00SENATE JOINT RESOLUTION NO. 32 01 Relating to a proposed moratorium on the building of roads in the roadless areas 02 of national forests. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 WHEREAS it has been reported that the Clinton Administration is proposing a 05 moratorium on the building of roads in the roadless areas of national forests; and 06 WHEREAS this proposed road-building moratorium would be instituted on a national 07 level without consideration of local interests, local concerns, and the unique character of each 08 national forest; and 09 WHEREAS the recently completed land management plan for the Tongass National 10 Forest examines issues relating to the need for and effects of various activities on the Tongass 11 National Forest, including road construction; and 12 WHEREAS a land management plan that examines and guides activity on the forest, 13 including road building, is periodically completed for each national forest; and 14 WHEREAS these national forest land management plans provide an individualized

01 review of activities on the national forests, including road building, after extensive 02 opportunities for public comment; 03 BE IT RESOLVED that the Alaska State Legislature opposes a moratorium on the 04 building of roads in the roadless areas of national forests that is imposed on a national level 05 without the use of the existing forest land management plan process, including public 06 comment, and without an individualized review of the effects of the moratorium on each 07 national forest. 08 COPIES of this resolution shall be sent to the Honorable Bill Clinton, President of the 09 United States; the Honorable Al Gore, Jr., Vice-President of the United States and President 10 of the U.S. Senate; the Honorable Dan Glickman, Secretary of Agriculture; and to the 11 Honorable Ted Stevens and the Honorable Frank Murkowski, U.S. Senators, and the 12 Honorable Don Young, U.S. Representative, members of the Alaska delegation in Congress.
