HCR 33: Relating to the allocation of Alaska salmon.

00HOUSE CONCURRENT RESOLUTION NO. 33 01 Relating to the allocation of Alaska salmon. 02 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 WHEREAS salmon are a valuable natural resource, forming a significant component 04 of the Alaska economy; and 05 WHEREAS Alaska's salmon resources are well managed, healthy, and have 06 historically provided a consistent return to all regions of the state; and 07 WHEREAS the failure of traditional seafood processing techniques combined with 08 current global commercial salmon production has resulted in a steadily declining value to the 09 state from the commercial salmon industry; and 10 WHEREAS the future of Alaska's economy and job growth is based on development 11 of tourism and recreational businesses, including many sport fishing related industries that 12 require consistent access to salmon; and 13 WHEREAS the value to the state from the recreational use of salmon surpasses the 14 value realized from the commercial salmon industry; and

01 WHEREAS it is the responsibility of the state to set policies producing the maximum 02 economic return from a common property resource; and 03 WHEREAS the Alaska Board of Fisheries has statutory authority to allocate and 04 manage Alaska's salmon resources; 05 BE IT RESOLVED that the Alaska State Legislature respectfully requests the Alaska 06 Board of Fisheries to adopt an allocation policy maximizing access to Alaska's salmon 07 resources by sport fishing and subsistence user groups; and be it 08 FURTHER RESOLVED that the Alaska State Legislature respectfully requests the 09 Alaska Board of Fisheries to adopt a policy of giving priority to sport and subsistence salmon 10 fishing over commercial salmon fishing in cases where scarcity of fishery resources requires 11 that a choice be made.
