01 "An Act relating to the development of telecommunications systems by state                                              
02 agencies."                                                                                                              
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
04    * Section 1.  AS 44.21.320(e) is amended to read:                                                                  
05  (e)  Nothing in AS 44.21.305 - 44.21.330 prohibits a state agency from                                                
06 developing telecommunications systems within its own agency if the agency                                               
07    (1)   is in compliance with the state information systems plan adopted                                            
08 by the Telecommunications Information Council and with the agency's own                                                 
09 information systems plan ;                                                                                             
10   (2)  finds that development of its own system within the agency is                                                   
11 necessary;  and                                                                                                        
12    (3)  notifies  [IF] the commissioner  that it intends  [GIVES WRITTEN                                           
13 AUTHORIZATION FOR THE AGENCY] to engage in its own design, development,                                                 
14 management, or operation.  [THE COMMISSIONER MAY AUTHORIZE
