00HOUSE CS FOR CS FOR SENATE BILL NO. 259(RLS) 01 "An Act relating to the membership of a metropolitan highway planning 02 organization." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 19.20 is amended by adding new sections to read: 05 Article 2. Metropolitan Highway Planning Organizations. 06  Sec. 19.20.200. Metropolitan highway planning organizations. A 07 metropolitan highway planning organization designated, redesignated, or organized 08 under 23 U.S.C. 134 for a metropolitan area with a population greater than 200,000 09 persons shall consist of nine members. Six members of the organization shall be 10 designated by the municipalities that are located partially or wholly within the 11 metropolitan area. Of the members designated by the municipalities, three members 12 shall be jointly appointed by the mayors of municipalities that are located partially or 13 wholly within the metropolitan area and three members shall be jointly appointed by 14 the assemblies and councils of municipalities that are located partially or wholly within

01 the metropolitan area. The remaining three members of the organization shall be 02 designated as follows: 03  (1) one member of the senate whose district is located wholly within 04 the metropolitan area and who is selected by a majority of the members of the senate 05 whose districts are located wholly within the metropolitan area; a person who is 06 selected to serve as a member of a metropolitan planning organization under this 07 paragraph may not receive compensation for service on the metropolitan planning 08 organization; 09  (2) one member of the house of representatives whose district is located 10 wholly within the metropolitan area and who is selected by a majority of the members 11 of the house of representatives whose districts are located wholly within the 12 metropolitan area; a person who is selected to serve as a member of a metropolitan 13 planning organization under this paragraph may not receive compensation for service 14 on the metropolitan planning organization; and 15  (3) one member appointed by the governor.
