00SENATE BILL NO. 153 01 "An Act relating to five-year resident hunting, trapping, and sport fishing licenses; 02 and providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 16.05.340(b) is amended to read: 05  (b) The commissioner may issue without cost a permit to collect fish and 06 game, including fur animals, subject to limitations and provisions that are appropriate, 07 for a scientific, propagative, or educational purpose. The commissioner also may issue 08 a permit for the collection of bivalve spat for use in connection with an aquatic farm. 09 In addition, the commissioner shall issue a permit for the collecting of wild fur animals 10 for improving the genetic stock of fur farm animals. Permits issued under this 11 subsection shall be in accordance with current sustained yield management practices 12 for the species of wild game for which the permit is requested. The annual permit fee 13 for a [AN ALASKA] resident to collect wild fur animals for fur farming purposes is 14 the same as the fee for resident trappers under (a) of this section.

AS 16.05.340(d) is amended to read: 02  (d) Members of the military service on active duty who are permanently 03 stationed in the state, and their dependents, who do not qualify as residents under 04 AS 16.05.940, may obtain annual special nonresident military small game and sport 05 fishing licenses at the rates for annual resident hunting and sport fishing licenses, but 06 may not take a big game animal without previously purchasing a regular nonresident 07 hunting license and a numbered, nontransferable appropriate tag, issued at one-half of 08 the nonresident rate, under (a)(15) of this section. 09 * Sec. 3. AS 16.05.340 is amended by adding a new subsection to read: 10  (g) In addition to the annual resident hunting, trapping, and sport fishing 11 licenses issued under (a)(1) - (6) of this section, the commissioner may issue five-year 12 resident hunting, trapping, or sport fishing licenses. The fee for a five-year license is 13 five times the fee set out in (a)(1) - (6) of this section. 14 * Sec. 4. AS 16.05.350 is amended to read: 15  Sec. 16.05.350. EXPIRATION OF LICENSES AND TAGS. (a) Except for 16 the licenses and tags listed in (1) - (6) of this subsection, licenses [LICENSES] and 17 tags required under AS 16.05.330 - 16.05.430 expire at the close of December 31 18 following issuance: 19  (1) [, EXCEPT] biennial licenses; 20  (2) [,] the nonresident special sport fishing license; 21  (3) [, THE] resident trapping license; 22  (4) [,] the one, three, or 14-day nonresident anadromous king salmon 23 tag; 24  (5) [, AND] the waterfowl conservation tag; 25  (6) five-year resident hunting, trapping, or sport fishing licenses [, 26 EXPIRE AT THE CLOSE OF DECEMBER 31 FOLLOWING ISSUANCE]. 27  (b) Biennial licenses expire at the close of [AFTER] December 31 of the year 28 following the year of issuance. 29  (c) Five-year resident hunting or sport fishing licenses expire at the close 30 of December 31 of the fourth calendar year following the calendar year in which 31 the license is issued.

01  (d) The annual resident trapping license expires at the close of September 30 02 of the year following the year in which the license is issued. The five-year resident 03 trapping license expires at the close of September 30 of the fourth calendar year 04 following the calendar year in which the license was issued. 05  (e) The one, three, and 14-day nonresident anadromous king salmon tags 06 expire at the close of the period inscribed on the tag. 07  (f) The waterfowl conservation tag expires at the close of January 31 of the 08 year following the year of issue of the tag. 09 * Sec. 5. This Act takes effect January 1, 1996.
