01 "An Act relating to the contents of certain state documents."                                                           
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
03    * Section 1.  AS 44.99 is amended by adding a new section to read:                                                 
04  Sec. 44.99.205.  Use of pictures and messages.  (a)  A state agency may not                                         
05 place a picture of an elected state official on an application form, a warrant, or a direct                             
06 deposit notice provided by the agency.                                                                                  
07  (b)  A state agency may not place a message on or with an application form,                                           
08 a warrant, or a direct deposit notice provided by the agency unless the message is                                      
09   (1)  from a state agency employee who is not an elected state official;                                              
10 and                                                                                                                     
11   (2)  required by law, necessary for the operation of the document,                                                   
12 related to seasonal health issues including flu shot reminders, or limited to stating the                               
13 requirements or deadlines of a program or activity of a state agency.                                                   
14  (c)  In this section,                                                                                                 

01   (1)  "direct deposit notice" means a written notice that a deposit has                                               
02 been made by the state agency;                                                                                          
03   (2)  "elected state official" means the governor, the lieutenant governor,                                           
04 a lieutenant governor who serves as acting governor or who succeeds to the office of                                    
05 the governor, or a legislator, including a person who has been appointed a member of                                    
06 the legislature by the governor to fill a vacancy in the legislature;                                                   
07   (3)  "program" includes the permanent fund dividend program under                                                    
08 AS 43.23 and the longevity bonus program under AS 47.45;                                                                
09   (4)  "state agency" has the meaning given in AS 44.99.240(2)(A) and                                                  
10 (B).
