00SENATE BILL NO. 7 01 "An Act reducing certain resident sport fishing, hunting, and trapping license fees, 02 increasing certain nonresident sport fishing license and tag fees, and relating to 03 nonresident sport fishing, hunting, and trapping licenses; and providing for an 04 effective date." 05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. AS 16.05.340(a)(3) is amended to read: 07  (3) Resident hunting and trapping license . . . . . . . . . . . . . . . 35 [40] 08 * Sec. 2. AS 16.05.340(a)(5) is amended to read: 09  (5) Resident hunting and sport fishing license. . . . . . . . . . . . . 35 [40] 10 * Sec. 3. AS 16.05.340(a)(6) is amended to read: 11  (6) Resident hunting, trapping, and sport fishing license . . . . . . .50 [55]; 12  (A) however, the fee is $5 for an applicant who 13  (i) is receiving or has received assistance during the 14 preceding six months under any state or federal welfare program to aid

01 the indigent; [,] or 02  (ii) has an annual family gross income of less than 03 $8,200 for the year preceding application; 04  (B) a person paying $5 for a resident hunting, trapping, and 05 sport fishing license must provide proof of eligibility under this paragraph 06 when requested by the department [DEPARTMENTS]. 07 * Sec. 4. AS 16.05.340(a)(7) is amended to read: 08  (7) Nonresident [SPECIAL] sport fishing license - valid for the period 09 inscribed on the license 10  (A) For 14-day license . . . . . . . . . . . . . . . . . . . . . . . . . . .$60 11  (B) For seven-day license . . . . . . . . . . . . . . . . . . . . . . . . . . 40 12  (C) [$30 (B)] For three-day license . . . . . . . . . . . . . . . . 20 [15] 13  (D) [(C)] For one-day license . . . . . . . . . . . . . . . . . . . . . . .10 14 A nonresident who, for the preceding six consecutive months, has maintained a 15 permanent place of abode in the state and who has continually maintained a 16 voting residence in the state may receive a nonresident sport fishing license valid 17 for six months or until the end of the calendar year, whichever is less, for $60. 18 * Sec. 5. AS 16.05.340(a)(9) is amended to read: 19  (9) Nonresident hunting license. . . . . . . . . . . . . . . . . . . . . . . . 85 20 A nonresident may not take a big game animal without previously purchasing a 21 numbered, nontransferable, appropriate tag, issued under (15) of this subsection. 22 The tag must be affixed to the animal immediately upon capture and must remain 23 affixed until the animal is prepared for storage, consumed, or exported. A tag 24 issued but not used for an animal may be used to satisfy the tagging requirement 25 for an animal of any other species for which the tag fee is of equal or less value. 26 * Sec. 6. AS 16.05.340(a)(24) is amended to read: 27  (24) Nonresident anadromous king salmon tag - valid for the period 28 inscribed on the tag 29  (A) for a one-day tag . . . . . . . . . . . . . . . . . . . . . . . . . . . .$10 30  (B) for a three-day tag . . . . . . . . . . . . . . . . . . . . . . . 20 [15] 31  (C) for a seven-day tag. . . . . . . . . . . . . . . . . . . . . . . . . . . 40

01  (D) for a 14-day [OR ANNUAL] tag . . . . . . . . . . . . . . . . . .60 [35.] 02 A nonresident may not engage in sport fishing for anadromous king salmon without 03 having a valid anadromous king salmon tag in the person's actual possession, unless 04 that person is under the age of 16. 05 Members [HOWEVER, MEMBERS] of the military service on active duty who are 06 permanently stationed in the state, and their dependents, who do not qualify as 07 residents under AS 16.05.940, may obtain an annual nonresident military anadromous 08 king salmon tag for $20. 09 A nonresident who, for the preceding six consecutive months, has maintained a 10 permanent place of abode in the state and who has continually maintained a 11 voting residence in the state may receive a nonresident anadromous king salmon 12 tag valid for six months or until the end of the calendar year, whichever is less, 13 for $60. 14 * Sec. 7. AS 16.05.350(a) is amended to read: 15  (a) Licenses, permits, and tags required under AS 16.05.330 - 16.05.430, 16 except biennial licenses, triennial licenses, the nonresident [SPECIAL] sport fishing 17 licenses [LICENSE], the resident trapping license, the [ONE, THREE, OR 14-DAY] 18 nonresident anadromous king salmon tags [TAG], the waterfowl conservation tag, and 19 permits having a different specified expiration date, expire at the close of December 20 31 following issuance. 21 * Sec. 8. AS 16.05.340(a)(8) and 16.05.340(a)(10) are repealed. 22 * Sec. 9. This Act takes effect January 1, 1998.
