00CS FOR SENATE JOINT RESOLUTION NO. 31(FIN) am H 01 Proposing an amendment to the Constitution of the State of Alaska relating to 02 voter approval of amendments of the Alaska Statehood Act affecting an interest 03 of the State of Alaska under that Act. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. Article XII, Constitution of the State of Alaska, is amended by adding a new 06 section to read: 07  SECTION 14. VOTER APPROVAL OF FEDERAL AMENDMENT TO 08 STATEHOOD ACT AFFECTING AN INTEREST OF THE STATE UNDER THAT 09 ACT. A federal statute or proposed federal statute that affects an interest of this State 10 under the Act admitting Alaska to the Union is ineffective as against the State interest 11 unless approved by a two-thirds vote of each house of the legislature or approved by 12 the people of the State. The legislature may, by a resolution passed by a majority vote 13 of each house, place the question of approval of the federal statute on the ballot for 14 the next general election unless in the resolution placing the question of approval, the

01 legislature requires the question to be placed before the voters at a special election. 02 The approval of the federal statute by the people of the State is not effective unless 03 the federal statute described in the resolution is ratified by a majority of the qualified 04 voters of the State who vote on the question. Unless a summary of the question is 05 provided in the resolution passed by the legislature, the lieutenant governor shall 06 prepare an impartial summary of the question. The lieutenant governor shall present 07 the question to the voters so that a "yes" vote on the question is a vote to approve the 08 federal statute. 09 * Sec. 2. The amendment proposed by this resolution shall be placed before the voters of 10 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 11 State of Alaska, and the election laws of the state.
