01 "An Act relating to the University of Alaska; and providing for an effective                                            
02 date."                                                                                                                  
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
04    * Section 1.  AS 14.40 is amended by adding a new section to read:                                                 
05  Sec. 14.40.315.  Limitation on expenditure of certain state appropriations.                                         
06 (a)  An appropriation to the University of Alaska for educational services shall be                                     
07 allocated between each campus of the University of Alaska on a per student basis as                                     
08 required by this section.  The Board of Regents shall                                                                   
09   (1)  determine the number of students enrolled in the University of                                                  
10 Alaska and the number of students enrolled at each campus; and                                                          
11   (2)  from each appropriation to the University of Alaska for education                                               
12 services, allocate a percentage of the appropriation to each campus that equals the                                     
13 percentage that student enrollment at that campus bears to the total University of                                      
14 Alaska student enrollment.                                                                                              

01  (b)  The Board of Regents shall establish student counting periods and reporting                                      
02 procedures necessary to implement this section.                                                                         
03  (c)  This section does not apply to a direct appropriation to a specific campus                                       
04 or program of the University of Alaska.                                                                                 
05    * Sec. 2.  AS 14.40.325 is amended to read:                                                                        
06  Sec. 14.40.325.  Reallocation within state appropriations.  Notwithstanding                                         
07 the provisions of AS 37.07.080(e)  and subject to the provisions of AS 14.40.315 ,                                    
08 each appropriation to the University of Alaska is subject to reallocation by the                                        
09 university administration under procedures established by the Board of Regents and the                                  
10  office of management and budget  [DIVISION OF BUDGET REVIEW] in the Office                                           
11 of the Governor.  Transfers may not be made between appropriations except as                                            
12 provided in an Act making transfers between appropriations.                                                             
13    * Sec. 3.  This Act takes effect July 1, 1998.
