00SENATE BILL NO. 200 01 "An Act approving a reduction in the amount due the State of Alaska from 02 money received by the United States under the federal mineral leasing laws from 03 the leasing for and production of oil and gas on certain federal public land 04 located on the coastal plain of the Arctic National Wildlife Refuge; and providing 05 for an effective date." 06 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 07 * Section 1. STATE AGREEMENT TO AN AMENDMENT OF THE ALASKA 08 STATEHOOD ACT AFFECTING AN INTEREST OF THE STATE IN CERTAIN OIL AND 09 GAS REVENUE RECEIPTS. (a) Notwithstanding Sec. 28(b) of the Alaska Statehood Act, 10 72 Stat. 339, and 30 U.S.C. 191, the state and its people agree to accept a reduction of the 11 allocation of money due them under those provisions of federal law from the leasing for and 12 production of oil and gas on federal public land located on the coastal plain of the Arctic 13 National Wildlife Refuge. However, the amended allocation of money may not provide that 14 the state and its people receive less than a percentage equal to the percentage retained by the

01 United States. 02 (b) Subsection (a) applies only to the modification of the amount due and payable to 03 the state from bonus bids, rents, royalties, and all other income received by the United States 04 from leasing and production of oil and gas from the coastal plain of the Arctic National 05 Wildlife Refuge under a law enacted by the 104th Congress that permits leasing of oil and gas 06 within the coastal plain of the Arctic National Wildlife Refuge. 07 (c) In this Act, "coastal plain of the Arctic National Wildlife Refuge" means that area 08 identified as the coastal plain of the Arctic National Wildlife Refuge on the map entitled 09 "Arctic National Wildlife Refuge," dated August 1980, as referenced in 16 U.S.C. 3142(b)(1) 10 (sec. 1002(b)(1) of the Alaska National Interest Lands Conservation Act of 1980, 94 Stat. 11 2449), comprising approximately 1,549,000 acres. 12 * Sec. 2. This Act provides the approval of the State of Alaska required by AS 01.10.110 13 for an amendment of the Alaska Statehood Act affecting an interest of the State of Alaska 14 under that Act. 15 * Sec. 3. Sections 1 and 2 of this Act are repealed on the date of the convening of the 16 105th Congress if the 104th Congress does not enact a law that permits leasing of oil and gas 17 within the coastal plain of the Arctic National Wildlife Refuge. In this section, "coastal plain 18 of the Arctic National Wildlife Refuge" has the meaning given in sec. 1(c) of this Act. 19 * Sec. 4. This Act takes effect immediately under AS 01.10.070(c).
