The 27 tag must be affixed to the animal immediately upon capture and must remain affixed 28 until the animal is prepared for storage, consumed, or exported. A tag issued but not 29 used for an animal may be used to satisfy the tagging requirement for an animal of any 30 other species for which the tag fee is of equal or less value. 31 * Sec. 11. 01 tag, or duplicate permit as a replacement for a license, [OR] tag, or permit issued 02 under (a) of this section. A fee of $5 shall be charged for each duplicate license, [OR] 03 tag, or permit; however, a fee of $2 shall be charged for each duplicate of reduced 04 fee license issued to an indigent or low income person under (a)(6) of this section. 05 The duplicate license, [OR] tag, or permit may not be issued unless the commissioner 06 or a delegate is satisfied that the original has been lost or destroyed. 07 * Sec. 22. AS 16.05.340 is amended by adding a new subsection to read: 08  (g) Notwithstanding (a) of this section, a resident sport fishing license shall be 09 issued for no charge if, during the preceding calendar year, more than 75 percent of 10 the total number of fish, of all species, taken in the state were taken by commercial 11 fisheries. By December 1 of each calendar year, the commissioner shall determine 12 whether commercial fisheries harvested more than 75 percent of the total number of 13 fish, of all species, taken in the state during that calendar year and shall announce 14 whether a fee may be charged for a resident sport fishing license during the next 15 calendar year. During a year in which sport fishing licenses are issued for no charge 16 under this subsection, the fee charged for the resident combined hunting and sport 17 fishing license and the resident combined hunting, trapping, and sport fishing license 18 shall be reduced by the amount equal to the fee that the applicant would otherwise pay 19 to obtain a resident sport fishing license if a fee were charged for a resident sport 20 fishing license. This subsection does not exempt a person from the requirement under 21 AS 16.05.330(a) that a person shall have a sport fishing license in actual possession 22 when engaged in sport fishing. 23 * Sec. 23. AS 16.05.346(a) is amended to read: 24  (a) If the Board of Game establishes an open season for musk oxen and has 25 not reduced or eliminated the [$500] resident big game tag fee for musk oxen under 26 AS 16.05.340(a) [AS 16.05.340(a)(16)], the department shall conduct a drawing for 27 permits to take the musk oxen. If the Board of Game establishes an open season for 28 musk oxen for which the Board of Game has reduced or eliminated the resident big 29 game tag fee, the department shall issue permits to take the musk oxen in the order 30 in which applications are received by the department. A person is not eligible for 31 more than one musk oxen permit a year. The department may not charge a fee for an

01 application for a musk oxen permit for an open season in which the Board of Game 02 has reduced or eliminated the resident big game tag fee under AS 16.05.340(a) [AS 03 16.05.340(a)(16)]. In all other cases the application fee for a musk oxen permit is $10. 04 * Sec. 24. AS 16.05.340(a)(20), 16.05.340(a)(21), 16.05.340(a)(23), and 16.05.340(a)(24) 05 are repealed. 06 * Sec. 25. This Act takes effect January 1, 1997.
