00CS FOR HOUSE JOINT RESOLUTION NO. 5(FIN) 01 Proposing an amendment to the Constitution of the State of Alaska relating to 02 freedom of conscience. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. Article I, Constitution of the State of Alaska, is amended by adding a new 05 section to read: 06  Section 25. Freedom of Conscience. (a) Nothing in this constitution requires 07  (1) an individual to participate in providing a health care service if the 08 individual has a conscientious objection to the service; 09  (2) a public or private health care facility to participate in, or to 10 accommodate the provision of, a health care service if a majority of the members of 11 the governing body of the facility has a conscientious objection to the service. 12  (b) The legislature shall implement this section. 13 * Sec. 2. The amendment proposed by this resolution shall be placed before the voters of 14 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the
