01 "An Act relating to the contents of certain state documents."                                                           
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
03    * Section 1.  AS 44.99 is amended by adding a new section to read:                                                 
04  Sec. 44.99.205.  Use of pictures and messages.  (a)  A state agency may not                                         
05 place a picture of a state official on an application form, a warrant, or a direct deposit                              
06 notice provided by the agency.                                                                                          
07  (b)  A state agency may not place a message from a state official on or with                                          
08 an application form, a warrant, or a direct deposit notice provided by the agency unless                                
09 the message is required by law, is necessary for the operation of the document,                                         
10 addresses seasonal health issues, including flu shot reminders, or is                                                   
11   (1)  from the commissioner of the department, director of the division,                                              
12 or head of the legislative agency that is responsible for the program or other activity                                 
13 for which the document is issued; and                                                                                   
14   (2)  limited to stating the requirements of the program or activity and                                              

01 providing reminders about deadlines related to the program or activity.                                                 
02  (c)  In this section,                                                                                                 
03   (1)  "direct deposit notice" means a written notice that a deposit has                                               
04 been made by the state agency;                                                                                          
05   (2)  "program" includes the permanent fund dividend program under                                                    
06 AS 43.23 and the longevity bonus program under AS 47.45;                                                                
07   (3)  "state agency" has the meaning given in AS 44.99.240(2)(A) and                                                  
08 (B);                                                                                                                    
09   (4)  "state official" means the governor, the lieutenant governor, a                                                 
10 legislator, a state judge, a state justice, the commissioner or deputy commissioner of                                  
11 a state department, the director or deputy director of a state department, a board                                      
12 member of a public corporation of the state, a member of a state commission, board,                                     
13 or authority, an officer of the University of Alaska, or an employee of the state.
