00HOUSE BILL NO. 172 01 "An Act relating to the distribution and public inspection of the proposed budget 02 and general appropriation bill and of state agency program and financial plans." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. SHORT TITLE. This Act may be known as the Budget Disclosure Act. 05 * Sec. 2. AS 37.07.020(a) is amended to read: 06  (a) The governor shall prepare and submit to the legislature before the fourth 07 legislative day a budget for the succeeding fiscal year which must cover all estimated 08 receipts, including all grants, loans, and money received from the federal government, 09 and all proposed expenditures of the state government. The budget submitted by the 10 governor shall be organized so that the proposed expenditures for each agency are 11 presented separately. The budget must be accompanied by a general appropriation bill 12 to authorize the proposed expenditures, and a bill or bills covering recommendations 13 in the budget for new or additional revenue. The proposed budget and general 14 appropriation bill shall become public information on December 15 of each year at

01 which time the governor shall submit copies to the legislature and make copies 02 available to the public at offices of the governor, state depository libraries, and 03 legislative information offices and electronically through the world wide web on 04 the internet. Each department of the executive branch shall maintain a copy of 05 the proposed budget for the department for public inspection at the headquarters 06 and regional offices of the department. Each division and agency of the executive 07 branch shall maintain a copy of the proposed budget for the division or agency 08 for public inspection at the headquarters of the division or agency. 09 * Sec. 3. AS 37.07.050(g) is amended to read: 10  (g) All goals and objectives, plans, programs, estimates, budgets, and other 11 documents forwarded to the office of management and budget by a state agency under 12 this section are public information after the date they are forwarded and shall be 13 made available to the public at offices of the governor, state depository libraries, 14 and legislative information offices and electronically through the world wide web 15 on the internet.
