00HOUSE BILL NO. 36 01 "An Act relating to the establishment of Operation About Face as an alternative 02 type of juvenile detention and treatment." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 47.14 is amended by adding a new section to article 1 to read: 05 Sec. 47.14.060. Operation About Face program. (a) The department may 06 establish an alternative type of juvenile detention and treatment to be known as the 07 Operation About Face program. The Operation About Face program consists of two 08 parts: a 22-week period of detention in which the minor receives intense military-styled 09 physical training, work, and discipline and a period of aftercare consisting of not less 10 than six months of intensive probation supervision and services. The Operation About 11 Face program shall include 12 (1) education; 13 (2) job training and placement; 14 (3) community service;
01 (4) substance abuse counseling and treatment; 02 (5) health and mental health care; and 03 (6) continuous individualized case management. 04 (b) The department may place a minor who is committed to the custody of the 05 department in the Operation About Face program if the minor 06 (1) has not been adjudicated delinquent, or committed to the custody 07 of the department, more than once; 08 (2) is over 16 years of age but not more than 18 years of age at the 09 time of placement; 10 (3) has been committed to the custody of the department for not less 11 than 160 days; 12 (4) has not been convicted of or adjudicated delinquent for a crime 13 against a person under AS 11.41; and 14 (5) has not previously completed the program. 15 (c) A minor shall be removed from the Operation About Face program and 16 placed in another juvenile detention home or facility if the minor fails to successfully 17 complete or otherwise fails to abide by the regulations of the Operation About Face 18 program. 19 (d) The department may contract with a person or a governmental entity for 20 the operation of an Operation About Face program under this section. An Operation 21 About Face program conducted under a contract must meet all of the requirements for 22 the Operation About Face program under this section and under the regulations 23 adopted by the department. 24 (e) The department shall adopt regulations to implement this section.
