with the Act of January 21, 1929 14 (45 Stat. 1091), as amended; 15  (5) keep a correct and easily understood record of the minutes of every 16 meeting and all acts done by it in pursuance of its duties; 17  (6) under procedures to be established by the commissioner of 18 administration, and in accordance with existing procedures for other state agencies, 19 have the care, control, and management of all money of the university and keep a 20 complete record of all money received and disbursed; 21  (7) adopt reasonable rules for the prudent trust management and the 22 long-term financial benefit to the university of the land of the university; 23  (8) provide public notice of sales, leases, exchanges, and transfers of 24 the land of the university or of interests in land of the university ; 25  (9) determine the cost of remedial classes provided to a student 26 described in AS 14.03.127 and provide the cost information to the school district 27 from which the student graduated; in this paragraph, "school district" has the 28 same meaning as "district" given in AS 14.17.990 [REPEALED].
