00HOUSE BILL NO. 121 01 "An Act relating to A.W. Brindle memorial scholarship loans; and providing for 02 an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 14.43.305(a) is amended to read: 05  (a) Memorial scholarship loans under AS 14.43.250(b) [AS 14.43.250(b)(1) - 06 (4) OR (6)] shall be noninterest-bearing and security for the loan may not be required. 07 However, the note signed by the recipient shall provide for the payment of attorney 08 fees, costs of court, and skip-tracing fees if any are incurred in collection of the unpaid 09 amount owed on the loan. 10 * Sec. 2. AS 14.43.305(e) is amended to read: 11  (e) A recipient of a memorial scholarship loan under AS 14.43.250(b) 12 [AS 14.43.250(b)(1) - (4) OR (6)] who graduates from a degree program, or for a loan 13 under AS 14.43.250(b)(1) from a certificate program, shall receive forgiveness of one- 14 fifth of loan principal for each one-year period the recipient is employed full time in Alaska

01 in 02  (1) law-enforcement or related fields, if a recipient of a Michael 03 Murphy memorial scholarship loan; 04  (2) criminal law, criminal justice, or other closely related fields, if a 05 recipient of a Carroll L. "Butch" Swartz memorial scholarship loan; 06  (3) a recognized branch of the engineering profession or other closely 07 related fields, if a recipient of a Harvey Golub memorial scholarship loan; 08  (4) education or public administration, or other closely related field, if 09 a recipient of a Robert L. Thomas memorial scholarship loan; [OR] 10  (5) education, public administration, government, or other closely 11 related field, if a recipient of a Nick Begich memorial scholarship loan; or 12  (6) fisheries, fishery science, fishery management, seafood 13 processing, food technology, or other closely related field, if a recipient of an A.W. 14 (Winn) Brindle memorial scholarship loan. 15 * Sec. 3. AS 14.43.305(f) is amended to read: 16  (f) That portion of the loan that is forgiven under (e) [OR (j)] of this section 17 shall be considered a grant to the recipient. 18 * Sec. 4. AS 14.43.305(g) is amended to read: 19  (g) A recipient who does not qualify for forgiveness of all or a part of the loan 20 made under AS 14.43.250(b) [AS 14.43.250(b)(1) - (4) OR (6)] shall begin repayment 21 of the unforgiven portion within six months after leaving employment or terminating 22 studies in 23  (1) law enforcement or related fields, if a recipient of a Michael 24 Murphy memorial scholarship loan; 25  (2) criminal law, criminal justice, or other closely related fields, if a 26 recipient of a Carroll L. "Butch" Swartz memorial scholarship loan; 27  (3) a recognized branch of the engineering profession, or other closely 28 related fields, if a recipient of a Harvey Golub memorial scholarship loan; 29  (4) education or public administration, or other closely related field, if 30 a recipient of a Robert L. Thomas memorial scholarship loan; [OR] 31  (5) education, public administration, government, or other closely

01 related field, if a recipient of a Nick Begich memorial scholarship loan; or 02  (6) fisheries, fishery science, fishery management, seafood 03 processing, food technology, or other closely related field, if a recipient of an A.W. 04 (Winn) Brindle memorial scholarship loan. 05 * Sec. 5. AS 14.43.305(i) and 14.43.305(j) are repealed. 06 * Sec. 6. APPLICABILITY. This Act applies to a memorial scholarship loan entered into 07 on or after the effective date of this Act. 08 * Sec. 7. This Act takes effect July 1, 1997.
