01 "An Act relating to the Board of Storage Tank Assistance; and providing for an                                          
02 effective date."                                                                                                        
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  AS 44.66.010(a)(18) is amended to read:                                                                
05   (18)  Board of Storage Tank Assistance (AS 46.03.360) -- June 30, 2000                                             
06 [1996];                                                                                                                 
07    * Sec. 2.  AS 46.03.360(a) is amended to read:                                                                       
08  (a) There is established the Board of Storage Tank Assistance. For                                                    
09 administrative purposes, the board is located in the department.  The board consists of                                 
10 the commissioner [COMMISSIONERS] of environmental conservation [AND                                                   
11 TRANSPORTATION AND PUBLIC FACILITIES], or the commissioner's designee                                                 
12 [THEIR DESIGNEES], and the following persons who shall be appointed by the                                              
13 governor to serve at the pleasure of the governor for staggered four-year terms:                                        
14   (1)  an engineer registered under AS 08.48 who is knowledgeable about                                                

01 installing, upgrading, repairing, or closing underground petroleum storage tank                                         
02 systems;                                                                                                                
03   (2)  a general contractor registered under AS 08.18 who is                                                           
04 knowledgeable about installing, upgrading, repairing, or closing underground petroleum                                  
05 storage tank systems;                                                                                                   
06   (3)  two persons who own or operate an underground petroleum storage                                                 
07 tank system, at least one of whom does not own or operate more than 10 underground                                      
08 petroleum storage tanks; [AND]                                                                                          
09   (4)  a member of the insurance industry; and                                                                        
10   (5)  a person who is a member of the general public who does not                                                     
11 have a financial interest in replacing, upgrading, closing, testing, or cleaning up                                     
12 releases from the type of underground storage tank that is governed by                                                  
13 AS 46.03.360 - 46.03.450.                                                                                              
14    * Sec. 3.  This Act takes effect June 30, 1997.
